Our sixth and final policy brief in the framework of the is now out. It concludes a year-long effort, supported by Open Society Foundations Western Balkans through GAINS project, to explore how gradual integration can move beyond political declarations and become a practical option for bringing the Western Balkans closer to the EU. We called our efforst in this context advancing Operational Integration of WB6 in EU.

The brief examines cooperation between the six Western Balkan countries and Eurojust, the EU Agency for Criminal Justice Cooperation, and looks at where each country currently stands and what still needs to happen to complete this important dimension of operational integration.

We do ont focus only on future EU membership, but in this paper, like with the others, we ask a more immediate and practical question, which is, how can our region become more integrated into EU policies, institutions, and mechanisms today, especiallu in security sector?

In the area of criminal justice cooperation, the answer lies in building the legal, institutional, and operational links that allow the Western Balkans and the EU to work together more effectively in tackling cross-border crime.

KCSS and BCSP Present Civil Society Security Recommendations at Berlin Process Foreign Ministers' Meeting

Representatives of the Kosovar Centre for Security Studies (KCSS) and the Belgrade Centre for Security Policy Bezbednost.org(BCSP) presented the recommendations of the Berlin Process Civil Society and Think Tank Forum’s Thematic Working Group on Security, Resilience and Geopolitics at the Berlin Process Foreign Ministers' Meeting, held on 1 October in Pržno, Montenegro, as part of Montenegro’s Presidency of the Berlin Process. The meeting provided a platform for civil society representatives to present their findings and recommendations directly to foreign ministers and senior policymakers from across the region and Europe.

Më 23 shtator 2026, Qendra Kosovare për Studime të Sigurisë (QKSS) organizoi në Prishtinë ushtrimin Tabletop Exercise (TTX) me temën “Nga konflikti online te rreziku për sigurinë në shkollë”.

Përmes një skenari fiktiv, pjesëmarrësit analizuan një konflikt mes nxënësve që fillon në mjedisin online dhe përshkallëzohet gradualisht në një situatë që mund të ndikojë në sigurinë në shkollë. Në secilën fazë të skenarit, ata diskutuan vendimmarrjen, raportimin, ndarjen e përgjegjësive dhe koordinimin ndërmjet institucioneve dhe aktorëve relevantë.

Ushtrimi krijoi një hapësirë praktike për të shqyrtuar rolet institucionale, mangësitë në reagim dhe mundësitë për përmirësimin e bashkëpunimit në parandalimin dhe menaxhimin e incidenteve që përfshijnë të rinjtë. Aktiviteti u udhëhoq dhe u facilitua nga Dr. Blerton Abazi.

TTX u zhvillua në kuadër të projektit “Brezi i rrezikuar: Trajtimi i kriminalitetit tek të rinjtë dhe siguria në shkolla përmes hulumtimit dhe reformimit të bazuar në evidenca”.

Ky aktivitet u zbatua nga QKSS në bashkëpunim me IDM Albania, me mbështetje nga Open Society Foundations Western Balkans

Më 22 shtator 2026, Qendra Kosovare për Studime të Sigurisë (QKSS) organizoi në Prishtinë një Youth-led Hackathon, duke bashkuar nxënës të shkollave të mesme për të zhvilluar ide dhe zgjidhje praktike për përmirësimin e sigurisë dhe mirëqenies së të rinjve.

Përmes punës në grupe, nxënësit analizuan sfida që lidhen me sigurinë në shkollë dhe online, ngacmimet dhe konfliktet në internet, raportimin e rasteve, kërkimin e ndihmës dhe mbështetjen mes bashkëmoshatarëve. Idetë u zhvilluan në prototipe dhe u prezantuan para pjesëmarrësve për diskutim dhe komente.

Aktiviteti u zhvillua në kuadër të projektit “Brezi i rrezikuar: Trajtimi i kriminalitetit tek të rinjtë dhe siguria në shkolla përmes hulumtimit dhe reformimit të bazuar në evidenca”.

Ky aktivitet u zbatua nga QKSS në bashkëpunim me IDM Albania , me mbështetje nga Open Society Foundations Western Balkans

A very important discussion took place on Friday in Prishtina on geopolitics and strengthening security and democratic resilience in the Western Balkans, with the support of Open Society Foundations Western Balkans.

Together with colleagues from the Belgrade Centre for Security Policy, as co-leads of the Thematic Working Group on Security, Resilience & Geopolitics, we presented and tested the draft recommendations developed through three online regional consultations as part of the preparations for the Civil Society & Think Tank Forum 2026.

The recommendations will now be further improved and refined ahead of the Forum in Prishtina on 5–7 October and the Leaders’ Summit in Podgorica on 22 October 2026.

Our main message was clear: security threats neither start nor end at borders. They are shaped by weak institutions, corruption, illicit finance, declining citizen trust and engagement, and existing divisions and affective polarisation that can be exploited by external actors. The region already has many commitments. What we need is stronger implementation and accountability.

The five recommendations developed by the working group focus on:
🔹 Treating the rule of law and illicit finance as security priorities.
🔹 Integrating cybersecurity and creating an operational hybrid-threat network.
🔹 Testing critical-infrastructure preparedness.
🔹 Including communities and young people in security planning.
🔹 Opening relevant EU security mechanisms to the Western Balkans before accession.

Western Balkan governments should also demonstrate a clear commitment to active participation in the European Democracy Shield (EDS).

Ambassador of Montenegro to Kosovo, Bernard Çobaj, reminded us that democratic and European stability cannot be taken for granted and that regional cooperation must remain part of our collective resilience.

Lorena Sekiraqa stressed the strategic connection between security, EU accession and regional cooperation, while drawing attention to implementation gaps affecting existing regional agreements.

Lura Pollozhani, PhD highlighted the need to protect democracy while pursuing stability and security.

Danilo Kalezic encouraged us to look beyond individual disinformation campaigns and examine the political, institutional, economic and media infrastructure that enables foreign influence.

Una Danilović stressed that civil society must be included in security planning while also being protected from the misuse of security and financial regulations.

The discussion also provided concrete suggestions on youth participation, gender, minority representation, local organisations, illicit finance and early warning. These contributions will help us make the final recommendations stronger and more practical.
