The QGIS USERS GROUP KOSOVA association is a non-profit organization, which in accordance with the definition given in Article 16 and Article 19.1 (1.1) of Law No. 06/L-043 on Freedom of Association in Non-Governmental Organizations, has the form of organization as an Association of QGIS experts in the Republic of Kosova, registered in the official national register of NGOs in the Republic of Kosova.
Name the association in official Albanian language in the Republic of Kosova is “GRUPI I PËRDORUESVE TË QGIS-it NË KOSOVË”, with the acronym “QGIS-KS”, that conducts its activity in accordance with Law No. 06/L-043 on Freedom of Association in Non-Governmental Organizations, Statute of the association and the legislation in force in the Republic of Kosova.
Founder of the QGIS USER GROUP KOSOVA is the South-East European Research Institute on Geo Sciences (Geo-SEE Institute) from Skopje, as official user grup of QGIS users in the Republic of Kosova to became a full member of international network of National QGIS User Groups.
The association does not distribute income or profits to any person. The assets, income and profits of the Association are used to support its non-profit goals, are not used to directly or indirectly bring benefits to any founder, director, official, member of the Assembly, employees or donors of the Association, except for payment to the employed persons who perform work for the association. The association may engage in economic activities in order to support its non-profit activities, in accordance with Article 35 of the Law No. 06/L-043 on Freedom of Association in Non-Governmental Organizations, provided that the income realized through economic activities is exclusively used to achieve the goals highlighted in the Statute of the Association.
The association is established with the aim of advancing legislation, raising public awareness and affirming the rights and advantages of using the QGIS software package in the Republic of Kosova, in accordance with the international standards set by QGIS and other international organizations for the standardization of geospatial data and the promotion of free and open source software in the field of geoinformation such as "ISO" (International Organization for Standardization) and "OGC" (Open Geospatial Consortium).
The organization was founded in order to:
• help geoinformation in Kosovo using free and open source software, with a special focus on QGIS software,
• raise the awareness of Kosovar institutions for the importance of geosciences and geospatial data in the functioning of state institutions and the daily life of citizens, as well as for the use of free and open source software, with a special focus on QGIS software,
• increases the quality of life of citizens through the organized management of geospatial data at the national and international level,
• offer courses, trainings for geospatial data using free and open source software, with a special focus on QGIS software,
• initiate and facilitate better collaboration between governmental, non-governmental, educational, scientific and private institutions and organizations in the field of geosciences and geospatial data using free and open source software, with a particular focus on QGIS software ,
• approach contemporary trends and standards in the field of geosciences and geospatial data, such as INSPIRE, GSDI, EuroGlobalMap, Eurogeographics, etc.
• initiate and assist in greater cooperation between different fields of the geoscience family, such as: geography, geodesy, geology, geomorphology, topography, cartography, GIS (geographic information systems), SDI (spatial data infrastructure), linguistics, toponymy, cadastre, remote sensing, demography, sociology, spatial planning, ICT (information and communication technology), biogeography, biodiversity etc., using free and open source software, with a special focus on QGIS software,
• analyze the current situation with official geospatial data in the state institutions of Kosova and the use of free and open source software, with a special focus on QGIS software,
• cooperate with professional institutions-organizations that deal with geosciences and geospatial data in other countries, with special emphasis in cooperation with organizations in Europe and America, for the use of free and open source software, with a special focus on QGIS software,
• to join the international network QGUS USER GROUPS.
The association, for the achieving of legal goals for public benefit, has the following scope:
• the initiation of projects related to the use of free and open source software, with a special focus on the QGIS software in the geosciences for geospatial data,
• the organization of professional events such as conferences, seminars, symposiums, workshops, etc., for the use of free and open source software, with a special focus on QGIS software,
• organizing debates and open forums with state institutions, non-governmental organizations, citizens, the private sector, professional associations, scientific/educational institutions, etc., for the use of free and open source software, with a special focus on QGIS software,
• publication of acts with scientific, professional and informative works related to geosciences and geospatial data, as well as for the use of free and open source software, with a special focus on QGIS software,
• publication of books, summaries of works, magazines, newspapers, etc., on the use of free and open source software, with a special focus on QGIS software,
• participation in national and international projects,
• membership in the international QGIS network,
• membership in the international network of OSGeo,
• membership in national and international networks and organizations related to the scope of the association.
The managing structures of the Association are:
• President of the Association,
• Assembly of the Association, and
• Management Board of the Association.
MEMBERSHIP in the association is open to any person (legal entities and professionals/citizens) who meets the conditions set forth in Statute of the Association, regardless of race, color, gender, language, religion, political or other opinions, national or social origin, affiliation with any community, property, economic, social status, sexual orientation, birth, disability or any other personal status.
