SKAYO was established in 2014, during the "ON HOLD" Sangguniang Kabataan Election and the enactment of the Local Government Code of 1991. Mangudadatu was elected the organization's first president. During his presidency, SKAYO focused on various areas such as health, education, economic development, employment, youth participation in peace and unity building, and environmental programs. These init
iatives greatly contributed to the province's youth-related activities, programs, and projects. He served until 2018 and had seven (7) SKAYO officers representing their associations/organizations across the province. In 2018-2019, Florante Tongo was elected SKAYO's Vice president with Datu Pax Ali as President of the organization. Mangudadatu, was elected as the Municipal Mayor of Datu Abdullah Sangki municipality in the Maguindanao province. Before leaving SKAYO to the new leadership, he changed the organization's structure to a chairmanship flow. The new structure includes positions of Chairman, Director (President), Assistant Director (Vice President), and Finance Officer. These positions will have a 3-year termination. In addition, new positions such as PRO internal and external, PIO, and Auditor will be elected yearly with the chairman's approval. Datu Suharto Al Wali S. Mangudadatu was appointed as SKAYO Chairman with his President Hon. Maria Cristina Duadua for 2020-2021, and Hasanaddin Abdul for 2021-2022. On the day when Datu Suharto Al Wali S. Mangudadatu, the SKAYO Chairman, was elected as the Municipal Mayor of Datu Abdullah Sangki, his fourth brother, Datu Muhaimin Sangki Mangudadatu, was appointed as the SKAYO Chairman. He has been serving in this position since the beginning of 2022. Like his two older brothers, he is committed to helping the younger generation develop their skills, abilities, and knowledge in volunteerism and encouraging them to participate in government initiatives that promote nation-building and patriotism. Hon. Datu Pax Ali is the eldest child of Hon. Suharto "Teng" Mangudadatu, who currently holds the position of Secretary at TESDA. His mother, Governor Mariam Sangki Mangudadatu, is the Provincial Governor of Maguindanao del Sur. At a young age, Governor Datu Pax Ali became the youngest governor in the Philippines. He is also the grandson of Hon. Datu Pax Mangudadatu, the former governor of Sultan Kudarat province who is now serving as the Municipal Mayor of Lutayan, and was known as the "Action Man."
