Let’s get the facts straight!
At the 11/18/ 2024 commission meeting, Commissioner Cade Resnick attempted several grandstand plays after becoming the new Deputy Mayor.
First he motions to fire the interim City Manager Phil Hursh, who has give up so much of his time to serve the residents of Winter Springs when no one would step up. Phil worked tirelessly for the residents and to once again be publically humiliated is shameful behavior from this Dias.
Cade then proceeds while creating chaos and confusion on the Dias, brings up the following about Mayor McCann:
“In 2020, a rule was put in to place, it was specific to the Mayor at the time, he was not allowed to speak until the end of each agenda item, because he spoke too much. He’s sitting in the audience (refers to former Mayor Charles Lacey). So I’d like to actually implimant that rule beacuse I adore you, you are an amazing man but you talk too much and I would like to extend that perhaps to leave it to that point, to leave it ath the end of the agenda item they the mayor gets a chance to speak after. I think the role of the commission is to make the rules and process the rules that was on Dec. 2020rulling that put that in play and I would like to bring that back and impliment it cause I think part of our situation is you talk too much.”
I just had to go looking for myself into the minutes as I was very aware of the meeting he was talking about.
Monday, Dec. 20, 2020, there was a special meeting, not a regular commission meeting. The agenda had one item on it, Item 500. Strategic Planning Session, NOT a regular commission meeting.

Item 500. Strategic Planning Session
The session began with a discussion of the process.
“Motion to elect to proceed with the Commissioners speaking first with an opportunity for the Mayor to comment after.” Motion by Commissioner Cannon, Seconded by Deputy Mayor Johnson
Discussion followed on if an order needed to be established for time limits for speaking. Attorney Garganese confirmed it was the Commission’s perogative to determine any order for participation.

During the audio a discussion was had between then Mayor Lacey and the Dias.

The conversation centered on the fact that this strategic planning session going forward in the city and the Mayor has only specific duties. They did offer him to add his thought and opinions AFTER the commission discussions.
So to dig a little further I would like to add this from the City of Winter Springs Charter as a reference:
At each regular election for the office of mayor, a mayor shall be elected at large for a term of four (4) years and shall serve until the mayor's successor is elected and qualified; provided such term of office shall not exceed four (4) years. The mayor shall preside at meetings of the city commission, represent the city in intergovernmental relationships, present an annual State of the City Message, and perform other duties specified by the commission. The mayor shall be recognized as head of the city government for all ceremonial purposes and by the governor for purposes of military law, but shall have no administrative duties.
The city commission shall elect from among its members a deputy mayor who shall act as mayor during the absence or disability of the mayor. However, if a vacancy occurs in the position of mayor, the vacancy shall be filled in accordance with section 4.08(c) of this Charter.
The mayor shall not vote except in case of a tie vote of the commission. Within ten (10) days after the adoption of any ordinance by the city commission, the mayor shall have the power to veto said ordinance and return it to the commission at the next regular meeting with a written message. It shall require the affirmative vote of four (4) commission members to pass the ordinance after the mayor's veto.
