Me fillimin zyrtar të fushatës zgjedhore, Demokracia në Veprim (DnV) prezantoi sot planin dhe komponetet e misionit për vëzhgimin e zgjedhjeve parlamentare të 7 qershorit 2026.
DnV vlerësoi se aktivitetet e parafushatës në terren dhe komunikimi elektoral i subjekteve në hapësirën online kanë filluar tash e një kohë. Gjithsesi, periudha para nisjes së fushatës zgjedhore është karakterizuar nga vendime qeveritare me ndikim të drejtpërdrejtë në integritetin e procesit zgjedhor dhe barazinë e garës, përmes shpërndarjes së pakove financiare në vlera qindra milionëshe, të orientuara kryesisht drejt kategorive të ndjeshme të popullsisë, përfshirë mërgatën dhe kompanitë private.
Në garën zgjedhore që do të zgjasë 10 ditë, DnV u bëri thirrje subjekteve politike, kandidatëve dhe të gjithë pjesëmarrësve në proces që të respektojnë standardet dhe rregullat në fuqi për një garë demokratike, fer dhe të orientuar në përmbajtje programore.
DnV do të vlerësojë ecurinë, barazinë dhe kualitetin e fushatës zgjedhore në tre aspekte: Sa shpenzojnë subjektet politike për fushatë në rrjete sociale, përkatësisht platformën Meta (Facebook dhe Instagram), cila është përmbajtja e sponsorizuar dhe sa i japin hapësirë promovimit të kandidatëve në rrjetet sociale.
Po ashtu, DnV do të monitorojë gjuhën e urrejtjes, dezinformimin, lajmet e rreme, përmbajtjet manipuluese dhe trendet kryesore të komunikimit në rrjetet sociale dhe media online gjatë gjithë periudhës së fushatës.
Do të monitorohen edhe mediat tradicionale (televizionet me shtrirje kombëtare) për të vlerësuar nëse mediat respektojnë standardet për t’u ofruar kohën dhe hapësirën e barabartë të gjitha subjeketve në garë dhe në këtë drejtim rolin që KPM do t’a ketë në trajtimin e shkeljeve nga mediat tradicionale dhe të shkruara.
Monitoruesit do të përcjellin 11 televizione në gjuhën shqipe dhe serbe për të analizuar sa hapësirë subjektet po i japin kandidatëve të tyre për deputet dhe kandidatëve për kryeministër. Vëmendje do t’I kushtohet hapësirë së dedikuar për gratë në zgjedhje, gjuhës dhe temave që do të trajtohen nga subjektet politike.
Sa i përket Ditës së Zgjedhjeve, DnV do të angazhojë rreth 500 vëzhgues në nivel vendi, duke përfshirë të gjitha komunat. Vëzhguesit do tw vendosen nw 500 vendvotimet e përzgjedhura sipas mostrës statistikore të metodologjisë PVT (Parallel Vote Tabulation). Kjo metodologji do të garantojë vlerësim kredibil dhe të saktë të procesit dhe të rezultateve preliminare.
Të dhënat që do të vijnë nga terreni do të shërbejnë që publiku të informohet saktë për rregullsinë e ditës së zgjedhjeve, përfshirë respektimin e procedurave për hapjen dhe mbylljen e vendvotimeve, administrimin e votimit gjatë ditës dhe pjesëmarrjen e votuesve në zgjedhje.
Pas ditës së zgjedhjeve, DnV përmes vëzhguesve të saj do të monitorojë procesin e numërimit të votave për kandidatë në të gjitha 38 Qendrat Komunale të Numërimit. Për këtë operacion do të angazhohen 100 vëzhgues të cilit do të ndjekin respektimin e procedurave të numërimit, trajtimin e materialit zgjedhor, transparencën e procesit dhe konsistencën e praktikave ndërmjet komunave të ndryshme.
