China operates the world’s largest distant-water fishing fleet, estimated at up to 16,000 vessels, which has been linked to widespread illegal, unreported and unregulated (IUU) fishing across global waters, a U.S. congressional report states.

The January 2026 majority staff report from the Select Committee on the Chinese Communist Party highlights economic losses in developing regions, with West Africa forfeiting $9.4 billion annually due to PRC vessels depleting stocks, destroying seabeds, and impacting food security for coastal communities.

Central and South American countries face over $1 billion in combined lost wages and tax revenue yearly from similar activities. The report also notes human rights concerns, including forced labor and trafficking on some vessels, and environmental damage such as reef destruction.

Chinese-flagged vessels ranked as leading IUU perpetrators in the 2025 IUU Fishing Risk Index.
