A forward-looking groundwater initiative makes progress in critical Mekong Delta Aquifer spanning Cambodia and Viet Nam

🌏 A forward-looking groundwater initiative is making progress in the Cambodia – Mekong River Delta transboundary aquifer. At the Annual Stocktaking Meeting (ASM) of the CMDA project in Siem Reap, organised by IUCN in cooperation with national partners, stakeholders from both countries convened to foster engagement, share progress, and strengthen partnerships. The project has conducted a gender-disaggregated survey of over 5,000 households, providing one of the most comprehensive and up-to-date datasets on groundwater use in the region.

🤝 The project has established a Joint Technical Committee and Inter-Ministerial Committees (IMCs) to guide the development of a Strategic Action Programme (SAP) and support long-term transboundary cooperation. The aquifer faces challenges including reduced recharge, over-extraction, agricultural pollution, salinity intrusion, and land subsidence, requiring coordinated cross-border action. In line with World Water Day 2026, the project also promotes inclusive approaches to water management, ensuring the engagement of women, youth, and marginalised groups.

Children in Viet Nam promote safe and efficient water use through art

💧🌎 On 19 March 2026, the DWRM/MAE and UNICEF in Viet Nam in partnership with IUCN and P**c Dien Secondary School in Ha Noi co-organised the closing and award ceremony of a nationwide painting contest on initiatives for safe and efficient water. More than 100 paintings honoured at the event among 60,000 entries showed outstanding artwork and creative ideas from young artists. The event brought together nearly 2,000 participants, including representatives from government agencies, international organizations, water experts, award-winning individuals and groups, as well as students, teachers, and media representatives. Through the contest, the message on safe and efficient water use reached more than one million teachers, parents, and students nationwide.

💧🌎 The event was a part of two projects funded by the Global Environment Facility (GEF) under its International Waters programme, implemented by the Food and Agriculture Organization (FAO) and executed by IUCN. The two freshwater projects are “Enhancing sustainability of the transboundary Cambodia – Mekong River Delta Aquifer” (CMDA) and “Fostering water and environmental security in the Neun - Ca and Ma rivers transboundary river basins and related coastal areas”.

Celebrating World Wetlands Day 2026 in Cambodia

On 2 February 2026, IUCN Cambodia participated in the celebration of World Wetlands Day 2026 themed “Wetlands and Traditional Knowledge: Celebrating Cultural Heritage” at Balaing High School, Kampong Thom Province. The event was organised by the Department of Freshwater Wetlands Conservation under the General Directorate of Natural Protected Areas, Ministry of Environment.

The celebration was presided over by H.E. Sok Kheng Norvin, Under Secretary of State of the Ministry of Environment, and H.E. Chea Vann Chan, Deputy Provincial Governor of Kampong Thom Province. Approximately 300 participants attended the event, including representatives from relevant government departments, national and international NGOs, teachers, and students.

The event aimed to raise public awareness of the vital role wetlands in biodiversity conservation, climate resilience, and sustainable livelihoods. It encourages youth and students to actively engage in the wetland conservation through educational programs and other activities.

A study visit to the Siem Reap Water Supply Authority (SRWSA)

On 19 September 2025, a study visit to the Siem Reap Water Supply Authority (SRWSA) was conducted by IUCN and NPMU to learn about the clean water supply system in Siem Reap City, particularly how the city’s water supply is sourced from both groundwater and the West Baray reservoir.

The study visit was led by Dr. Chea Monydarin, Project Manager and Deputy Director General of GDEP of the MoE. Around 18 participants joined the visit, including representatives from the National Project Management Unit (NPMU), IUCN, UNESCO, Joint Technical Committee (JTC), Siem Reap Provincial Department of Environment, and technical officers from the Department of Water Quality Management under the Ministry of Environment.

Annual meeting of CMDA Project Management Unit

On 18 September 2025 in Siem Reap Province, the IUCN and National Project Management Unit (NPMU) of the CMDA project organised an annual meeting to discuss the project progress and prioritized actions. The meeting was presided over by Dr. Chea Monydarin, Project Manager and Deputy Director General of the General Directorate of Environmental Protection (GDEP) of MoE with 20 participants from NPMU, IUCN, UNESCO, Joint Technical Committee (JTC), Siem Reap Provincial Department of Environment, and technical officers from the Department of Water Quality Management of MoE, etc.

Cambodia Ministry of Environment issued a decision to establish the Inter-Ministerial Committee (IMC) of CMDA project

On 04 August 2025, the Ministry of Environment issued a decision to establish the Inter-Ministerial Committee (IMC) of the implementation of CMDA project in Cambodia to guide and support sustainable groundwater management in Cambodia. The committee consists of 8 representatives from the Ministry of Environment, Ministry of Water Resources and Meteorology, Ministry of Agriculture, Forestry, and Fisheries, and Ministry of Rural Development.

