What happens when policies move from paper into people’s lives?

As part of our Community Forums, we are bringing forward real-life stories that reflect the everyday impact of ongoing discussions on the integration of Serbian education and healthcare systems into Kosovo’s legal framework, as well as the implications of the Law on Foreigners.

🎙️ In this story, Professor Senka Kostić speaks about the importance of the University of Pristina with temporary seat in Mitrovica—not only as an educational institution, but as a pillar of the community’s social and economic life.

Her reflections raise important questions:
What could happen if these systems change?
How might new legal requirements affect institutions, professionals, and young people?

Šta se dešava kada politike pređu sa papira u stvarni život ljudi?

Kroz Građanske forume donosimo životne priče koje osvetljavaju svakodnevni uticaj procesa integracije sistema obrazovanja i zdravstva Republike Srbije u pravni okvir Kosova, kao i implikacije Zakona o strancima.

Çfarë ndodh kur politikat kalojnë nga letra në jetën e përditshme të njerëzve?

Përmes Forumeve Komunitare, sjellim tregime nga jeta reale që pasqyrojnë ndikimin e përditshëm të proceseve të integrimit të sistemeve të arsimit dhe shëndetësisë të Serbisë në kuadrin ligjor të Kosovës, si dhe implikimet e Ligjit për të Huajt.

🎙️ Në këtë tregim, profesoresha Senka Kostić flet për rëndësinë e Universitetit të Prishtinës me seli të përkohshme në Mitrovicë – jo vetëm si institucion arsimor, por si një shtyllë e rëndësishme e jetës shoqërore dhe ekonomike të komunitetit.

📢 Kosovo Serb Civil Society Platform on Integration of Health & Education and the Law on Foreigners
The Kosovo Serb Civil Society Platform recently discussed the announced integration of health and education systems into Kosovo’s institutional framework, as well as the implications of the Law on Foreigners for this process.
The meeting was held within the project “Moving from ‘integration’ toward a New Social Contract for a Truly Multiethnic Kosovo”, supported by the Embassy of the Netherlands in Kosovo and jointly implemented by CASA and Spaces for Societal Change - Spaces.
Participants also addressed preparations for the upcoming New Social Contract Forum, which will bring together Serbian and Albanian civil society, local government representatives and experts to discuss local challenges in delivering quality, adequate and efficient public services.

📢 Platforma civilnog društva kosovskih Srba o integraciji zdravstva i obrazovanja i Zakonu o strancima
Platforma civilnog društva kosovskih Srba nedavno je razgovarala o najavljenoj integraciji zdravstvenog i obrazovnog sistema u institucionalni okvir Kosova, kao i o implikacijama Zakona o strancima na ovaj proces.
Sastanak je održan u okviru projekta „Od ‘integracije’ ka novom društvenom ugovoru za istinski multietničko Kosovo“, uz podršku Ambasade Kraljevine Holandije u Prištini, a zajednički ga sprovode CASA i Space/s.
Učesnici su takođe razgovarali o pripremama za predstojeći Forum o novom društvenom ugovoru, koji će okupiti predstavnike srpskog i albanskog civilnog društva, lokalnih samouprava i eksperte radi razmatranja lokalnih izazova u obezbeđivanju kvalitetnih, adekvatnih i efikasnih javnih usluga.

Platforma e Shoqërisë Civile Serbe në Kosovë së fundmi diskutoi procesin e paralajmëruar të integrimit të sistemeve të shëndetësisë dhe arsimit në kuadrin institucional të Kosovës, si dhe implikimet e Ligjit për të Huajt për këtë proces.
Takimi u mbajt në kuadër të projektit “Nga ‘integrimi’ drejt një Kontrate të Re Shoqërore për një Kosovë vërtet multietnike”, i mbështetur nga Ambasada e Mbretërisë së Holandës në Prishtinë dhe i zbatuar bashkërisht nga CASA dhe Space/s.

Space/s for Societal Change (Space/s) invites applications for a four-month paid internship (with the possibility of extension and increased payment). Our mission is to support and inspire a just, equitable and open democratic society in Kosovo and the Western Balkans.

At the meeting, members discussed the results of the public opinion survey "Insight into the Challenges, Needs, and Attitudes of Kosovo Serbs." The research shed light on migration patterns, access to public services, and institutional representation, sparking dialogue on effective advocacy strategies. Plans were made for the report’s wider publication and promotion.

Platform members reflected on the recent meeting with ambassadors, where key findings from the survey and community forums were presented. The discussion emphasized the need for stronger international support in addressing the challenges faced by the Kosovo Serb community.

With parliamentary elections behind and local elections ahead, the political and social landscape for Kosovo Serbs remains complex. Concerns were raised over institutional representation, governance trends, and the potential impact of the upcoming elections on the community’s future.

📊 Predstavljanje ključnih nalaza
Na sastanku su članovi diskutovali rezultate istraživanja javnog mnjenja „Uvid u izazove, potrebe i stavove Srba na Kosovu“. Istraživanje je ukazalo na trendove migracija, pristup javnim uslugama i institucionalnu zastupljenost, otvarajući prostor za dijalog o efikasnim strategijama zagovaranja. Dogovoreni su koraci za širu publikaciju i promociju izveštaja.

🌍 Angažman sa međunarodnom zajednicom
Članovi Platforme osvrnuli su se na nedavni sastanak sa ambasadorima, gde su predstavljeni ključni nalazi istraživanja i foruma sa građanima. Razgovor je naglasio potrebu za jačom međunarodnom podrškom u rešavanju izazova sa kojima se suočava srpska zajednica na Kosovu.

Në takim, anëtarët diskutuan rezultatet e studimit të opinionit publik "Njohuri mbi Sfidat, Nevojat dhe Qëndrimet e Serbëve të Kosovës." Hulumtimi nxori në pah tendencat e migrimit, qasjen në shërbime publike dhe përfaqësimin institucional, duke hapur diskutime mbi strategjitë efektive të avokimit. U planifikua publikimi dhe promovimi i gjerë i raportit.

Anëtarët e Platformës reflektuan mbi takimin e fundit me ambasadorët, ku u prezantuan gjetjet kryesore të studimit dhe forumeve të komunitetit. Diskutimi theksoi nevojën për mbështetje më të fortë ndërkombëtare në adresimin e sfidave me të cilat përballet komuniteti serb në Kosovë.

Engaging Dialogue on Kosovo Serb Community Challenges and Prospects

On March 11, we had the pleasure of joining a breakfast meeting hosted by the Embassy of the Netherlands in Kosovo, where we presented key findings from our project: Moving from 'Kosovo Serb Integration' to(wards) a New Social Contract for a Truly Multiethnic Kosovo.
We shared insights from the public survey Insight into the Challenges, Needs, and Attitudes of the Kosovo Serb Community and three Community Forums, addressing:
🔹 Access to public services at the local and central level
🔹 Institutional participation and return to institutions in the North
🔹 Mass migration and the socio-political future of Kosovo Serbs in light of parliamentary and upcoming local elections
The discussion highlighted crucial dynamics at this decisive moment for Kosovo and the region.
This project is implemented by Center for Affirmative Social Actions - CASAand Spaces for Societal Change - Spaces, with generous support by the Embassy of the Netherlands in Kosovo


Angažovani dijalog o izazovima i perspektivama kosovskih Srba

11. marta prisustvovali smo radnom doručku u organizaciji Ambasade Holandije na Kosovu, gde smo predstavili ključne nalaze našeg projekta: Prelazak sa ‘integracije kosovskih Srba’ ka novom društvenom ugovoru za istinski multietničko Kosovo.
Podelili smo rezultate našeg istraživanja Uvid u izazove, potrebe i stavove zajednice kosovskih Srba i sa tri Foruma zajednice, koji su obuhvatili:
🔹 Pristup javnim uslugama na lokalnom i centralnom nivou
🔹 Institucionalno učešće i povratak u institucije na severu
🔹 Masovnu migraciju i društveno-političku budućnost kosovskih Srba u svetlu parlamentarnih i predstojećih lokalnih izbora
Diskusija je dotakla ključne društveno-političke dinamike u ovom važnom trenutku za Kosovo i region.

Dialog i angazhuar mbi sfidat dhe perspektivat e serbëve të Kosovës

Më 11 mars morëm pjesë në një mëngjes pune të organizuar nga Ambasada e Holandës në Kosovë, ku prezantuam gjetjet kryesore të projektit tonë: Kalimi nga ‘integrimi i serbëve të Kosovës’ drejt një kontrate të re shoqërore për një Kosovë vërtet multietnike.
Ndamë rezultatet nga analiza jone: Vështrim mbi sfidat, nevojat dhe qëndrimet e komunitetit serb të Kosovës dhe nga tre Forume me Komunitetet, mbi:
🔹 Qasjen në shërbime publike në nivel lokal dhe qendror
🔹 Pjesëmarrjen institucionale dhe rikthimin në institucione në veri

Today, we lost a great man, Bajram Qerkini, a tireless advocate for missing persons who dedicated his life to seeking truth and justice, including in the search for his own son. With honesty and perseverance, he gave hope to countless families, ensuring their voices were heard. His passing leaves a great void, but his legacy lives on in the continued fight for truth and accountability. Rest in peace, Mr. Qerkini—your struggle will not be forgotten.
