E-COMMERCE FULFILLMENT: A NEW VIEW FOR MODERN LOGISTICS

As supply chains face growing pressure on speed, cost, transparency and adaptability, e-commerce fulfillment should be viewed as a management issue rather than a technical detail. This shortened version highlights key messages suitable for IILS social media communication.

When e-commerce fulfillment moves beyond a technical function

E-commerce is often seen through the user interface: marketplaces, livestreams, advertising, promotions, shopping carts and payments. But behind one click is a dense logistics system. If a product sells well but is delivered late, packed incorrectly, shown as available when out of stock, difficult to return, costly to ship or weak in after-sales service, the e-commerce experience quickly collapses. That is why fulfilment has become the new centre of competition. Fulfilment is not merely warehousing. It is the entire process of handling an order from the moment inventory enters the system until it reaches the buyer, including inventory management, storage, picking, packing, labelling, sorting, handover to carriers, delivery tracking, returns processing and data updates.

Data and coordination shape the value of e-commerce fulfillment

In e-commerce, speed is important, but accuracy is even more important. Fast delivery of the wrong product does not create a good experience. Fast delivery at unsustainable cost is not a real advantage. Modern fulfilment must balance four objectives: the right product, the right time, the right cost and the right customer experience. This requires companies to treat warehouses as operating data centres, not merely storage spaces. Every product must be clearly identified. Every storage location must be managed. Every order must have real-time status. Every return must update inventory. Every error must be analysed. Without good data, the more a company sells, the more chaotic operations can become. Fulfilment is not only “packing and delivery”.

Action implications for Vietnamese logistics companies

The third layer is omnichannel and cross-border fulfilment. This is more complex, as companies sell across multiple marketplaces, their own websites, social media, B2B channels or overseas markets. Fulfilment then involves not only domestic order handling, but also distributed inventory, taxes, customs, international returns, delivery time and customer data. This will become increasingly important for Vietnamese companies entering cross-border e-commerce. A common mistake is to separate fulfilment from last-mile delivery. In reality, the two are closely linked. If orders are processed quickly in the warehouse but delivered slowly in the city, the customer experience remains weak. If delivery is flexible but the warehouse is not ready, orders are still late. If returns are not connected to warehouse data, inventory becomes inaccurate.

THUẾ SECTION 301 VỀ LAO ĐỘNG CƯỠNG BỨC: VIỆT NAM CẦN NHÌN XA HƠN CHI PHÍ THUẾ

Ngày 23/7/2026, Văn phòng Đại diện Thương mại Hoa Kỳ (USTR) công bố hành động cuối cùng trong loạt điều tra theo Điều 301 liên quan đến lao động cưỡng bức. Điểm đáng chú ý là đây không còn là vấn đề kiểm soát từng lô hàng riêng lẻ, mà đã được đẩy lên thành biện pháp thuế quan ở cấp độ nền kinh tế. Với Việt Nam, hàng hóa không thuộc diện miễn sẽ chịu mức thuế Section 301 là 12,5%, có hiệu lực từ ngày 24/7/2026.

Dưới góc nhìn của Viện Hợp tác quốc tế Logistics và Chuỗi cung ứng (IILS), thông điệp quan trọng nhất không chỉ nằm ở con số 12,5%. Điều đáng quan tâm hơn là cách Hoa Kỳ đang tái định nghĩa điều kiện tiếp cận thị trường: trách nhiệm lao động, khả năng truy xuất và mức độ minh bạch của chuỗi cung ứng đang trở thành một “hạ tầng thương mại” mới.
Biện pháp của USTR chia các nền kinh tế thành nhiều nhóm. Một số nền kinh tế đã có lệnh cấm nhập khẩu hàng hóa làm ra bằng lao động cưỡng bức, hoặc cam kết áp dụng và thực thi cơ chế này, chỉ chịu mức 10%. EU, Đài Loan, Nhật Bản, Hàn Quốc và Thụy Sĩ được xử lý theo cơ chế tổng thuế MFN cộng Section 301. Phần còn lại, trong đó có Việt Nam, chịu mức 12,5% với hàng hóa không được miễn.

