The Centre for Energy and Green Growth Research (CEGR) is a not-for-profit research and consulting organization and a non-governmental member of Vietnam Union of Science and Technology Associations (VUSTA). The precursor of CEGR was the Research Center for Energy and Environment (RCEE) established in 1998.
CEGR has been working actively in research and consultancy works as well as technology transfer in energy and environment. Our scope of work covers a wide range of expertise, including:
· Clean Energy (Renewable Energy, Energy Efficiency and Conservation)
· Climate Change and Carbon Finance
· Green Growth and Sustainable Development
CEGR is a network member of the Climate Technology Centre & Network (CTCN) operating in Vietnam, and a voting member of the Renewable Energy and Energy Efficiency Partnership (REEEP).
CEGR has successfully conducted many capacity-building and due diligence projects, particularly in climate change mitigation and sustainable energy in Vietnam. CEGR has contributed in Vietnam’s First National Communication to UNFCCC, and worked with multilateral institutions to build capacity on Clean Development Mechanism (CDM) for Vietnam since 2002. During 2004- 2011, CEGR was the Country Coordinator in Vietnam for the Enabling Access to Sustainable Energy (EASE) network - a north-south regional energy access program funded by the Government of the Netherlands and implemented by ETC Energy (http://www.etc-international.org) aiming at providing sustainable energy services to the poor (https://www.ecn.nl/fileadmin/ecn/units/bs/JEPP/cop11_tellam-case.pdf). CEGR worked with the Toyota Environmental Activities Grant Programme to build market capacity for local entrepreneurs in development of bio electricity generation technology and to promote among rural community to use biogas in a sustainable way. Under the framework of EU’s SwitchAsia program, CEGR also acted as the Project Country Coordinator in Vietnam to implements the Training and Certification of Energy Manager Program in the ASEAN Energy Management Scheme (AEMAS) sub-program, and as the Country Chapter Coordinator for ASEAN Standards Harmonization Initiative for Energy Efficiency in the ASEAN SHINE (http://www.aseanshine.org) sub-program.
With regard to sustainable development policies, CEGR has actively provided research, training and policy consultancy on green growth at central and provincial levels. CEGR has assigned by Ministry of Planning and Investment of Vietnam to formulate Monitoring and Evaluation Framework for the Implementation of the National Green Growth Action Plan (VGGAP) and carry out the Review of Legal Framework in four sectors for Green Growth. CEGR has provided trainings and consultancy to support provinces on planning for low carbon development and green growth action plans. CEGR was selected for preparing MACC analysis (Marginal Abatement Cost Curve) and formulating Provincial Green Growth Action Plans (P-GGAP) for more than ten provinces in Vietnam.
