To discuss the needs of non-majority communities in preventing and combating discrimination in the field of linguistic rights, the Kosovo Institute for Human Rights and Anti-Corruption (IKDNA), on April 29, 2025, held a joint consultative meeting with municipal officials, representatives of all communities in the Municipality of Rahovec and representatives of civil society, to present the guide for the participation of communities in the development of policies and the protection of their linguistic rights.

This important meeting was attended by municipal officials such as Mr. Lendrit Qeli, Head of the Office for Communities in the Municipality of Rahovec. Mr. Ymret Rash*ti, Director of the Center for Social Work in the Municipality of Rahovec. Mr. Shkumbin Arifi, Director of the Youth Center in Rahovec. Furthermore, present at the meeting were representatives of communities from different age groups, including women, children, and young people from the communities. During the discussion, many issues were raised regarding the importance of implementing the language law, as well as the awareness of participation in the consultation process and in the development of local policies with equal representation of communities.

The municipality of Dragash has a cultural and linguistic diversity; young people play an important role in creating a healthy environment for all communities. Therefore, to discuss the needs of non-majority communities in preventing and combating discrimination in the field of linguistic rights, the Kosovo Institute for Human Rights and Anti-Corruption (IKDNA) organized a joint consultative activity with municipal officials, representatives of all communities in the Municipality of Dragash and representatives of civil society, to present the guidelines for the participation of communities in policy development and the protection of their linguistic rights. The purpose of the meeting was also to consult with interested stakeholders, especially communities at the local level, with the aim of building capacities and strengthening cooperation with local authorities to combat discrimination and hate speech against non-majority communities at the local level.

In the meeting, they discussed the promotion of linguistic rights, the legislation that guarantees these rights, as well as the importance of communication and strengthening dialogue between all communities without distinction.

The local authorities from the Municipality of Dragash also participated in this meeting, who presented the progress, challenges and actions they will take in. In particular, Ms. Liridona Misinaj, the Director of the Department for Culture in the Municipality of Dragash, Ms. Lindita Piraj, a Senior Officer for Non-Discrimination in the Municipality of Dragash, as well as a representative from the Office for Good Governance in the Office of the Prime Minister, elaborated these matters thoroughly, answered questions from the attendees, and received comments and creative ideas from the attendees respectively.

Art Hajredini, the Executive Director of IKDNA, informed the attendees about the activities carried out, the drafting of the report on linguistic rights and emphasized the role of young people in preventing discrimination in the field of linguistic rights.

The Kosovo Institute for Human Rights and Anti-Corruption (IKDNA) within the project "Participation of communities in policy development and protection of their linguistic rights", to discuss the needs of non-majority communities in preventing and combating discrimination in the field of linguistic rights, in 28th of January, 2025, organized a joint consultative activity with municipal officials, representatives of all communities in the Municipality of Graçanicë and representatives of civil society, to present the background of the manual for the participation of communities in policy development and the protection of their linguistic rights, to gather information regarding the discrimination they face in this regard in order to provide concrete suggestions concerning the content of the manual.

In this meeting, important issues were addressed by Mr. Leutrim Ajeti, Deputy Mayor of the Municipality of Gracanica; Mr. Gazmen Salijevic, Advisor to the Mayor of the Municipality of Gracanica; Ms. Keriman Sadikay, Senior Official for Minorities, Office for Good Governance – Office of the Prime Minister; Ms. Egzona Rexha, Legal Expert at IKDNA; and Mr. Ridvan Gashi, Activist for the rights of communities.

In the course of the activities with officials of local institutions in Kosovo, Mr. Art Hajredini, the Executive Director of the Kosovo Institute for Human Rights and Anti-Corruption (IKDNA), held a meeting with Mr. Leutrim Ajeti, the Deputy Mayor of the Municipality of Graçanicë.

This meeting was held within the framework of the project “Participation of communities in the development of policies and the protection of their linguistic rights," which is implementing various activities with representatives of civil society and local institutions in the municipalities of Kosovo, in order to encourage members of non-majority communities to partake in policy-making, and to fight and prevent discrimination in the field of linguistic rights, but most importantly to unite them in preventing such negative phenomena which violate the rights of all non-majority communities.

During this meeting on December 27, 2024, Mr. Art Hajredini assessed the needs of municipal engagement with respect to participation of communities in policy-making and the protection of their linguistic rights in particular. Also, Mr. Art Hajredini and Mr. Leutrim Ajeti jointly agreed to carry out a joint consultative activity with municipal officials, representatives of all communities in the Municipality of Graçanicë and representatives of civil society, to present the guideline for the participation of communities in the development of policies and the protection of their linguistic rights.

Moreover, the aim of the meeting was to consult the beneficiary interest groups, especially communities at the local level, to build capacity and strengthen cooperation with local institutions to combat discrimination with regard to the linguistic rights held by non-majority communities respectively.

The executive director of the Kosovo Institute for Human Rights and Anti-Corruption, Mr. Art Hajredini, signed the new project, "The participation of communities in the development of policies and legislation and the protection of their linguistic rights."

This project is being supported by the United Nations and aims at advocating for the linguistic rights of communities, as well as participating in the development of policies for human rights and especially for non-majority communities.

The Kosovo Institute for Human Rights and Anti-Corruption will continue to work on education concerning human rights, minority rights, the fight against corruption, and to increase the responsibility of institutions for transparency, accountability, consultations with the public and responsible budgeting.
