Winthrop CASA Winthrop CASA is a nonprofit organization dealing with issues of substance abuse in Winthrop, MA. Vis Community Against Substance Abuse, Inc.

(CASA) was founded in May 1997 by a group of concerned parents, schools, police, and other community leaders in Winthrop who came together to address the growing problems of substance abuse among youth. CASA (Community Against Substance Abuse, Inc.) is a nonprofit organization dealing with issues of substance abuse in the Town of Winthrop. Our membership is made up Winthrop residents and other par

tners who are concerned about underage alcohol and drug use. Funded primarily with federal dollars, CASA has a full-time prevention coordinator, Pat Milano, and operates Kathy’s Place Youth Center (KPYC) at 64 Putnam Street, led by Karen Perrin, in collaboration with the 21st Century Community Learning Center.

U.S. Sen. Edward Markey, a Massachusetts Democrat, said he is looking at whether to introduce a bill in Congress similar to the one Patrick signed in Massachusetts requiring insurers to cover acute substance abuse treatment without prior authorization.
