ABATE of Maryland, Charles County Chapter ABATE of Maryland is the only organization in Maryland exclusively engaged in representing the rights of Maryland motorcyclists.

Chapter meetings are held the 1st Thursday of the month at Grille No. 13 (3016 Waldorf Market Place Waldorf, MD 20603), at 7pm (unless noted otherwise). We maintain a presence in Annapolis, your state Capitol, from the ABATE of Maryland state office. Local chapters throughout the state provide the foundation for our organization. ges from some elements of society that would eliminate or severely restrict motorcycling. Those who would like to restrict motorcycling attempt to do so with restrictive laws or prohibitive insurance costs. We perceive the risks associated with motorcycling as being manageable through programs of rider and driver education. The only effective method of reducing motorcycle injuries is accident avoidance.

Failing Brakes Spark Huge Recall Of Harley-Davidson Motorcycles
Nearly 17,000 Harley-Davidson motorcycles are being recalled due to a rear brake issue that can increase crash risks.

Harley-Davidson Motor Company issued the recall for 16,994 motorcycles, according to a National Highway Traffic Safety Administration report released on Monday, April 13. The recalled bikes are from the model years 2025 and 2026.

The issue involves the rear brake line, which may come into contact with the motorcycle's body control module. Over time, that contact can tear a hole in the brake line, allowing brake fluid to leak and reducing braking ability.

The issue comes from a lack of space between the rear brake line and the body control module in certain models with a new electrical system and a narrower frame. Riders may notice brake fluid underneath the motorcycle or experience poor rear brake performance.

The affected models include:
• Harley-Davidson FXLRST (2025-2026): 5,338 motorcycles
• Harley-Davidson FXBB (2025-2026): 4,799 motorcycles
• Harley-Davidson FLHC (2025-2026): 3,549 motorcycles
• Harley-Davidson FXLRS (2025-2026): 3,308 motorcycles

Harley-Davidson began investigating after receiving a service report on Thursday, March 5, involving inoperable brakes on a 2025 FXLRST. A review identified three more claims involving brake fluid loss or failing rear brakes before the company decided to issue a recall.

According to the NHTSA, Harley-Davidson isn't aware of any crashes or injuries tied to the issue. The motorcycles were built between October 2024 and March 2026.

Dealers will replace the body control module caddy and inspect the rear brake line for free. Owner notification letters are expected to be mailed starting on Monday, May 18.

ABATE testified and we have been working the halls in Annapolis. However, this bill MUST get put on a voting list in committee, or it will never move along any further. We need YOU to to take a few minutes out of your day to contact the committee members and request that SB397 - Motorcycles - Protective Headgear Requirement - Exception (In Remembrance of Gary "Pappy" Boward), be placed on a voting list, and urge them to vote in favor of this bill.
