Family Promise starts with a caring community that makes our work possible.

Today, we were honored to celebrate a wonderful partnership with United Bank as they presented a Leadership level sponsorship in support of our upcoming Home Sweet Hope Breakfast, celebrating 30 Years of Family Promise of the Lower Cape Fear.

Family Promise of the Lower Cape Fear is excited to announce Tiffany Shirley-Chase as our new Executive Director, effective September 21, 2026.


For more than 15 years, Tiffany has led nonprofit organizations serving individuals and families experiencing homelessness. Her career spans from managing direct service programs in San Francisco’s Tenderloin and Los Angeles’ Skid Row to overseeing complex housing systems across Los Angeles County.


Most recently, as Deputy Chief Programs Officer at LA Family Housing, she led multidisciplinary teams, managed multimillion-dollar public contracts, and partnered with government agencies to strengthen services during a period of significant organizational growth.

Tiffany is a native North Carolinian who grew up in Kinston and attended East Carolina University. “I’m honored to come home to North Carolina and join Family Promise of the Lower Cape Fear” says Shirley-Chase. “My career has taught me that lasting change happens when strong partnerships meet bold ideas and a shared commitment to what’s possible. I’m excited to listen, learn and build on the strong foundation already here as we work together to help more families achieve lasting stability.”


Dr. Tom Barth, the Chair of the Family Promise Board, states “we are most fortunate to have found a leader with such deep administrative and direct personal experience working with the homeless population. Tiffany brings a fresh perspective from another part of the country plus has roots southeastern North Carolina.”

Working together as a community makes all the difference - We Are Stronger Together!

Family Promise of the Lower Cape Fear offers several options for applicants who live in the Impact Zone and has a child living in the Home. We work with other agencies such as United Way of the Cape Fear Area helping applicants qualify for additional programs, piecing together the funds they need while developing a plan for self-sufficiency.

The 8th Annual Port City Jerry Day is happening soon, bringing together great music, local vendors, and community spirit to support United Way of the Cape Fear Area.

As a proud United Way funded partner, Family Promise of the Lower Cape Fear sees firsthand how investments in our community help local families experiencing homelessness find stability, housing, and hope. Through collaborative initiatives and community partnerships, organizations across the Cape Fear region work together to create lasting impact for our neighbors in need.