Nếu nhìn thuần túy theo góc độ thuế quan, doanh nghiệp có thể phản ứng bằng cách đàm phán lại giá, phân bổ lại chi phí hoặc điều chỉnh kế hoạch giao hàng. Nhưng cách tiếp cận này là chưa đủ. Vấn đề cốt lõi là doanh nghiệp xuất khẩu sang Hoa Kỳ sẽ phải trả lời một câu hỏi khó hơn: chuỗi cung ứng của mình có thực sự “sạch” và có thể chứng minh được hay không?
Trong thực tiễn logistics, đây là yêu cầu rất cụ thể. Doanh nghiệp cần truy được nguồn gốc nguyên liệu, nhà cung cấp tầng 1, tầng 2, đơn vị tuyển dụng, cơ sở gia công, hồ sơ chấm công, bảng lương, điều kiện làm việc và các chứng cứ thẩm tra liên quan. Nhà nhập khẩu Hoa Kỳ có thể không chỉ yêu cầu giấy tờ đi kèm lô hàng, mà còn đòi hỏi quyền tiếp cận sâu hơn vào dữ liệu chuỗi cung ứng và quyền kiểm tra tuân thủ.

Điều đó đồng nghĩa vai trò của logistics cũng thay đổi. Nhà cung cấp dịch vụ logistics và quản trị chuỗi cung ứng không chỉ vận chuyển hàng hóa, mà ngày càng phải đồng hành cùng doanh nghiệp trong việc chuẩn hóa dữ liệu, kết nối chứng từ, xây dựng cơ chế truy xuất và kiểm soát rủi ro từ đầu vào đến đầu ra. Ở góc độ này, logistics không còn là “hậu cần” đơn thuần, mà là một phần của năng lực bảo đảm tuân thủ thương mại.

IILS cho rằng Việt Nam cần nhìn nhận diễn biến này như một tín hiệu cảnh báo nhưng cũng là một cơ hội tái cấu trúc. Những doanh nghiệp đầu tư sớm vào quản trị nhà cung cấp, tiêu chuẩn lao động, hệ thống dữ liệu và truy xuất nguồn gốc sẽ không chỉ giảm rủi ro thuế quan, mà còn nâng vị thế trong mắt người mua quốc tế. Ngược lại, doanh nghiệp chậm thích ứng có thể bị loại khỏi những đơn hàng có yêu cầu cao, ngay cả trước khi yếu tố giá được đưa ra bàn đàm phán.

Về mặt chính sách, cần thúc đẩy hệ sinh thái hỗ trợ doanh nghiệp: hướng dẫn nhận diện rủi ro lao động cưỡng bức; cơ chế chia sẻ chuẩn dữ liệu truy xuất; tăng năng lực tuân thủ cho doanh nghiệp nhỏ và vừa; đồng thời phát triển đối thoại thực chất giữa cơ quan quản lý, hiệp hội ngành hàng, doanh nghiệp logistics và đối tác nhập khẩu. Đây là bài toán liên ngành, không thể để doanh nghiệp tự bơi.

Từ góc nhìn dài hạn, thuế quan có thể thay đổi theo đàm phán hoặc rà soát. Nhưng xu hướng kết nối thương mại với trách nhiệm xã hội, ESG và quyền con người sẽ còn tiếp tục mạnh lên. Vì vậy, câu hỏi không nên dừng ở “thuế tăng bao nhiêu”, mà phải mở rộng thành “chuỗi cung ứng Việt Nam có đủ minh bạch và đủ đáng tin để giữ thị trường hay không?”. Với IILS, đây chính là trọng tâm chiến lược mà cộng đồng logistics và chuỗi cung ứng cần hành động ngay từ bây giờ.