Përveç Qendrave Komunale të Numërimit, DnV do të mbulojë edhe zhvillimet në Qendrën e Numërimit dhe Rezultateve, përfshirë procesimin e votave me kusht, votave nga jashtë vendit dhe procedurat eventuale të rinumërimit.
Të gjitha observimet nga procesi i vëzhgimit do të publikohen fillimisht përmes deklaratës preliminare dhe më pas raportit përfundimtar, i cili do të përfshijë gjetjet dhe rekomandimet për procesin zgjedhor në tërësi.
Që nga viti 2007, DnV si rrjet i gjerë I organizatave të shoqërisë civile ka monitoruar të gjitha zgjedhjet e rregullta dhe të jashtëzakonshme, duke e përcjellë nga afër punën e KQZ-së dhe PZAP-it në administrimin e operacioneve, përkatësisht drejtësisë zgjedhore në të gjitha fazat.

Sa zvaničnim početkom izborne kampanje, Demokratija na delu (DnD) danas je predstavila plan i ključne komponente svoje misije za posmatranje parlamentarnih izbora koji će biti održani 7. juna 2026. godine.
DnD ocenjuje da su aktivnosti predizborne kampanje na terenu, kao i izborna komunikacija političkih subjekata u online prostoru, već neko vreme u toku. Ipak, period pre zvaničnog početka izborne kampanje obeležen je odlukama Vlade koje imaju direktan uticaj na integritet izbornog procesa i ravnopravnost izborne trke, kroz raspodelu finansijskih paketa vrednih stotine miliona, uglavnom usmerenih ka osetljivim kategorijama stanovništva, uključujući dijasporu i privatne kompanije.
Tokom izborne trke koja će trajati 10 dana, DnD je pozvao političke subjekte, kandidate i sve učesnike procesa da poštuju važeće standarde i pravila za demokratsku, fer i sadržajno orijentisanu izbornu kampanju.
DnD će procenjivati tok, ravnopravnost i kvalitet izborne kampanje u tri ključna aspekta: koliko politički subjekti troše na kampanju na društvenim mrežama, odnosno na Meta platformama (Facebook i Instagram), kakav je sadržaj sponzorisanih objava i koliko prostora daju promociji kandidata na društvenim mrežama.
Takođe, DnD će tokom čitavog perioda kampanje pratiti govor mržnje, dezinformacije, lažne vesti, manipulativni sadržaj i glavne trendove komunikacije na društvenim mrežama i online medijima.
Biće praćeni i tradicionalni mediji (televizije sa nacionalnom pokrivenošću) kako bi se procenilo da li mediji poštuju standarde u pružanju jednakog vremena i prostora svim političkim subjektima u izbornoj trci, kao i uloga Nezavisne komisije za medije (KPM) u tretiranju kršenja od strane tradicionalnih i štampanih medija.
Posmatrači će pratiti 11 televizijskih stanica na albanskom i srpskom jeziku kako bi analizirali koliko prostora politički subjekti daju svojim kandidatima za poslanike i kandidatima za premijera. Posebna pažnja biće posvećena prostoru namenjenom ženama na izborima, kao i jeziku i temama koje će politički subjekti obrađivati.
Što se tiče Izbornog dana, DnD će angažovati oko 500 posmatrača širom zemlje, uključujući sve opštine. Posmatrači će biti raspoređeni na 500 biračkih mesta odabranih prema statističkom uzorku metodologije Paralelnog prebrojavanja glasova (PVT). Ova metodologija će obezbediti kredibilnu i tačnu procenu procesa i preliminarnih rezultata. Podaci koji budu pristizali sa terena služiće za tačno informisanje javnosti o regularnosti izbornog dana, uključujući poštovanje procedura za otvaranje i zatvaranje biračkih mesta, administriranje glasanja tokom dana i izlaznost birača.
