🟠𝐃𝐧𝐕: 𝐏𝐫𝐨𝐜𝐞𝐬𝐢 𝐢 𝐯𝐨𝐭𝐢𝐦𝐢𝐭 𝐧𝐢𝐬 𝐦𝐞 𝐤𝐨𝐡𝐞̈ 𝐝𝐡𝐞 𝐩𝐚 𝐩𝐫𝐨𝐛𝐥𝐞𝐦𝐞
Sot, qytetarët e Kosovës po ushtrojnë të drejtën e tyre kushtetuese për të zgjedhur përfaqësuesit e tyre në Kuvendin e Kosovës. Integriteti i këtij procesi varet nga respektimi i standardeve demokratike, administrimi profesional i zgjedhjeve dhe garantimi i së drejtës së secilit qytetar për të votuar lirshëm dhe pa pengesa.
Demokracia në Veprim ( ) ka angazhuar rrjetin e saj të vëzhguesve në mbarë vendin për të monitoruar ecurinë e procesit zgjedhor dhe për të kontribuar në transparencën, rregullsinë dhe besueshmërinë e tij. Pesëqind (500) vëzhguesit tanë sot janë prezentë në 500 vendvotime, të përcaktuara në bazë të mostrës përfaqësuese të rastësishme. Gjatë ditës së sotme ata do të raportojnë mbi mbarëvajtjen e procesit zgjedhor, nga hapja e vendvotimeve deri në mbyllje të procesit të numërimit të votave për subjektet politike. Me theks, ata do të përcjellin respektimin e procedurave të votimit dhe numërimit, garantimit të fshetësisë së votës dhe qasjes së barabartë në votim për të gjithë qytetarët - sipas standardeve ndërkombëtare për vëzhgim te pavarur dhe të paanëshëm. Rikujtojmë se në këto zgjedhje nuk ka prani të misioneve ndërkombëtare për vëzhgimin e zgjedhjeve.
Të dhënat e marra nga terreni do të komunikohen nga DnV tek publiku përmes konferencave të rregullta për media dhe përmes rrjeteve sociale.
Të drejtë vote në këto zgjedhje kanë 1,959,962 qytetarë. Krahasuar me zgjedhjet e 28 dhjetorit 2025, lista e votuesve është më e vogël për 39,242 emra, ndonëse ndërmjet dy proceseve zgjedhore nuk kanë kaluar as gjashtë muaj.
DnV inkurajon të gjithë qytetarët me të drejtë vote që të marrin pjesë në zgjedhje, të votojnë sipas bindjes së tyre dhe të kontribuojnë në një proces të lirë, demokratik dhe në përputhje me rregullat zgjedhore.
Një thirrje e veçantë shkon për 16,934 votuesit që do të votojnë për herë të parë. Vota juaj, më shumë se një e drejtë – është zëri juaj në vendimmarrje.
𝐇𝐚𝐩𝐣𝐚 𝐞 𝐯𝐞𝐧𝐝𝐯𝐨𝐭𝐢𝐦𝐞𝐯𝐞
Në tërë territorin e Republikës së Kosovës janë gjithsej 2,550 vendvotime (2,498 të rregullta dhe 52 me kusht). Sipas të dhënave të terrenit, me vonesë janë hapur vetëm 1,6% e vendvotimeve dhe kjo për shkak të mungesës së komisionerëve. Në disa raste vonesat në hapje lidhen edhe me mungesën e kabinave të votimit.
Në 2% të vendvotimeve ka pasur probleme me funksionalizim të kamerave ose me mënyrën se si janë vendosur, që mund të cënojë fshehtësinë e votës. Poashtu vlen të theksohet se në 16% të vendovotimeve nuk ka asnjë grua komisionere.
𝐐𝐚𝐬𝐣𝐚 𝐧𝐞̈ 𝐐𝐞𝐧𝐝𝐫𝐚𝐭 𝐞 𝐕𝐨𝐭𝐢𝐦𝐢𝐭 𝐝𝐡𝐞 𝐚𝐦𝐛𝐢𝐞𝐧𝐭𝐢 𝐩𝐞̈𝐫𝐫𝐞𝐭𝐡 𝐭𝐲𝐫𝐞
Zgjedhjet duhet të jenë e qasshme për secilin qytetar. Çdo qytetar duhet të ketë mundësinë të votojë në mënyrë të pavarur, të barabartë dhe me dinjitet. Megjithatë, për shumë persona me aftësi të kufizuara fizike, ushtrimi i kësaj të drejte vazhdon të shoqërohet me pengesa. Sipas vvëzhguesve tanë, rreth 1/5 ose 19% e Qendrave të Votimit në Kosovë ende nuk ofrojnë infrastrukturën e nevojshme për qasje të lehtë, duke kufizuar pjesëmarrjen e plotë të tyre në procesin demokratik.
Ndërsa në ambientin jashtë Qendrave të Votimit, janë hasur materiale promovuese të subjekteve politike, megjithëse rregullat zgjedhore e ndalojnë vendosjen e tye brenda një perimetri prej 100 metrash nga Qendrat e Votimit. Kjo është vërejtur në afërsi të rreth 2% të qendrave të monitoruara. Në anën tjetër, Policia e Kosovës përgjithësisht është duke kryer detyrat e saj, ndonëse në 10% të Qendrave të Votimit është raportuar që nuk ka zyrtarë policorë ashtu siç e parasheh ligji.
𝐈𝐧𝐟𝐨𝐫𝐦𝐢𝐦𝐢 𝐢 𝐯𝐨𝐭𝐮𝐞𝐬𝐯𝐞 𝐩𝐞̈𝐫 𝐭𝐞̈ 𝐯𝐨𝐭𝐮𝐚𝐫 𝐬𝐚𝐤𝐭𝐞̈
Edhe në këto zgjedhje, votuesit kanë të drejtë të votojnë deri në 10 kandidatë, gjë që u bë me mundur pas ndryshimeve ligjore për votën preferenciale në vitin 2023. Institucionet për administrimin e zgjedhjeve janë të obliguara që të informojnë votuesit për këto rregulla përmes vendosjes së posterëve informues në hyrje të secilës Qendër të Votimit. Megjithatë vëzhguesit tanë kanë raportuar se këto instruksione nuk janë hasur në 4% të Qendrave të Votimit që përbën një përmirësim nga zgjedhjet e 28 dhjetorit. Megjithatë në 19% të QV nuk ka tavolina ndihmëse, që si problematikë është më e shprehur në rajonin e Ferizajt, Kacanikut, Prizrenit, Podujevës, Prishtinës dhe Pejës.

Danas građani Kosova ostvaruju svoje ustavno pravo da izaberu svoje predstavnike u Skupštini Kosova. Integritet ovog procesa zavisi od poštovanja demokratskih standarda, profesionalnog sprovođenja izbora i garantovanja prava svakog građanina da glasa slobodno i bez prepreka.
Demokratija na Delu (DnD) angažovala je svoju mrežu posmatrača širom zemlje kako bi pratila tok izbornog procesa i doprinela njegovoj transparentnosti, regularnosti i kredibilitetu. Naših pet stotina (500) posmatrača danas je prisutno na 500 biračkih mesta, određenih na osnovu reprezentativnog slučajnog uzorka. Tokom dana oni će izveštavati o toku izbornog procesa, od otvaranja biračkih mesta pa sve do završetka procesa brojanja glasova za političke subjekte. Poseban fokus biće stavljen na praćenje poštovanja procedura glasanja i brojanja, garantovanja tajnosti glasanja i jednakog pristupa glasanju za sve građane, u skladu sa međunarodnim standardima za nezavisno i nepristrasno posmatranje izbora. Podsećamo da na ovim izborima nema prisustva međunarodnih misija za posmatranje izbora.
Podaci prikupljeni sa terena biće saopštavani javnosti od strane DnD-a putem redovnih konferencija za medije i društvenih mreža.
