What's going on with this rose in the garden? Well, it's not good, it's a disease called Rose Rosette Disease, which is a virus, and it's most often fatal.
Signs of the disease are exactly what you see here, increased bunches of branches, called witches brooms, which are red along with the foliage, and excessive thorns. This is one of the roses under the Frances Tipton Hunter sign, and the one next to it has one infected branch. We'll probably prune that one branch out and hope for the best, but the one heavily infected needs to come out completely. The other one may have to come out later.
