(DCRAC) is a tax exempt, charitable nonprofit whose mission is to ensure equitable treatment and equal access to credit and capital throughout Delaware. At DCRAC, our mission is to transform the financial lives of Delawareans by ensuring equitable access to credit and capital—empowering individuals and families to build, protect, and pass on wealth. It enables people to weather hardship, pursue o
pportunity, and invest in their futures. Without access to the financial tools and protections that make wealth possible, too many Delawareans remain vulnerable. Across our state:
• We face a shortfall of 13,617 affordable rental units for low-wage earners.
• 17% of Americans are financially vulnerable, the highest level since 2019.
• Unbanked and underbanked individuals are disproportionately affected.
• Financial vulnerability impacts 30% of renters compared to only 9% of homeowners. What We Do
DCRAC is building the institutions and pathways to wealth that more affluent households take for granted. We do this through four distinct but connected initiatives:
1. Consumer Finance Advocacy (Since 1987)
We advocate for systemic change in financial systems to center the interests of marginalized communities. Our early work created an ecosystem that encouraged bank investment in homeownership and helped bring the SBA to Delaware.
2. The Money School (Founded in 1995; joined DCRAC in 2019)
We offer free, expert-led financial education throughout the state. From credit and investing to estate planning and entrepreneurship, we meet learners where they are—through libraries, partners, and community hubs.
3. Stepping Stones Community Federal Credit Union (Chartered in 2011; fully independent from DCRAC in 2025)
Delaware’s only community credit union chartered that year, Stepping Stones provides essential banking and borrowing services to underserved individuals. In 2024, we expanded into homeownership services, addressing one of the most effective pathways to intergenerational wealth.
4. DCRAC Law (Tax since 2003, Estate launched formally in 2019)
We provide affordable legal services—particularly tax resolution, title, and estate planning—to protect the assets our clients are working hard to build.