FORCED-LABOR SECTION 301 TARIFFS: VIETNAM MUST LOOK BEYOND THE DUTY COST

On July 23, 2026, the Office of the United States Trade Representative (USTR) announced final action in its Section 301 investigations related to forced labor. The key point is that this issue is no longer handled only through shipment-level control. It has now been elevated into a tariff measure at the economy-wide level. For Vietnam, non-exempt goods are subject to a 12.5% Section 301 tariff, effective July 24, 2026.
From the perspective of the Institute of International Logistics and Supply Chain Cooperation (IILS), the central message is not merely the 12.5% figure. More importantly, the United States is redefining market access conditions: labor responsibility, traceability and supply-chain transparency are becoming a new layer of trade infrastructure.
The USTR action creates several tariff groups. Economies that have already imposed a forced-labor import ban, or committed to do so and enforce it, face 10%. The European Union, Taiwan, Japan, Korea and Switzerland are treated through a combined MFN-plus-Section-301 mechanism. The remaining economies, including Vietnam, face 12.5% on non-exempt goods.
If viewed only through the tariff lens, businesses may respond by renegotiating prices, reallocating costs or adjusting delivery schedules. But that is not enough. The deeper question for exporters to the U.S. market is whether their supply chains are truly “clean” and, even more importantly, whether they can prove it.
In logistics practice, this requirement is highly concrete. Companies need visibility into raw-material origin, tier-1 and tier-2 suppliers, labor recruiters, processing facilities, time records, payroll, working conditions and due-diligence evidence. U.S. importers may demand not only shipment documents, but deeper access to supply-chain data and stronger compliance audit rights.
This means the role of logistics is changing as well. Logistics and supply-chain service providers are no longer only moving cargo; they are increasingly expected to support data standardization, document linkage, traceability architecture and risk control from input to final delivery. In that sense, logistics is no longer a back-end support function, but part of a company’s trade-compliance capability.
IILS believes Vietnam should treat this development as both a warning and an opportunity to restructure. Companies that invest early in supplier governance, labor standards, data systems and traceability will not only reduce tariff-related risk, but also strengthen their standing with international buyers. Those that adapt slowly may lose access to higher-standard orders even before price discussions begin.
At the policy level, Vietnam needs a stronger support ecosystem: guidance for identifying forced-labor risks; shared traceability data standards; improved compliance capacity for small and medium-sized enterprises; and more substantive dialogue among regulators, industry associations, logistics businesses and importing partners. This is a cross-sector challenge that cannot be left to individual firms alone.
Over the longer term, tariffs may shift through negotiation or review. But the broader trend of linking trade with social responsibility, ESG and human rights is likely to intensify. The right question is therefore not simply “how much higher is the tariff?”, but whether Vietnam’s supply chains are transparent and reliable enough to retain market access. From the IILS perspective, that is the strategic issue the logistics and supply-chain community must act on now.

Long Thành không chỉ nên được nhìn như hạ tầng hàng không hành khách, mà còn là cơ hội hình thành trung tâm hàng hóa hàng không mới, kết nối với khu công nghiệp, cảng biển, đường cao tốc, kho ngoại quan, trung tâm fulfillment và vùng sản xuất. Điều kiện thứ nhất là hạ tầng nhà ga hàng hóa đủ năng lực. Nhà ga cần có khu xử lý hàng thông thường, hàng lạnh, hàng nguy hiểm, hàng giá trị cao, hàng thương mại điện tử, khu kiểm tra an ninh và khả năng xử lý dữ liệu nhanh.

Action implications for Vietnamese logistics companies

Major airports and future hubs such as Long Thanh should be placed within a national air cargo logistics strategy. Long Thanh should not be viewed only as passenger aviation infrastructure. It is also an opportunity to form a new air cargo hub connected with industrial parks, seaports, expressways, bonded warehouses, fulfilment centres and production regions. The first condition is capable cargo terminal infrastructure. Terminals need facilities for general cargo, cold chain cargo, dangerous goods, high-value cargo, e-commerce cargo, security screening and fast data processing. If cargo terminals cannot keep pace with manufacturing and e-commerce, air cargo will be congested at the starting point. The second condition is air cold-chain logistics. For pharmaceuticals, premium food, fresh flowers, high-value fruit or medical biological products, temperature control before and after the flight determines quality.

Hàm ý hành động cho doanh nghiệp logistics Việt Nam

Tầng thứ hai là chuyển đổi quy trình. Một cảng không thể xanh nếu quy trình vẫn làm tăng thời gian chờ và thao tác lặp lại. Cần tối ưu quy trình vào/ra cảng, đặt lịch phương tiện, kiểm soát bãi, xử lý chứng từ, phối hợp với hải quan và điều độ xếp dỡ. Nhiều cải thiện về phát thải có thể đến không phải từ thiết bị mới, mà từ việc giảm thời gian lãng phí. Tầng thứ ba là chuyển đổi dữ liệu. Trong tương lai, khách hàng có thể không chỉ hỏi cảng xử lý bao nhiêu TEU hay thời gian giải phóng hàng là bao lâu, mà còn hỏi phát thải trên mỗi container, tỷ lệ sử dụng năng lượng tái tạo, thời gian xe chờ, khả năng truy xuất dữ liệu và mức độ liên thông với các nền tảng logistics.

Modern logistics development is no longer about isolated links. With green seaports, the key question is how companies organise data, processes, people and partners to create more sustainable value across the supply chain.

