Communities need clear, timely updates to understand what is happening, what support is arriving, and how to stay safe.

The PDCCC coordinates disaster preparedness, response, and climate change work at the provincial level.

For the CCE Sub-Cluster, the PDCCC is also a key for two-way communication with communities - ensuring important information and warnings reach people, while community feedback and concerns flow back into coordination and decision-making.

Penama Province Launches the Provincial Disaster Climate Change Committee (PDCCC)

Penama Province has officially established its PDCCC, facilitated by NDMO officials and supported by the Building Safety and Resilience in the Pacific program (BSRP), funded by EDF 11. The committee's formation aligns with the Disaster Management Act No. 23 of 2019, emphasizing its mandatory status.

Core Functions of the PDCCC:

- Endorsing government strategies and policies related to disaster preparedness and response.
- Ensuring effective implementation of these strategies by relevant agencies.
- Developing comprehensive provincial disaster response plans.
- Coordinating disaster risk reduction and climate change adaptation efforts with communities.
- Conducting training and awareness programs on disaster and climate change issues.
- Disseminating disaster warnings through area councils and local communities.
- Assessing impacts in affected areas.
- Making decisions on resource deployment during disasters.
- Liaising with offices to identify necessary assistance.
- Coordinating emergency response efforts.
- Promoting disaster risk reduction and climate change initiatives.

The PDCCC will meet this afternoon to review and endorse sectoral response plans for the Manaro Disaster, including budgets subject to approval by the committee. The PDCCC also holds the legal authority to approve funds for assessments and disaster response activities. once the PDCCC approve sectoral plans, then it will be channeled to the national Disaster Committee.

Following the launch, the Penama President Charlot Tabigerian, expressed gratitude to the national government for activating the PDCCC and emphasized the commitment to better disaster management in the province.

The Communications and Community Engagement (CCE) Sub-Cluster welcomes the Post Disaster Needs Assessment (PDNA) Refresher Training currently underway (9–13 March), bringing together government ministries and partners to strengthen disaster recovery planning.

For the CCE Sub-Cluster, strong recovery planning also relies on effective communication and community engagement, that is, ensuring communities receive clear information, can share feedback, and remain part of recovery processes.
