Kosovar Center for Security Studies - KCSS Kosovar Centre for Security Studies is an independent policy research centre founded in April 2008 and based in Prishtina - Kosovo.

KCSS is dedicated to security sector development and reform in Kosovo and Western Balkans. It proactively promotes principle of good governance, integrity and resilience. Founded in 2008, KCSS’s main interest remains to be development of security sector in Kosovo and Western Balkans based on the good governance. In almost a decade, KCSS has been building and offering alternative expertise in secur

ity studies, by filling a void in a limited academic contribution in the field in Kosovo. The KCSS aims to enhance the effectiveness by supporting the SSR programs through its research, events, training, advocacy and direct policy advice. Advancing new ideas and social science methods are also core values of the centre. Each year, KCSS publishes numerous reports, policy analysis and policy briefs. It also, runs more than 200 public events including conferences, round-tables, and debates, lectures – in Kosovo, also in collaboration with regional and international partners. A wide-range of activities includes research, capacity-building, awareness and advocacy. KCSS supports the consolidation of the security sector development in Kosovo on its path towards Euro-Atlantic integration mainly through the following activities:
• Research and Policy Analysis
• Policy Recommendation and Advocacy
• Alternative expertise on contemporary security challenges
• Conferences and Public Discussions on security related issues
• Networking connecting all relevant actors in Kosovo
• Community engagement and resilience
• Networking and building strong partnerships with relevant think-tanks and academic institutions in region and global level.

This week, KCSS and brought together researchers, practitioners, and civil society representatives from Kosovo and North Macedonia to a webinar supported by Rockefeller Brothers Fund to discuss a question that deserves far more attention in the Western Balkans: how can we strengthen democratic resilience and social cohesion in our societies?

One of the key takeaways was that social cohesion should be viewed as part of our security infrastructure. Political polarization, declining trust, exclusionary narratives, and attacks on democratic values create vulnerabilities that can be exploited by both domestic and external actors.

Addressing these challenges requires closer cooperation, stronger institutions, and greater investment in young people and local communities. The discussion has now been captured in a reflection paper (KCSS and HERA), prepared following the webinar. You can read the paper below.

The Kosovar Centre for Security Studies (KCSS) and HERA invite you to an online webinar on 19 August, bringing together perspectives from Kosovo, North Macedonia and the wider Western Balkans.

The discussion will examine how political polarization, coordinated malign narratives and anti-gender narratives affect public trust, social cohesion and democratic institutions. It will also explore why social cohesion should be treated as a security issue, with greater investment in prevention, early warning and democratic resilience.

The webinar will give particular attention to Kosovo–North Macedonia relations and the role that civil society, institutions and communities can play in responding constructively to divisive narratives and strengthening regional cooperation.

The conversation will focus on current challenges to security and stability, narratives that undermine trust and the Euro-Atlantic path, the influence of foreign actors, and opportunities for a more coordinated civil society response across the region.

The aim is to support a practical regional conversation and identify recommendations for future cooperation, research and policy engagement.

Kosovo did not expect President Zelensky to recognise it while visiting Belgrade. The concern was his apparent endorsement of Serbia’s claim over Kosovo and the use of international law to justify it.

The visit to Serbia was understandable. Ukraine must pursue its interests. What was difficult to understand in Kosovo was why President Zelensky chose to reassure one of Moscow’s closest partners in the Balkans at the expense of a society that has stood firmly with .

In this short paper, our colleague Ramadan Ilazi tries to explain why Kosovo’s case—shaped by a UN-led status process, the Ahtisaari proposal and the ICJ opinion—cannot be compared with Russia’s seizure of Ukrainian territory.

I also examine Kosovo’s support for Ukraine, Serbia’s commitments under the EU-facilitated dialogue, and the diplomatic failures that left Kosovo’s position poorly understood in Kyiv.

Kosovo should continue supporting the Ukrainian people while challenging this inaccurate framing.