When green seaports moves beyond a technical function

Vietnam is a maritime nation with a long coastline and a port system stretching from north to south, serving as the backbone of import-export activity. Most of Vietnam’s international cargo still moves through seaports. Any change in port management therefore affects not only port operators, but also shipping lines, logistics companies, exporters, importers, industrial parks and entire supply chains. In the new context, the “green port” is no longer an environmental slogan. It is becoming an operating requirement. Vietnam already has a roadmap for green port development, with green criteria expected to become mandatory nationwide for seaport planning, investment, construction and operations from 2030. State media has also reported that Vietnam’s seaport system handles around 800 million tonnes of cargo annually and more than 100,000 international vessel calls, showing the scale of impact if green transformation is implemented consistently.

If a port operates slowly, the whole chain behind it is affected. Warehouses must adjust receiving plans. Factories may lack materials. Exporters may miss vessels. Emissions rise because vehicles wait, equipment operates inefficiently and cargo flows are poorly coordinated. Green ports must therefore go together with smart ports. Digital gates, truck appointment systems, electronic documents, automated cranes, real-time yard management, customs connectivity, shipping-line connectivity and data sharing with logistics companies are all elements that help ports reduce time, cost and emissions. At a higher level, green ports must also be connected with green logistics beyond the port gate: roads, inland waterways, railways, ICDs, logistics centres, bonded warehouses and industrial parks. If the port is green inside but trucks queue outside, connecting routes remain congested and documents remain manual, much of the green benefit will be lost.

Action implications for Vietnamese logistics companies

The second layer is process transformation. A port cannot be green if its processes still create waiting time and repeated manual actions. Entry and exit procedures, truck appointment systems, yard control, document handling, customs coordination and cargo operations must be optimised. Many emissions reductions can come not from new equipment, but from reducing wasted time. The third layer is data transformation. In the future, customers may ask not only how many TEUs a port handles or how long cargo release takes, but also what emissions per container are, how much renewable energy is used, how long trucks wait, how traceable the data is and how connected the port is with logistics platforms. Ports with stronger data capability will have an advantage in serving supply chains that require high transparency.

ASIA-EUROPE RAIL LOGISTICS: A NEW LEVER FOR LOGISTICS VALUE

As markets demand faster, greener and more evidence-based logistics services, Asia-Europe rail logistics is becoming an important indicator of supply chain capability. The following version summarises practical implications for businesses and Vietnam’s logistics ecosystem.

When Asia-Europe rail logistics moves beyond a technical function

For a country with a long coastline, rapidly developing ports and large trade volumes, maritime transport remains irreplaceable for Vietnam. Most imports and exports will continue to move by sea because of cost advantages, scale and global network coverage. However, recent shocks in international supply chains have shown one thing clearly: too much dependence on a single mode of transport can create systemic risk. The Red Sea crisis, congestion at certain international ports, freight rate volatility, changes in shipping routes, faster delivery requirements for high-value goods and cross-border e-commerce are forcing companies to ask a new question: beyond sea freight, what other options can balance speed, cost and reliability? Asia–Europe intermodal rail appears in this context.

Data and coordination shape the value of Asia-Europe rail logistics

Intermodal rail should not be viewed as a single transport route from one station to another. It is part of an expanding continental trade network between East Asia, Central Asia and Europe. The China–Europe Railway Express has grown rapidly over the past decade, connecting hundreds of cities and becoming an additional option between sea freight and air freight. According to data from China and international logistics media, China–Europe freight train services exceeded 20,000 trips in 2025, carrying more than 2 million TEUs. In the first two months of 2026, both train trips and cargo volumes continued to grow year-on-year. What does this mean for Vietnam? If Vietnam sees intermodal rail only as a small export channel, the opportunity will remain limited.

Action implications for Vietnamese logistics companies

For intermodal rail to develop, Vietnam must face its current bottlenecks. The first is domestic rail infrastructure, which remains limited in capacity, speed, technology and connectivity with seaports, industrial parks and logistics centres. If cargo has to be transhipped too many times, time and cost increase, reducing rail’s attractiveness. The second is track gauge and transhipment capacity. Vietnam–China rail connectivity involves both metre-gauge and standard-gauge systems, requiring efficient transhipment, technical coordination and border procedures. If bottlenecks at border stations are not addressed, rail’s time advantage will be weakened. The third is the lack of integrated logistics services around rail. Companies do not need only a train. They need door-to-door service, consolidation, container loading, customs clearance, insurance, cargo tracking, document handling, warehousing at both ends, road connections and route consulting.