Nakon izbora, DnD će preko svojih posmatrača pratiti proces brojanja glasova za kandidate u svih 38 Opštinskih centara za brojanje. Za ovu operaciju biće angažovano 100 posmatrača koji će pratiti poštovanje procedura brojanja, rukovanje izbornim materijalom, transparentnost procesa i doslednost praksi između različitih opština.
Pored Opštinskih centara za brojanje, DnD će pratiti i dešavanja u Centru za brojanje i rezultate, uključujući obradu uslovnih glasova, glasova iz inostranstva i eventualne procedure ponovnog brojanja.
Sva zapažanja iz procesa posmatranja biće prvo objavljena kroz preliminarnu izjavu, a potom i kroz završni izveštaj koji će sadržati nalaze i preporuke za izborni proces u celini.
Od 2007. godine, DnD kao široka mreža organizacija civilnog društva prati sve redovne i vanredne izbore, pažljivo nadgledajući rad Centralne izborne komisije (CIK) i Izbornog panela za žalbe i predstavke (IPŽP) u administriranju izbornih operacija i izborne pravde u svim fazama procesa.

With the official start of the election campaign, Democracy in Action (DiA) today presented the plan and key components of its observation mission for the parliamentary elections scheduled for 7 June 2026.
DiA assessed that pre-campaign activities on the ground, as well as electoral communication by political entities in the online sphere, have already been underway for some time. Nevertheless, the period prior to the official launch of the election campaign has been characterized by government decisions with a direct impact on the integrity of the electoral process and the equality of competition, particularly through the distribution of financial packages worth hundreds of millions, primarily targeted at vulnerable categories of the population, including diaspora and private companies.
As the 10-day election campaign begins, DiA called on political entities, candidates, and all participants in the process to respect the standards and rules in force for a democratic, fair, and content-oriented electoral race.
DiA will assess the progress, equality, and quality of the election campaign in three key aspects: how much political entities spend on campaigning through social media, specifically Meta platforms (Facebook and Instagram); the nature of sponsored content; and the extent to which candidates are promoted through social networks.
In addition, DiA will monitor hate speech, disinformation, fake news, manipulative content, and the main communication trends across social media and online media throughout the entire campaign period.
Traditional media outlets (national television broadcasters) will also be monitored to assess whether the media respect standards related to providing equal airtime and space to all political entities competing in the elections, as well as the role of the Independent Media Commission (IMC) in addressing violations committed by traditional and print media.
Observers will monitor 11 television stations in both Albanian and Serbian languages in order to analyze how much space political entities allocate to their candidates for parliament and candidates for prime minister. Particular attention will be paid to the space dedicated to women in the elections, as well as the language and themes addressed by political entities.
Regarding Election Day, DiA will engage approximately 500 observers across the country, covering all municipalities. Observers will be deployed to 500 polling stations selected according to the statistical sample of the Parallel Vote Tabulation (PVT) methodology. This methodology will ensure a credible and accurate assessment of both the process and the preliminary results. Data collected from the field will serve to accurately inform the public about the regularity of Election Day, including compliance with procedures for the opening and closing of polling stations, the administration of voting throughout the day, and voter turnout.
Following Election Day, DiA, through its observers, will monitor the vote-counting process for candidates in all 38 Municipal Counting Centers. For this operation, 100 observers will be engaged to monitor compliance with counting procedures, the handling of electoral materials, the transparency of the process, and the consistency of practices across different municipalities.
In addition to the Municipal Counting Centers, DiA will also monitor developments at the Counting and Results Center, including the processing of conditional votes, out-of-country votes, and any eventual recount procedures.
All observations from the monitoring process will initially be published through a preliminary statement, followed by a final report that will include findings and recommendations concerning the electoral process as a whole.
Since 2007, DiA, as a broad network of civil society organizations, has monitored all regular and extraordinary elections, closely following the work of the Central Election Commission (CEC) and the Electoral Complaints and Appeals Panel (ECAP) in the administration of electoral operations and electoral justice throughout all phases of the process.