Happy Water Festival!

💦 The Water Festival is among Cambodia’s most significant traditional ceremonies. This festival is celebrated every year to commemorate the bravery and heroism of the ancient Khmer naval forces and to express gratitude to the rivers that provide water, shelter, food, and energy for people and all forms of life. Rivers offer countless benefits, especially by supplying aquatic resources and transporting nutrient-rich sediments that support agriculture, livelihoods, and the well-being of communities.

Active collaboration to strengthen governance and sustainable aquifer use in Cambodia and Viet Nam
💦 On 2-3 July 2025, the Department of Water Resources Management (DWRM) of Ministry of Agriculture and Environment (MAE) Viet Nam in collaboration with the Food and Agriculture Organization (FAO), General Department of Environment Protection, Cambodia Ministry of Environment (MOE), and IUCN organised the second GEF Regional Project Steering Committee (RPSC) meeting of the Cambodia-Mekong Delta Aquifer (CMDA) project in Ha Noi, Viet Nam.
💦 CMDA project aims to improve environmental sustainability and water security in the Lower Mekong Basin by strengthening governance and promoting sustainable aquifer use. Chaired by Mr. Chau Tran Vinh, Director General of DWRM/MAE Viet Nam, and H.E. Dr. Vann Monyneath, Undersecretary of State of MoE Cambodia (two RPSC co-chairs), participants reviewed project progress and discussed the difficulties/challenges and 2025 project workplan, budget and Operational Partners Agreement (OPA).
💦 CMDA is a GEF International Waters project between Cambodia and Viet Nam to improve the transboundary management of a highly stressed aquifer system. With FAO as the GEF Implementing Agency, the US$15 million project will be implemented over five years (2024-2028), co-executed by IUCN (Lead Executing Agency), UNESCO, and MERFI, with government leadership from MOE and MAE. UNESCO and MERFI lead the Transboundary Diagnostic Analysis (TDA), while IUCN guides the Strategic Action Programme (SAP).

World Environment Day (June 5), established by the United Nations in 1972, is an occasion to raise global awareness and inspire action for a sustainable planet. In the face of climate change and resource depletion, protecting groundwater, the "silent lifeline" of the Mekong region, has never been more urgent. The Cambodia – Mekong Delta Aquifer Transboundary Groundwater Management Project, a collaboration between Vietnam and Cambodia, stands as a testament to cross-border solidarity and joint efforts for sustainable resource management and long-term livelihood protection. Nature knows no borders – and protecting the Earth is a shared responsibility of us all.
Ngày Môi trường Thế giới (5/6), do Liên Hợp Quốc phát động từ năm 1972, là dịp để toàn cầu cùng nâng cao nhận thức và hành động vì một hành tinh bền vững. Trong bối cảnh biến đổi khí hậu và cạn kiệt tài nguyên, việc bảo vệ nguồn nước ngầm – "mạch sống thầm lặng" của khu vực Mekong – trở nên cấp thiết hơn bao giờ hết. Dự án hợp tác quản lý tầng nước ngầm Cambodia – Mekong Delta (CMDA) giữa Việt Nam và Campuchia là minh chứng cho tinh thần đoàn kết và nỗ lực xuyên biên giới, hướng đến quản lý tài nguyên bền vững và bảo vệ sinh kế cho các thế hệ tương lai. CMDA at ASEAN’s First Groundwater Management Conference!
🌏 From 18–21 May 2025 in Bangkok, the CMDA project was honored to represent IUCN at a regional meeting on groundwater resources management, hosted by Thailand’s Department of Groundwater Resources.
💡 This event marked ASEAN’s first regional initiative dedicated to groundwater governance, a milestone for regional cooperation. The meeting concluded with agreement to establish an ASEAN working group and regional network on sustainable groundwater, aiming to foster knowledge-sharing and coordinated action among member states.

CMDA tại Hội nghị ASEAN đầu tiên về Quản lý Nước ngầm!
🌏 Từ ngày 18–21/5/2025 tại Bangkok, dự án CMDA vinh dự đại diện cho IUCN tham gia Hội thảo cấp khu vực về quản lý nước ngầm, do Cục Nước và Tài nguyên Thái Lan chủ trì.
💡 Đây là sáng kiến cấp khu vực đầu tiên của ASEAN dành cho quản lý nước ngầm, một bước ngoặt trong hợp tác khu vực. Hội nghị đã thống nhất thành lập nhóm công tác và mạng lưới ASEAN về nước ngầm bền vững, nhằm thúc đẩy chia sẻ tri thức và phối hợp hành động giữa các quốc gia.
