Nicole Mastrian Hovis is a Sr. Human Resources Generalist at Vallourec Star, LP. She began her career with Vallourec as an HR Intern in 2016 and has since grown into her current role, supporting three of the company’s five Youngstown facilities.

In 2025, Nicole became the Project Manager for Vallourec’s Employee Events Committee, where she helps create meaningful experiences that strengthen employee engagement and company culture. She was honored with the Greatness Achieved Award for creating the Women in Steel Manufacturing Event, an initiative focused on encouraging women to explore careers in manufacturing, she believes increasing awareness, breaking down stereotypes, and creating supportive opportunities can help more women see themselves succeeding in the industry.

Nicole graduated from Youngstown State University in 2017 with a bachelor’s degree in Human Resource Management and earned a Leadership Certificate. Outside of work, Nicole enjoys spending time with her Husband and their rescue dog, Cilla who joined their family in 2021. She loves making memories with family, whether that’s relaxing on beach vacation with her Husband or enjoying shopping trips with her mom and twin sister.

Brent Kelley is currently the Business Agent for Plumbers and Pipefitters Local 396. Also, as Agent at Local 396 he serves on the pension board, health and welfare, and Security plan. Brent has been Business agent for the past six years. Before his current position he was Vice President of Local 396 for eleven years. Brent started his career in Plumbing and Pipefitting in 2000 as an apprentice. Has worked in the plumbing and pipefitting industry for twenty years before becoming Business agent.

Brent is currently on the Mental Health Recovery Board of the Mahoning Valley. He also serves as member at large, Ways and Means committee, and the building committee for the Mental Health and Recovery Board.

Brent has been fortunate to be honored with his daughter Emma in receiving the Labor Leadership award in 2022 from United Way of the Mahoning Valley and with Local 396 Plumbers and Pipefitters in 2025.

He has been living in the Mahoning Valley almost all his life. Brent enjoys spending time with his family. His wife Kelly and his two daughters Emma and Lily. He also likes to spend time outdoors as well.

From strangers to new friends.

The Leadership Mahoning Valley Class of 2027 kicked off their nine-month journey with two powerful days together at the Opening Retreat on September 24 and 25.

For the 44 members of the class, the retreat was about more than leadership development. It was an opportunity to get to know one another, share experiences and perspectives, discover common ground and begin building the relationships that will carry them through the months ahead.

They arrived as 44 individuals. They left as a class—with new connections, new friendships and the beginning of a shared journey to learn more about themselves, each other and the Mahoning Valley they call home.

Over the next nine months, the Class of 2027 will explore the people, places, challenges and opportunities that shape our community while continuing to grow as leaders and strengthen the relationships that began at the retreat.

The journey has begun—and we can't wait to see where it takes them!

Dr. Eboni N. Williams is an educational leader with more than 20 years of experience serving
students, educators, and communities through instructional leadership, organizational
improvement, and strategic policy development. She currently serves as Director of Culture &
Climate for the Youngstown City School District, where she develops district policy, analyzes
data to identify trends and opportunities for improvement, serves on the District Leadership
Team, and fulfills the role of District Hearing Officer.
Throughout her career, Eboni has served as a teacher, assistant principal, principal, and district
administrator, gaining a comprehensive perspective on educational leadership at the classroom,
school, and system levels. Her leadership has included school improvement, most notably
leading to the rise of ninth grade achievement, professional development, program planning,
budget development, staff supervision, and initiatives focused on student achievement and
school culture.
A lifelong learner and advocate for educational excellence, Eboni earned her Doctor of
Education in Educational Leadership from Youngstown State University in 2024. She also holds
a Master of Science in Education, and bachelor's degrees in Education and Business
Administration.
Eboni is committed to developing equitable systems, cultivating strong leaders, and creating
educational environments where students, educators, and communities can thrive.
Eboni is committed to public service, as a 25 year member of Delta Sigma Theta Sorority, Inc.,
serving locally as the Youngstown Alumnae Chapter President, leading initiatives to impact and
improve the quality of life for members of the community.

More than 200 family members, friends, colleagues, community leaders and LMV alumni gathered last week at The Grand Resort to officially welcome and celebrate our newest class.

Selected from a record number of applicants, these 44 emerging and established leaders represent a wide range of businesses, nonprofits, government, education, healthcare and other sectors throughout the Mahoning Valley.
