📌 The meeting held on 10.12.2025 was very important, as it served as a key platform for the presentation and discussion of a wide range of issues of interest to the project and its cross-border partners. The meeting took place within the framework of the Project Board Coordination - part of the project "Smart System for Early Detection and Monitoring of Waste in the Lepenec River Basin".
The main focus of the meeting was on:
√ Implemented and future activities
√ Coordination between the project co-beneficiaries and cooperation with local stakeholders
√ A summary of the implemented activities and presentation of the project web application
The meeting significantly contributed to strengthening the coordination and effective implementation of the project activities.

📌 Supervisory Board Meeting
On 09 December 2025, the Supervisory Board Meeting a part of the project “A Smart System for Early Floods Detection and Waste Monitoring in the Lepenec River Basin.”was held at the premises of the Municipality of Hani i Elezit.
The meeting was attended by the Mayor of Hani i Elezit, Mr. Mehmet Ballazhi, the Mayor of Gjorče Petrov, Mr. Aleksandar Stojkoski and Deputy Director of the Directorate for Protection and Rescue Mr. Kashmir Saliu, as well as project partners from both sides.
During the meeting, the project activities implemented so far were presented, cross-border cooperation was discussed, and the planned activities for the upcoming period were reviewed, with the aim of strengthening the partnership and advancing the common objectives of the project.
The meeting served as an important platform for institutional coordination, exchange of experiences, and deepening cooperation among partners, contributing to the successful implementation of the project.

The EU-funded project “𝐀 𝐒𝐦𝐚𝐫𝐭 𝐒𝐲𝐬𝐭𝐞𝐦 𝐟𝐨𝐫 𝐄𝐚𝐫𝐥𝐲 𝐅𝐥𝐨𝐨𝐝 𝐃𝐞𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐖𝐚𝐬𝐭𝐞 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐢𝐧 𝐭𝐡𝐞 𝐋𝐞𝐩𝐞𝐧𝐞𝐜 𝐑𝐢𝐯𝐞𝐫 𝐁𝐚𝐬𝐢𝐧.” This initiative is part of the IPA II Cross-Border Cooperation Programme between Kosovo and North Macedonia and is a significant step towards enhancing environmental protection and community safety in the region.
The project is spearheaded by the Municipality of Hani i Elezit as the lead coordinator, in collaboration with the Ministry of Environment, Spatial Planning, and Infrastructure in Kosovo, the Directorate of Protection and Rescue, the International Institute for Development and Research Dr. Jugoslav Achkoski - 2IDRJA from Skopje, North Macedonia, and the beneficiary Municipality of Gjorche Petrov.

To enhance public safety and prevent flooding risks, we have implemented an advanced real-time water level monitoring system at two critical locations:

💡 The system automatically sends email alerts when a rapid increase in water level is detected. This ensures that responsible authorities are informed immediately, allowing them to react before a flood incident occurs.

🏘️ By enabling early detection and rapid response, this project helps protect residents, infrastructure, and municipal resources, ensuring safer living environments for both North Macedonia and Kosovo border areas.

🚛 Project Milestone Achieved! 🚛
On July 23, 2025, the Municipality of Hani i Elezit officially received a Waste Truck with Fleet Management System, delivered within the EU-funded cross-border project “A Smart System for Early Floods Detection and Weste Montoring in the Lepenec River Basin”.

🚨 Project Milestone Achieved! 🚨
On May 20, 2025, we held a successful Final Customization Meeting for the “Smart Lepenec” software platform in Hani i Elezit.
🤝 Attendees included representatives from:
Municipality of Hani i Elezit
International Institute for Development and Research "Dr. Jugoslav Achkoski", Skopje
Protection and Rescue Directorate
📌 Key Outcomes:
✅ Final agreement on platform features and updates
✅ Defined roles for 4 user profiles across Kosovo and North Macedonia
✅ Established data access protocols aligned with GDPR and national laws
✅ Decided on cloud infrastructure for scalability, security, and accessibility
✅ Commitment from all partners to provide official emails for system alerts
🎯 The “Smart Lepenec” platform integrates:

Fixed and drone cameras
Centralized data processing and monitoring

As part of the activities of the EU-funded project 'Smart System for Early Flood Detection and Waste Monitoring in the Lepenec River Basin', a two-day training on drone operations was held in the Municipality of Hani i Elezit.

The training, held from 22 to 23 April 2025, focused on equipping municipal officials, municipal and regional public enterprise officials with practical skills in the use of drones for flood detection and environmental monitoring.

The sessions included an introduction to the digital monitoring platform, waste detection using drone imagery and practical UAV flight exercises, such as autonomous missions and video capture.
The training provided participants with the technical competencies necessary for field operations, enabling them to support real-time monitoring and data-based decision-making for environmental protection in the Lepenc River Basin.🇪🇺

Meeting Between the Mayor of Gjorche Petrov Municipality and Representatives of the EU-Funded Project for Early Flood Detection and Waste Monitoring

Gjorche Petrov, Skopje – The Mayor of Gjorche Petrov Municipality recently held a productive meeting with representatives of the EU-funded project “A Smart System for Early Flood Detection and Waste Monitoring in the Lepenec River Basin.” This initiative is part of the IPA II Cross-Border Cooperation Programme between Kosovo and North Macedonia and is a significant step towards enhancing environmental protection and community safety in the region.

The project is spearheaded by the Municipality of Hani i Elezit as the lead coordinator, in collaboration with the Ministry of Environment, Spatial Planning, and Infrastructure in Kosovo, the Directorate of Protection and Rescue, the International Institute for Development and Research Dr. Jugoslav Achkoski from Skopje, North Macedonia, and the beneficiary Municipality of Gjorche Petrov.

During the meeting, key stakeholders discussed the progress of the project, which aims to implement advanced technology for flood risk management and waste monitoring in the Lepenec River Basin. The Mayor of Gjorche Petrov expressed strong support for the initiative, highlighting its importance in safeguarding local communities from potential environmental hazards.
