FFI statement on the appointment of Peter Sørensen as EU Special Representative for the Kosovo - Serbia dialogue:

Sørensen’s Appointment is an opportunity for eu to regain its credibility as dialogue facilitator

Prishtina, January 31, 2025:
The European Union has appointed Peter Sørensen as the new Special Representative for the Kosovo-Serbia Dialogue, succeeding Miroslav Lajčák. Sørensen, a career diplomat with extensive experience in EU foreign policy, takes over at a critical juncture for the normalization process between Kosovo and Serbia. His mandate will commence on February 1, 2025, with an initial duration of 13 months.

A Career Diplomat with Deep Regional and Institutional Expertise:
Sørensen brings a wealth of diplomatic expertise, having served in several high-profile EU and multilateral roles, including: Principal Advisor to the European External Action Service (EEAS) on Digital Diplomacy, EU Ambassador and Head of Delegation to Bosnia and Herzegovina, EU Ambassador and Head of EU Delegation in North Macedonia, UNMIK Pillar IV Senior Advisor in Kosovo, Special Representative of the HRVP in Serbia, and OSCE Mission in Croatia.

His extensive diplomatic background, particularly in the Western Balkans, reflects the EU's strategic shift towards a professional, policy-driven approach to dialogue facilitation, rather than a politically-driven mediator.

Mandate and Challenges Ahead:
As per Council’s announcement, Sørensen's primary task will be to oversee the implementation of the Agreement on the Path to Normalization and its Implementation Annex, adopted in February and March 2023. However, the announcement conspicuously omits reference to the decade-long series of agreements and implementation roadmaps brokered under previous EU-facilitated negotiations. The prioritization of this latest controversial agreement over prior commitments raises concerns regarding the continuity and comprehensiveness of the dialogue process, particularly regarding Serbia’s unimplemented obligaitions stemming from previous agreements.

As the EU's chief negotiator, Sørensen will need to navigate the complexities of diplomatic engagement, ensuring that the normalization framework regains credbility, inclusiveness, and is rooted in all prior obligations undertaken by both parties. His approach will be crucial in bridging existing gaps and fostering tangible progress in the dialogue.

A Renewed European Commitment:
The appointment of an experienced career diplomat signals the EU’s renewed commitment to an effective, impartial, and implementation-focused mediation process. Sørensen’s diplomatic acumen and deep understanding of regional dynamics position him to play a pivotal role in reinvigorating the Kosovo-Serbia dialogue.

The success of his mandate will depend not only on the political will of the parties involved but also on the EU’s ability to maintain a consistent, non-ambigous, strategic approach that upholds the truth on the ground, and follows the chronology of past agreements, while advancing the latest commitments.
