🦅 CANDIDATE COVENANT FOR GOOD GOVERNANCE

(Integrity • Accountability • Rule of Law • Unity)

PREAMBLE

We, the undersigned candidates, seeking leadership within the Organization, recognizing that authority emanates from the general membership and is exercised through duly constituted institutions, do hereby solemnly bind ourselves to uphold the principles of good governance, transparency, accountability, and institutional integrity.

We affirm that leadership is a trust, not a privilege; that power must be exercised with checks and balances; and that unity must be preserved through adherence to lawful structures and processes.

In this spirit, we voluntarily execute this Covenant as a condition of candidacy and continued service.

ARTICLE I — RECOGNITION OF SOVEREIGN AUTHORITY

We recognize the National Assembly (NA) as the supreme sovereign body, representing the collective will of the membership.

We commit to uphold all legitimate resolutions, policies, and mandates issued by the National Assembly.

ARTICLE II — POLICY AND OVERSIGHT AUTHORITY

We recognize the Board of Trustees (BOT) as the policy-making and oversight body, acting under the authority of the National Assembly.

We affirm that the BOT exercises:

Policy formulation

Financial oversight

Institutional accountability

We commit to full cooperation with all lawful directives, audits, and oversight mechanisms of the BOT.

ARTICLE III — EXECUTIVE IMPLEMENTATION

We recognize the National Executive Council (NEC), headed by the National President, as the implementing arm of the Organization.

We affirm that:

The NEC executes policies approved by the BOT and NA

The NEC is accountable to both the BOT and the National Assembly

We commit to faithful ex*****on of approved programs, free from self-interest or abuse of discretion.

ARTICLE IV — DISCIPLINE, DOCTRINE, AND ETHICS

We recognize the Supreme Tribunal (ST) as the independent disciplinary, doctrinal, and ethics body of the Organization.

We affirm that the Supreme Tribunal:

Exercises jurisdiction over election disputes, misconduct, and violations

Ensures due process, integrity, and finality in internal adjudication

Is institutionally accountable to the BOT and ultimately to the National Assembly

We irrevocably submit to the jurisdiction and final determinations of the Supreme Tribunal.

ARTICLE V — INSTITUTIONAL MEMORY AND ADVISORY ROLE

We recognize PENAPLE (Past National Presidents League) as the guardian of institutional memory.

We affirm that PENAPLE:

Serves as an advisory body to the BOT, NEC, and Supreme Tribunal

May act as a candidate screening and integrity council

Exercises no executive or political authority

We commit to respect its advisory opinions in preserving continuity, stability, and institutional wisdom.

ARTICLE VI — CORE COMMITMENTS

We hereby bind ourselves to the following:

1. Respect for Checks and Balances

No concentration or abuse of power

Full recognition of oversight and review mechanisms

2. Transparency and Financial Accountability

Full disclosure of funds, transactions, and projects

Compliance with audit, reporting, and accounting standards

3. Rule of Law and Institutional Discipline

Adherence to election rules and governance policies

Submission to disciplinary processes and decisions

4. Non-Subversion Clause

No creation or support of parallel or unauthorized structures

No act that undermines duly constituted authorities

5. Ethical Leadership

Avoidance of conflicts of interest

Upholding integrity, fairness, and fraternity values

6. Unity and Stability

Respect for election outcomes

Commitment to reconciliation and institutional unity

ARTICLE VII — ENFORCEMENT AND SANCTIONS

This Covenant shall be a mandatory undertaking prior to candidacy.

Violation of this Covenant shall constitute grounds for:

Disqualification

Removal from office

Suspension or expulsion

Declaration as persona non grata

All violations shall be subject to expedited proceedings before the Supreme Tribunal, with due process observed.

Decisions of the Supreme Tribunal shall be final and binding, subject only to review mechanisms recognized by the National Assembly.

ARTICLE VIII — EFFECTIVITY

This Covenant shall take effect immediately upon signing and shall remain binding throughout the candidate’s tenure and beyond, insofar as acts committed during such tenure are concerned.