Pravo glasa na ovim izborima ima 1.959.962 građana. U poređenju sa izborima od 28. decembra 2025. godine, birački spisak je manji za 39.242 imena, iako između dva izborna procesa nije prošlo ni šest meseci. DnD poziva sve građane sa pravom glasa da učestvuju na izborima, glasaju u skladu sa svojim uverenjima i doprinesu slobodnom i demokratskom procesu koji se odvija u skladu sa izbornim pravilima.
Poseban poziv upućujemo za 16.934 birača koji će glasati po prvi put. Vaš glas je više od prava – on je vaš glas u donošenju odluka.
𝐎𝐭𝐯𝐚𝐫𝐚𝐧𝐣𝐞 𝐛𝐢𝐫𝐚𝐜̌𝐤𝐢𝐡 𝐦𝐞𝐬𝐭𝐚
Na teritoriji Republike Kosovo nalazi se ukupno 2.550 biračkih mesta (2.498 redovnih i 52 uslovna biračka mesta). Prema podacima sa terena, sa zakašnjenjem je otvoreno svega 1,6% biračkih mesta, uglavnom zbog nedostatka članova biračkih odbora. U pojedinim slučajevima kašnjenja su bila povezana i sa nedostatkom glasačkih kabina.
Na 2% biračkih mesta zabeleženi su problemi sa funkcionisanjem kamera ili načinom njihovog postavljanja, što može ugroziti tajnost glasanja. Takođe, važno je istaći da na 16% biračkih mesta nema nijedne žene članice biračkog odbora.
𝐏𝐫𝐢𝐬𝐭𝐮𝐩 𝐛𝐢𝐫𝐚𝐜̌𝐤𝐢𝐦 𝐜𝐞𝐧𝐭𝐫𝐢𝐦𝐚 𝐢 𝐨𝐤𝐫𝐮𝐳̌𝐞𝐧𝐣𝐞 𝐨𝐤𝐨 𝐧𝐣𝐢𝐡
Izbori moraju biti dostupni svakom građaninu. Svaki građanin treba da ima mogućnost da glasa samostalno, ravnopravno i dostojanstveno. Međutim, za mnoge osobe sa fizičkim invaliditetom ostvarivanje ovog prava i dalje je praćeno preprekama. Prema našim posmatračima, približno petina, odnosno 19% biračkih centara na Kosovu, još uvek ne obezbeđuje neophodnu infrastrukturu za lak pristup, čime se ograničava njihovo puno učešće u demokratskom procesu.
U prostoru oko biračkih centara primećeni su promotivni materijali političkih subjekata, iako izborna pravila zabranjuju njihovo postavljanje u krugu od 100 metara od biračkih centara. To je uočeno u blizini oko 2% posmatranih centara. S druge strane, Policija Kosova uglavnom obavlja svoje dužnosti, iako je u 10% biračkih centara prijavljeno da nema prisutnih policijskih službenika, kako je predviđeno zakonom.
𝐈𝐧𝐟𝐨𝐫𝐦𝐢𝐬𝐚𝐧𝐣𝐞 𝐛𝐢𝐫𝐚𝐜̌𝐚 𝐨 𝐩𝐫𝐚𝐯𝐢𝐥𝐧𝐨𝐦 𝐠𝐥𝐚𝐬𝐚𝐧𝐣𝐮
I na ovim izborima birači imaju pravo da glasaju za najviše 10 kandidata, što je omogućeno nakon zakonskih izmena o preferencijalnom glasanju iz 2023. godine. Institucije nadležne za sprovođenje izbora obavezne su da informišu birače o ovim pravilima putem informativnih postera postavljenih na ulazu svakog biračkog centra.
Međutim, naši posmatrači su izvestili da takva uputstva nisu bila postavljena u 4% biračkih centara, što predstavlja poboljšanje u odnosu na izbore od 28. decembra. Ipak, u 19% biračkih mesta nema pomoćnih stolova, pri čemu je ovaj problem izraženiji u regionima Uroševca, Kačanika, Prizrena, Podujeva, Prištine i Peći.

