The Pacific Aviation Safety Office (PASO) is seeking an experienced Aviation Security Technical Advisor to support Tonga’s aviation security framework. This exciting opportunity is part of our ongoing commitment to enhancing aviation safety and security across the Pacific.

πŸ”Ή Duration: 6 months (immediate start)
πŸ”Ή Location: Home-based with travel to Tonga
πŸ”Ή Reports to: PASO Regulatory System Manager (RSM) & Head of Regulatory Oversight Support Services (ROSS)
πŸ”Ή Preferred Candidates: Pacific-based professionals, including Australia & New Zealand

πŸ“Œ Key Responsibilities:
βœ… Address USAP-CMA Findings: Work closely with the Tonga Civil Aviation Division (TCAD) and other stakeholders to resolve ICAO USAP-CMA audit recommendations.
βœ… Certification System Implementation: Develop and implement a certification system for Aviation Security instructors and screeners to improve compliance.
βœ… Technical Document Review & Approval: Assist in reviewing and finalizing national aviation security policies, technical guidance materials, and airport security procedures.
βœ… National & Operational-Level Implementation: Support the National Civil Aviation Security Coordination Committee (NCASCC) and enhance airport security programs (ASP).
βœ… Quality Control & Training: Establish an annual QC schedule, provide mentoring support, and conduct AVSEC contingency planning and exercises.

πŸ’Ό Who We’re Looking For:
βœ”οΈ Minimum 10 years’ experience in aviation security, including supervisory or quality assurance roles
βœ”οΈ At least 3 years in middle to senior management
βœ”οΈ Prior experience as an Aviation Security Inspector for a recognized regulatory authority
βœ”οΈ Strong knowledge of ICAO Annex 17 & Annex 9 standards
βœ”οΈ Experience in developing and implementing national aviation security programs
βœ”οΈ Holds relevant AVSEC qualifications & safety management certifications

🌍 Desirable Expertise:
πŸ”Έ Understanding of PASO’s role in Pacific aviation
πŸ”Έ Familiarity with aviation security operations in the Pacific Region
πŸ”Έ Knowledge of the Tongan aviation sector (advantageous but not required)

πŸ“ PORT VILA, 26 MARCH 2025 – The Pacific Aviation Safety Office (PASO) is proud to announce the signing of a significant Grant Funding Arrangement (GFA) with the Australian Government, represented by the Department of Foreign Affairs and Trade (DFAT).

Formalized during the 3rd Regional Aviation Ministers' Meeting at the Pacific Islands Forum Secretariat in Suva, Fiji, this agreement highlights a shared commitment to strengthening aviation safety across the Pacific.

This collaboration represents a vital investment, with DFAT committing financial support valued at AUD 1.1 million for 2025. This funding will enable PASO to carry out essential activities such as:
✈️ Aviation safety certification & surveillance

πŸ› οΈ Technical assistance tailored to the needs of its Member States

These initiatives aim to ensure safer skies and foster long-term sustainability in aviation safety regulation throughout the region.

Australia’s DFAT is finalizing a new grant agreement, set to take effect by the end of March 2025.
New Zealand’s MFAT & CAANZ reaffirmed their commitment to PASO until June 2026, with potential extensions. CAANZ is providing critical mechanisms to enhance PASO’s aviation oversight.
βœ… Strengthening Member Relationships:
