DRCVI MAKES HISTORY WITH FIRST STAFF SERGEANT PARKER GORDON FOX GRANT AWARDED IN THE U.S. VIRGIN ISLANDS

$750,000 federal award will support the Legacy Initiative for Veterans' Empowerment (LIVE) project

U.S. VIRGIN ISLANDS, September 30, 2026 — The Virgin Islands Advocacy Inc., known as the Disability Rights Center of the Virgin Islands (DRCVI), has been awarded a $750,000 Staff Sergeant Parker Gordon Fox Su***de Prevention Grant from the U.S. Department of Veterans Affairs.

Based on publicly available VA award records, DRCVI is the first organization in the U.S. Virgin Islands to receive funding through the Staff Sergeant Parker Gordon Fox Su***de Prevention Grant Program.

The historic award will support LIVE, a locally designed Veteran su***de prevention initiative created to reach Veterans and their families throughout the U.S. Virgin Islands. Services are scheduled to begin starting in October through September 2027. The Staff Sergeant Parker Gordon Fox Su***de Prevention Grant Program funds community-based organizations that provide outreach, peer support, case management, su***de prevention education, benefits assistance, and connections to clinical and community resources. The program prioritizes underserved communities, including U.S. territories, rural areas, minority Veterans, women Veterans, and Veterans who may not be connected to traditional VA services.

"This award is a major step forward for veterans and their families throughout the Virgin Islands. Through this partnership, we will bring services closer to home as our veterans deserve access to responsive, community-based support that is also knowledgeable about the realities of living and seeking care in the territory," said DRCVI Executive Director Angus Drigo.

LIVE was developed using the framework of HeirMark, a legacy-centered healing framework that provides a culturally responsive approach, community engagement, curriculum development, group programming, and Veteran and family support services. Dr. Muria I. Nisbett, the creator of HeirMark, a Virgin Islands Veteran, therapist, and social impact leader, has been named the Project Director for the LIVE project.

“This moment belongs to every Virgin Islands Veteran who has ever felt overlooked by systems designed far away from our shores,” Dr. Nisbett added. “This is more than a grant. It is a commitment to ensuring that no Virgin Islands Veteran feels invisible, isolated, or forced to navigate a crisis alone. Our Veterans served this country. They deserve support that is accessible, culturally grounded, and built with their lives in mind.”

The LIVE initiative will use a comprehensive, community-based approach to address both su***de risk and the conditions that can increase vulnerability. Planned services include:

+ Community outreach and su***de prevention education

+ Mental health and su***de-risk screenings

+ Case management and coordinated referrals

+ Peer and family support

+ Assistance accessing VA and community benefits

+ Support groups for Vietnam Veterans, women Veterans, men, spouses, and caregivers

+ Transportation and other assistance designed to reduce barriers to care

+ Culturally responsive programming developed for the Virgin Islands community

The partnership brings together DRCVI’s longstanding disability-rights and advocacy work with HeirMark’s focus on healing; family systems, cultural identity, and the legacies individuals and communities inherit, carry, and leave behind.

The program will also collaborate with local Veterans, families, service providers, government agencies, nonprofit organizations, and community partners to strengthen the territory’s su***de prevention network and reach individuals who may not seek assistance through conventional systems.

The LIVE team — including a project director, peer support, case managers, and facilitators — will be housed in DRCVI’s offices to provide individualized assistance to eligible veterans and their families.

Post 90 showed up and gave back! 🇻🇮

A special thank you to Ivan Williams for organizing yesterday’s Massive Virgin Islands Community Cleanup in the Red Hook area, and to the members of American Legion Patrick U. George Post 90 USVI who donated their time, effort, and supplies to support the initiative.

Service doesn’t stop when the uniform comes off. We’re proud to do our part to help keep our island clean and beautiful.

25 Years Later — We Remember.

Today, along the waterfront in Frederiksted, St. Croix, a memorial bears the names of seven members of our community lost as a result of the attacks: SSG Maudlyn A. White, Felix “Bobby” Calixte, Claudia S. Sutton, William Henry Jr., Christian Maltby, Chris M. Kirby, and John Holland.

They were more than names. They were family members, friends and members of our community whose lives and connections were rooted here. For those who loved them, September 11 is more than a chapter in American history, it marks an absence they have carried for 25 years. The tragedy of 9/11 came home to the Virgin Islands.

But our remembrance extends beyond St. Croix. On that day, Virgin Islanders from St. Croix, St. Thomas, St. John and Water Island were in harm’s way. Some were serving in uniform; others were working, studying, traveling or living away from home. And in the days and years that followed, Virgin Islanders answered our nation’s call to serve.

Twenty-five years later, we remember those we lost, the families who carry their memory, those who were in harm’s way, and those who answered the call afterward.

One generation remembers where they were that morning. Another was not yet born. It is now our responsibility to make sure the story continues to be told.

From St. Croix to St. Thomas, St. John and Water Island, we remember together.

Welcoming Our New Commander — Beverlie Baronnes Baron

The American Legion Patrick U. George Post 90 USVI proudly welcomes Commander Beverlie Baron as she steps into this important leadership role.

As Commander Baron begins her term, we encourage our members, families, friends, and community to stand behind her and offer the same support, encouragement, and cooperation that has been extended to our commanders throughout the years. We look forward to working alongside her as she leads Post 90 into its next chapter of service, growth, and commitment to our veterans and community.

We also extend our sincere appreciation to Past Commander Hillis Benjamin for her leadership, dedication, and service to Post 90. Thank you for all you have contributed during your time as Commander.

Calling Our Virgin Islands Veterans

The Virgin Islands Office of Veterans Affairs is asking members of our Veteran community to consider participating in an important research study.

The CARIB-CARES research project is seeking to better understand how extreme weather events impact quality of life and cancer treatment in the U.S. Virgin Islands and Puerto Rico. If you are a Veteran who has been diagnosed with cancer, your experience and your voice could help.

To participate, individuals must be 21 or older, have a cancer diagnosis, currently be receiving cancer treatment or have received active treatment within the last 12 months, live in the USVI or Puerto Rico, and complete an interview either in person or by phone.

This project authorizes $25 in compensation for participation in such a worthwhile endeavor.

For those of us who live in the Virgin Islands, we understand firsthand how hurricanes and other extreme weather events can disrupt access to healthcare and other essential services. The experiences of our Veterans should be part of this important conversation.