Today, the citizens of Kosovo are exercising their constitutional right to elect their representatives to the Assembly of Kosovo. The integrity of this process depends on adherence to democratic standards, the professional administration of elections, and the guarantee of every citizen’s right to vote freely and without obstacles.
Democracy in Action (DiA) has deployed its network of observers throughout the country to monitor the progress of the electoral process and contribute to its transparency, regularity, and credibility. Our five hundred (500) observers are present today at 500 polling stations selected on the basis of a representative random sample. Throughout the day, they will report on the conduct of the electoral process, from the opening of polling stations until the completion of the vote-counting process for political entities. Particular emphasis will be placed on monitoring compliance with voting and counting procedures, the protection of ballot secrecy, and equal access to voting for all citizens, in accordance with international standards for independent and impartial election observation. We recall that no international election observation missions are present during these elections.
Information collected from the field will be communicated by DiA to the public through regular press conferences and social media channels.
A total of 1,959,962 citizens are eligible to vote in these elections. Compared to the elections of 28 December 2025, the voter list is smaller by 39,242 names, even though less than six months have passed between the two electoral processes. DiA encourages all eligible voters to participate in the elections, vote according to their convictions, and contribute to a free, democratic process conducted in accordance with electoral rules.
A special message goes to the 16,934 voters who will be voting for the first time. Your vote is more than a right – it is your voice in decision-making.
𝐎𝐩𝐞𝐧𝐢𝐧𝐠 𝐨𝐟 𝐏𝐨𝐥𝐥𝐢𝐧𝐠 𝐒𝐭𝐚𝐭𝐢𝐨𝐧𝐬
Across the entire territory of the Republic of Kosovo, there are a total of 2,550 polling stations (2,498 regular and 52 conditional polling stations). According to data from the field, only 1.6% of polling stations opened with delays, mainly due to the absence of polling station commissioners. In some cases, delays in opening were also related to the lack of voting booths.
In 2% of polling stations, problems were identified with the functioning of cameras or the manner in which they were positioned, potentially affecting ballot secrecy. It is also worth noting that in 16% of polling stations there are no female commissioners.
𝐀𝐜𝐜𝐞𝐬𝐬 𝐭𝐨 𝐏𝐨𝐥𝐥𝐢𝐧𝐠 𝐂𝐞𝐧𝐭𝐫𝐞𝐬 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐒𝐮𝐫𝐫𝐨𝐮𝐧𝐝𝐢𝐧𝐠 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭
Elections must be accessible to every citizen. Every citizen should have the opportunity to vote independently, equally, and with dignity. However, for many persons with physical disabilities, exercising this right continues to be accompanied by obstacles. According to our observers, approximately one-fifth, or 19%, of Polling Centres in Kosovo still do not provide the necessary infrastructure for easy access, limiting their full participation in the democratic process.
In the areas surrounding Polling Centres, promotional materials of political entities have been observed, despite electoral rules prohibiting their placement within a perimeter of 100 metres from Polling Centres. This was observed near approximately 2% of the monitored centres. On the other hand, the Kosovo Police is generally carrying out its duties; however, in 10% of Polling Centres it has been reported that no police officers are present, as required by law.
𝐈𝐧𝐟𝐨𝐫𝐦𝐢𝐧𝐠 𝐕𝐨𝐭𝐞𝐫𝐬 𝐨𝐧 𝐇𝐨𝐰 𝐭𝐨 𝐕𝐨𝐭𝐞 𝐂𝐨𝐫𝐫𝐞𝐜𝐭𝐥𝐲
In these elections as well, voters have the right to vote for up to 10 candidates, following the legal amendments concerning preferential voting adopted in 2023. Electoral management institutions are obliged to inform voters about these rules through informational posters displayed at the entrance of each Polling Centre.
However, our observers reported that such instructions were not present in 4% of Polling Centres, which constitutes an improvement compared to the elections of 28 December. Nevertheless, 19% of polling stations lack assistance desks, with this issue being more pronounced in the regions of Ferizaj, Kaçanik, Prizren, Podujeva, Prishtina and Peja.
