The Policy Circle

The Policy Circle This grassroots movement is fueled by our local leaders who gather women in small groups to facilitate productive and welcoming conversations.

The Policy Circle ignites women's courage by equipping them with the information and tools they need to take ownership of solutions to the issues facing their communities. Founded in 2015, The Policy Circle is a cultural, educational, non-political organization that provides a fact-based, nonpartisan framework that inspires women to connect, learn about and discuss public policies that impact thei

r lives. In five years we have grown to a national organization with 350 circles in 42 states. The Policy Circle’s roundtable discussions empower women to become more vocal in public policy dialogue and civic engagement within their community, their state and their country. Our programs include fact-based briefs on a variety of local and national issues, virtual programming with thought leaders, leadership training for our circle leaders, and a Civic Leadership Engagement Roadmap (CLER), a proprietary, experiential leadership program that takes participants from having general civic knowledge to becoming civic leaders. CLER is a program designed for impact-driven professionals dedicated to making change through civic action.

Governments handle billions of taxpayer dollars each year, but too often with limited visibility for citizens. In 2023, improper federal payments reached 236 billion dollars, underscoring the need for better oversight.

Our Policy Insight on AI and Government Transparency examines how artificial intelligence is revolutionizing government transparency. Explore civic tech tools for legislative tracking, spending analysis, open records, and more that put power back in the hands of everyday citizens.

We also cover policy frameworks, real-world examples, potential challenges, and practical ways to get involved.

With America's 250th birthday approaching on July 4, 2026, The Policy Circle is highlighting an important chapter in our nation's story: how small groups of dedicated citizens sparked the American Revolution.

Independence developed over years of conversation and gathering. Across the colonies, people met to question British policies and envision a government based on the consent of the governed.

Key examples include:
- Benjamin Franklin's Junto, which focused on personal improvement and community solutions

- The Stamp Act Congress, where representatives united to declare "no taxation without representation"

- The Sons and Daughters of Liberty, who organized resistance and boycotts

- The Committees of Correspondence, which connected communities across distances

These efforts show that lasting change begins when people come together to discuss, debate, and act. As we celebrate 250 years of American independence, let this history inspire us to engage more deeply in our own communities today.

Americans have heard warnings for years about our growing national debt. Now, the federal debt has surpassed the nation's gross domestic product.

Our new blog post explains what the debt-to-GDP ratio means and why it matters. We cover key drivers like mandatory spending, the crowding out of private investment, skyrocketing interest payments, and the broader implications for our economy and future generations.

Understanding these issues helps us have better conversations about stewardship and responsible policy choices.

We’re proud to celebrate Army Veteran Paula Morgan, a recent graduate of our Civic Leadership Engagement Roadmap (CLER) program. Paula was recently featured in The Local Letter for her incredible work supporting veterans, first responders, and families in Hunt County, Texas.

Through her organization, Twin Rotors Mission, Paula is dedicated to helping “warriors” — a term she uses intentionally to include veterans, active military, first responders, and the families who serve alongside them — build healthier, more connected lives. Through programs focused on wellness, peer support, equine-assisted activities, coaching, and community connection, the organization helps individuals overcome isolation and thrive beyond service.

We’re honored to have Paula in our community of inspirational leaders.

Artificial intelligence is making cyberattacks more efficient and phishing scams more convincing.

In this powerful clip from The Policy Circle’s 2025 Leadership Summit, Aaron MacLean, CBS National Security Analyst and host of the School of War Podcast, explored how AI is changing the game in cybersecurity.

He discussed how AI agents can scan for network weaknesses, simulate trusted voices and communications, and launch attacks at scale, all while human error remains the easiest point of entry.

Did you know primary elections often shape policy before we even reach November?

From closed primaries to open systems and top-two formats, state election rules directly impact which candidates make it to the general ballot and what issues they prioritize.

Our new blog breaks down how these systems work in states like Texas, Florida, California, and North Carolina — and why understanding them leads to stronger civic engagement.
