Sutter County Community Action Agency Sutter County Community Action Agency (SCCAA) is a local private non-profit organization that carries out the Community Action Program.

Sutter County Community Action Agency (SCCAA) is a local private non-profit organization that carries out the Community Action Program which was founded by the 1964 Economic Opportunity Act to fight poverty by empowering the poor as part of the War on Poverty. SCCAA is intended to promote self-sufficiency, and they depend heavily on volunteer work, especially from the low-income community. The Community Services Block Grant (CSBG) is the agencies' core federal funding and is always seeking additional sources of revenue to extend its program. SCCAA is governed by a board of directors consisting of at least one-third low-income community members, one-third public officials or their designees, and up to one-third private sector leaders.

The Salvation Army Yuba-Sutter will be assisting children ages 0–16 and seniors ages 55+ this holiday season.
