The Steering Council of the Universiteti i Prishtinës has approved the Internal Regulation establishing the governance and operational framework of the Center for Energy Skills and Innovation (CESI).

This milestone lays the foundation for CESI to become a center of excellence supporting Kosovo’s energy sector through quality vocational training, industry collaboration, and skills development aligned with labor market needs.

Through accredited training, work-based learning, and innovation, CESI will help prepare current and future professionals to contribute to Kosovo’s energy future.

CESI is established through the MCC-Kosovo Compact, funded by the U.S. Government through the Millennium Challenge Corporation and the Government of Kosovo and implemented by MCA-Kosovo in partnership with the University of Prishtina.

The Kosovo delegation met with representatives from the Laboratory of Energy Policy in Ljubljana, a research and academic institution focused on energy policy, energy markets, and energy system analysis.

Discussions focused on research-based approaches to energy planning, market developments, and the role of innovative solutions such as Battery Energy Storage Systems (BESS) in supporting a more secure, flexible, and reliable energy sector.

The Battery Energy Storage Systems Project within the MCC-Kosovo Compact, is one of the largest standalone BESS projects in Europe, funded by the U.S Government through MCC and the Government of Kosovo.

Officials from the Energy Regulatory Office, Ministry of Economy, Kosovo Transmission, System and Market Operator and MCA-Kosovo’s Energy Storage Project met with ELES d.o.o., Slovenia’s Combined Transmission and Distribution System Operator, for a detailed overview of Battery Energy Storage Systems (BESS) in Lubljana, Slovenia.

The discussions, followed by a site visit to the BESS facility at Okroglo Substation with a capacity of 5MW or 25 MWh, provided an opportunity to closely observe how Battery Energy Storage Systems function within Slovenia’s electricity network.

This visit contributed to strengthening institutional capacity and readiness for the development and integration of utility-scale BESS in Kosovo.

With a planned capacity of 170 MW or 340 MWh, the MCC-Kosovo Compact’s Energy Storage Project will enhance energy security and system flexibility and is one of the largest standalone BESS projects in Europe.

MCA-Kosovo brought together officials from the Energy Regulatory Office, Ministry of Economy, and Kosovo Transmission, System and Market Operator – KOSTT for a study visit in Slovenia, to observe the development and integration of the Battery Energy Storage Systems (BESS).

Hosted by Slovenia’s Ministry of Infrastructure and Energy and the Energy Agency, the Kosovo delegation had the chance to see how Slovenia moved forward with the energy policies, legislation, regulatory requirements, and institutional arrangements that support the integration of energy storage.

These insights will contribute to the implementation of Kosovo's Energy Storage Project while supporting the development of the policy and regulatory framework needed to enable energy storage in our country.

Within the MCC-Kosovo Compact, an international agreement between United States of America through MCC and the Government of Kosovo, Battery Energy Storage Systems is one of the most innovative projects in the region and the largest investment in Kosovo in the past decades.

📃 MCA-Kosovo and the Universiteti i Prishtinës have signed the Implementing Entity Agreement, marking an important step toward operationalizing the Center for Energy Skills and Innovation (CESI).

CESI, a strategic initiative under the JETA project, will serve as a platform connecting education, industry, and workforce development by providing training programs aligned with labor market needs in the energy and adjacent sectors.

The $236.7 million MCC-Kosovo Compact, funded by the United States of America through Millennium Challenge Corporation in partnership with the Government of Kosovo, supports strategic investments in energy security, including workforce development to contribute to a more secure and resilient energy future for the people of Kosovo.

Meet Violeta Arifi Krasniqi, Board Member – Business Administration Expert

With about 25 years of professional experience in finance, insurance, and governance, Ms. Arifi Krasniqi has held senior leadership and oversight roles across the public and financial sectors. Her experience includes serving as a Board Director at the Privatization Agency of Kosovo, an Independent Non-Executive Board Member at BPB Bank, and Managing Director of the Deposit Insurance Fund of Kosovo. She also represented Kosovo at the International Association of Deposit Insurers (IADI) in Basel, Switzerland.

Ms. Arifi Krasniqi holds a Master of Business Administration (MBA) from University of Greenwich.

With over 15 years of professional experience in the legal field, Ms. Byqmeti has built a distinguished career across both the public and private sectors, including more than a decade with the Kosovo Property Agency and extensive legal consultancy work. She has also served in legal, corporate governance, and compliance roles at KOSTT J.S.C., contributing expertise in legal affairs, regulatory frameworks, and corporate governance.

Ms. Byqmeti holds a Master’s degree in Corporate Governance and Corporate Social Responsibility from London Metropolitan University and has been a licensed lawyer since 2015.

Meet Fisnik Musai, Board Member - Power Sector Expert

With approximately 15 years of experience in the energy sector, Mr. Musai has held senior positions at Stadtwerke Fürstenfeldbruck GmbH, Bayernwerk Netz GmbH, and E.ON Netz GmbH in Germany. Throughout his career, he has served as Director of Electrical Networks, Head of High Voltage Solutions, and Electrical Network Developer, building expertise in grid planning, smart-grid development, and high-voltage systems.

Mr. Musai also brings international experience in asset management and strategic planning and holds a Master of Business Administration (MBA).
