Young activists from Serbian communities came together for the training Strategic Advocacy in Practice, organised by NGO CASA to strengthen their advocacy skills and support the development of local campaign plans.

Building on their experiences from local communities, participants worked together to turn community priorities into clear advocacy goals and practical campaign plans. They explored which steps to take, who to involve and how to organise their work, while testing their plans against challenges they might face along the way.

A weekend of shared ideas, teamwork and practical learning, with a focus on preparing the next steps for action in their communities.

This activity is supported by the Kosovar Civil Society Foundation (KCSF) program ‘EJA Kosovo’, co-financed by the Swiss Agency for Development and Cooperation (SDC) and Sweden.

🟠 Working Dinner with the Diplomatic Community

On 29 September, Center for Affirmative Social Actions - CASA and Spaces for Societal Change - Spaces, hosted a working dinner with members of the diplomatic community 🌍 in Pristina, within the framework of the initiative “Moving from ‘Kosovo Serb Integration’ to(wards) a New Social Contract for a Truly Multiethnic Kosovo”, funded by the Embassy of the Netherlands in Kosovo.

📌 The dinner provided an opportunity for an informal exchange on current socio-political developments, the challenges facing Kosovo’s communities, and opportunities to strengthen dialogue, social cohesion and local self-governance.

The project team also shared updates on the initiative’s ongoing work and the New Social Contract Forum on inter-municipal cooperation, held earlier that day.

We thank all participants for their engagement and for contributing to an open and constructive discussion.

Beyond the Screen 🎬

What happens when film becomes more than something we simply watch?

As part of a creative residence, artists came together around documentary film as a starting point for exploring social realities, exchanging perspectives, and opening conversations around different experiences.

At the Barabar Centre , the screening created space to engage with the films, reflect together, ask questions, and exchange perspectives directly with the authors.

Because sometimes the real value of a film begins when the credits end — in the dialogue, curiosity, and connections it leaves behind.

Iza ekrana 🎬

📊 What do Kosovo Serbs say about the challenges their community faces?

CASA has published a new public opinion survey, “Insight into the Challenges, Needs and Attitudes of the Serbian Community in Kosovo,” providing an overview of the key political, institutional, security and socio-economic challenges experienced by the Serbian community during 2025.

The findings point to a strong sense of institutional, social and existential uncertainty, with respondents highlighting several major concerns:

🔹 The announced integration of healthcare and education and the closure of institutions operating within the Serbian system
🔹 Political and interethnic tensions
🔹 Economic insecurity and limited employment opportunities
🔹 Growing concerns about the future and position of the Serbian community in Kosovo.

The infographics below highlight some of the key findings from the survey. 📌

From findings to common ground.

Throughout this series, we have presented how Kosovo Serbs and Kosovo Albanians view some of the most difficult questions surrounding the future of Serbian-language education in Kosovo.

The research revealed significant differences in perceptions, concerns and expectations. But identifying those differences is only the first step.

Drawing on the research findings and expert consultations, six harmonized recommendations outline principles for approaching the future of Serbian-language education: preserving institutional continuity and community rights, ensuring legal clarity, meaningfully involving those directly affected, considering existing dialogue commitments, making diploma recognition work in practice, and promoting balanced public communication.

These recommendations do not offer a simple solution to a complex issue. They provide common ground for a more informed, inclusive and evidence-based discussion about what comes next.

With this, we conclude our series presenting the key findings and recommendations of Difficult Questions Ahead: Education System of Kosovo Serbs.

Kosovo Albanian respondents show a degree of openness to maintaining educational links with Serbia, but largely within a regulated framework.

A majority accept the possibility of teachers from Serbia working in Kosovo, with 57.2% supporting this under conditions such as work permits and recognised qualifications, while a further 6.8% would allow it without conditions.

Views on textbooks are more divided. Still, 58% accept their use in some form, most commonly with Kosovo institutions’ approval or with restrictions concerning certain subjects.

The findings suggest that, for many Kosovo Albanian respondents, continued involvement of teachers and educational materials from Serbia is not rejected outright, but is closely linked to questions of regulation, recognition and institutional oversight.

Kosovo Albanian attitudes toward the integration of Serbian-language schools are far from uniform.

While 34% support integration and 25% oppose it, the largest share of respondents, 41%, remain neutral.

The findings suggest that, unlike the strong opposition recorded among Kosovo Serb respondents, views within the Kosovo Albanian community are more divided, with a substantial proportion expressing neither support nor opposition.

12/09/2026

The findings reveal an almost unanimous rejection of the potential integration of Serbian-language education among Kosovo Serbs.

Opposition is accompanied by strong concerns about what integration could mean in practice. An overwhelming majority expect the quality of education to deteriorate, while trust that Kosovo institutions would safeguard the educational rights of the Serbian community remains extremely low.

Together, these findings point to a profound gap between potential institutional integration and the perceptions, expectations and trust of the community most directly affected by it.

11/09/2026

For Kosovo Serbs, Serbian-language education is about more than education itself.

The findings show a strong connection between access to Serbian-language educational institutions and the community’s sense of long-term security and future in Kosovo.

While 93% of Kosovo Serb respondents consider these institutions very or extremely important to themselves and their families, responses from parents also point to the potential consequences of integration for future enrollment decisions.

Among parents with school-age children, 74.7% say they would not keep their child in a school operating within Kosovo’s system following integration, while only 2.2% say they would.

These findings underline why the future of education cannot be considered separately from the broader question of the future presence and sustainability of the Kosovo Serb community.
