Konferenca Kombëtare “Arsimi Dual në Kosovë: Sukseset dhe Sfidat”
Më 12 Qershor 2026, në TechPark Prishtina (STIKK), u mbajt Konferenca Kombëtare “Arsimi Dual në Kosovë: Sukseset dhe Sfidat”, e organizuar nga KIMERK në bashkëpunim me Odën Ekonomike të Kosovës, Ministrinë e Arsimit dhe Shkencës dhe me mbështetjen e projektit “Shkathtësitë për Punësim të Qëndrueshëm në Kosovë”, financuar nga Qeveria e Luksemburgut dhe implementuar nga LuxDev dhe Ministria e Arsimit dhe Shkencës.
Konferenca mblodhi përfaqësues të institucioneve publike, donatorëve ndërkombëtarë, shkollave profesionale, bizneseve, organizatave sektoriale dhe profesionistëve të arsimit, duke krijuar një platformë të rëndësishme për diskutim mbi zhvillimin dhe avancimin e sistemit të arsimit dual në Kosovë.
Aktiviteti u hap nga përfaqësues të KIMERK, Odës Ekonomike të Kosovës, Ministrisë së Arsimit dhe Shkencës dhe LuxDev, ndërsa pjesëmarrësit patën mundësinë të ndjekin edhe prezantimin e aktiviteteve të realizuara në terren dhe kontributin e sektorit privat në implementimin e arsimit dual.
Gjatë Panelit të Parë, me temën “Roli i Donatorëve në Mbështetjen e Arsimit Dual në Kosovë”, përfaqësues nga Ministria e Arsimit dhe Shkencës, Oda Ekonomike e Kosovës, GIZ, LuxDev dhe Swisscontact diskutuan mbi mbështetjen e deritanishme, rezultatet e arritura dhe nevojën për koordinim të vazhdueshëm ndërmjet institucioneve, donatorëve dhe sektorit privat.
Në Panelin e Dytë, me temën “Sukseset dhe Sfidat në Implementimin e Arsimit Dual”, përfaqësues të institucioneve arsimore dhe bizneseve ndanë përvojat e tyre praktike, duke evidentuar përfitimet që modeli dual sjell për nxënësit dhe kompanitë, por edhe sfidat që kërkojnë adresim të mëtejshëm për të siguruar një implementim më efektiv dhe të qëndrueshëm.
Gjatë konferencës u zhvilluan diskutime shumë konstruktive dhe u identifikuan një sërë rekomandimesh dhe konkluzionesh me rëndësi strategjike për të ardhmen e arsimit dual në Kosovë. Këto rekomandime do të finalizohen në periudhën në vijim dhe do t’u dërgohen institucioneve dhe partnerëve relevantë si propozime dhe udhëzime konkrete për përmirësimin e mëtejmë të politikave, praktikave dhe bashkëpunimit në kuadër të arsimit dual.
Me këtë rast, shprehim mirënjohjen tonë të veçantë për Ministrinë e Arsimit dhe Shkencës dhe Ministrinë e Industrisë, Ndërmarrësisë dhe Tregtisë, për angazhimin e vazhdueshëm dhe bashkëpunimin pozitiv me sektorin privat në funksion të implementimit sa më të suksesshëm të arsimit dual në Kosovë.
Një falënderim i veçantë i dedikohet Qeverisë së Luksemburgut, e cila përmes LuxDev – Agjencisë së Luksemburgut për Bashkëpunim Zhvillimor, ka dhënë një kontribut të jashtëzakonshëm në të gjitha proceset që lidhen me zhvillimin e arsimit dual në Kosovë. Përmes kësaj mbështetjeje janë avancuar mekanizmat e bashkëpunimit ndërmjet shkollave dhe bizneseve, janë fuqizuar kapacitetet e institucioneve dhe janë zhvilluar profile të reja profesionale që i përgjigjen nevojave të tregut të punës, veçanërisht në fushat e energjisë së ripërtëritshme, efiçiencës së energjisë dhe teknologjisë së informacionit dhe komunikimit (ICT).
KIMERK mbetet i përkushtuar që, në partneritet me institucionet publike, sektorin privat dhe partnerët zhvillimorë, të vazhdojë kontributin në forcimin e arsimit profesional dhe dual, me qëllim krijimin e një fuqie punëtore të kualifikuar dhe të përgatitur për nevojat aktuale dhe të ardhshme të ekonomisë së Kosovës.

National Conference: “Dual Education in Kosovo: Successes and Challenges”
On 12 June 2026, the National Conference “Dual Education in Kosovo: Successes and Challenges” was held at TechPark Prishtina (STIKK), organized by MIRECK in cooperation with the Kosovo Chamber of Commerce, the Ministry of Education and Science, and supported through the project “Skills for Sustainable Employment in Kosovo”, financed by the Government of the Grand Duchy of Luxembourg and implemented by LuxDev and the Ministry of Education and Science.
The conference brought together representatives of public institutions, international development partners, vocational education providers, private sector companies, business associations, and professionals from across Kosovo to discuss the progress, achievements, and future development of the dual education system.
The event was officially opened by representatives of MIRECK, the Kosovo Chamber of Commerce, the Ministry of Education and Science, and LuxDev. Participants also had the opportunity to view a presentation highlighting field activities and the contribution of the private sector to the implementation and advancement of dual education in Kosovo.
During Panel I, titled “The Role of Donors in Supporting Dual Education in Kosovo,” representatives from the Ministry of Education and Science, the Kosovo Chamber of Commerce, GIZ, LuxDev, and Swisscontact discussed the impact of donor support, lessons learned, and the importance of continued coordination between institutions, development partners, and the private sector.
Panel II, titled “Successes and Challenges in the Implementation of Dual Education,” featured representatives from vocational schools and businesses who shared practical experiences and insights regarding the benefits of dual education for both students and employers, while also identifying key challenges that need to be addressed to ensure its sustainable and effective implementation.
The conference generated valuable discussions and produced a number of important conclusions and recommendations regarding the future development of dual education in Kosovo. These recommendations will be further consolidated and shared with relevant stakeholders and partners as proposed guidelines and policy recommendations aimed at improving the quality, effectiveness, and sustainability of dual education across the country.
We would like to express our sincere appreciation to the Ministry of Education and Science and the Ministry of Industry, Entrepreneurship and Trade for their continuous commitment and constructive cooperation with the private sector in advancing the successful implementation of dual education in Kosovo.
A special acknowledgment is extended to the Government of the Grand Duchy of Luxembourg, whose support through LuxDev – the Luxembourg Development Cooperation Agency has been instrumental in advancing dual education reforms in Kosovo. Through this partnership, significant progress has been achieved in strengthening cooperation between schools and businesses, improving institutional capacities, and developing new occupational profiles that respond directly to labor market needs, particularly in the fields of renewable energy, energy efficiency, and information and communication technologies (ICT).
MIRECK remains committed to working closely with public institutions, the private sector, and development partners to further strengthen vocational and dual education systems, contributing to the development of a skilled workforce capable of supporting Kosovo’s sustainable economic growth and competitiveness.
