Dear CSEA Unit 9200 Members,

As your newly elected leadership team, we are committed to ensuring the highest standards of transparency and accountability for our union. Upon taking office, we uncovered serious issues regarding the management of our union’s finances that we must share with you.

We discovered two separate checkbooks referencing the same bank account, which raises significant concerns about the integrity of our financial records. Additionally, the outgoing president, Hattie, has refused to provide any transitional assistance, including declining to meet with us. Despite leaving office a week ago, she continues to withhold access to the union’s bank accounts and has not provided the necessary check stubs, preventing us from conducting a proper internal audit.

Most alarmingly, we found evidence that a credit card was issued on behalf of CSEA Unit 9200, in direct violation of the CSEA Financial Standards Code, Section 10, which explicitly states:
"Debit cards / ATM cards (prohibited): Bank issued Debit Cards and/or Automated Teller Machine (ATM) Cards shall not be used under any circumstance. Any such cards must be returned to the bank with notice that no such cards be issued on CSEA accounts in the future."

In light of these findings—the two checkbooks, the inability to audit our financials, and the questionable credit card—we have requested a full forensic audit by the Westchester County District Attorney’s Office. This step is essential to protect our union’s resources and ensure a thorough, impartial investigation into these matters.

We understand that this news may be concerning, and we are dedicated to resolving these issues transparently and promptly. We will keep you informed of any developments regarding the audit and the transition process as they occur.

Dear Members,

We have received reports from several members that their reasonable accommodation requests were denied without valid justification.

Under the Americans with Disabilities Act Amendments Act of 2008, if a medical professional provides documentation supporting an accommodation for a medical condition, the employer is required to provide it unless it poses a significant hardship. A reasonable accommodation request initiates an informal, interactive process between the employee and employer.

Given that multiple requests have been denied without specifying any operational hardship, we believe the County may be non-compliant with the Americans with Disabilities Act Amendments Act of 2008. We urge all members who have submitted an ADA accommodation request in the past six months and believe it was unreasonably denied to contact us immediately.

Joseph Dalli, President
Coordinator of Fiscal Operations, Department of Social Services (DSS) - Revenue and Budgeting Unit. With over 20 years in Economic Development, Finance and Management services, across public and private sectors, Joseph contributed to labor agreements for a State Agency and as Malta’s Economic Representative to the U.S. and Canada. A Westchester County employee since 2017.


Hanosh Panicker, 1st Vice President
Accountant 3, Department of Social Services (DSS) - Claims Unit. Hanosh has 18+ years with the county across various DSS roles, including Child Support, plus private-sector experience with the Bank of New York and as a practicing accountant.


Faithlyn Hughes, 2nd Vice President
Program Specialist Financial Compliance, Department of Finance - Benefits Unit. With 17+ years of experience since 2000, Faithlyn worked at the Medical Center, City of Rye, and Westchester County. In 2012, Faithlyn was part of the group of County Employees who were laid off, despite the Union promising to oversee and hold the county accountable to a preferred list - the Union's promises fell short, costing Faithlyn 3 years of service. Faith rejoined in 2015, at DSS and then Finance Benefits Unit, where she has been diligently assisting our members ever since!


Martin Ramirez, 3rd Vice President
Eligibility Examiner Assistant Supervisor, Department of Social Services (DSS) - SNAP Unit. Martin, a county employee since 2008, previously worked in telecommunications, serving as Shop Steward for TAD Telecom in Brewster. He has 17 years of DSS experience across multiple units.


David Balsome, 4th Vice President
Eligibility Examiner, Department of Social Services (DSS) - Medicaid Unit. Raised in NYC projects, David’s background fuels his passion for his role. A former non-union worker, he understands the need for a strong union. County employee since 2017, previously a Live Television Director for News12.


Peter Tripodi, Secretary
Probation Officer, Department of Probation. With 11+ years at the county, Peter has worked in the NYS Assembly, served as an elected Ossining Town Board Member, and holds a Master’s in Public Administration from Pace University. He brings union negotiation and contract management experience.


Josen Joseph, Treasurer
Accounting Control Specialist, Department of Social Services (DSS) - Child Support Unit. Josen brings with him 10 years of experience on the Indian National Railway Union’s Board, including as Secretary. He offers union contract negotiation and community organizing expertise from several of his voluntary roles throughout Westchester. He has 17 years of County Experience.


Jason Pellegrino, Sergeant at Arms
Wasterwater Operator, Department of Environmental Facilities (DEF) - Jason brings seven years of experience from the Blind Brook Wastewater Treatment Plant, with a diverse career spanning both public and private sectors in various capacities. Recognizing the importance of union representation, he is eager to contribute to the revitalization of CSEA.


Lynda Perretto, Union Representative
Administrative Assistant, Department of Social Services (DSS) – Lynda offers more than 11 years of experience at DSS, spanning multiple units such as CMCU, OTHA, IAU Cert, and Finance. Additionally, she has extensive experience in the performing arts as a professional dancer and instructor across Westchester County, complemented by her background in the medical services field. Her expertise in coaching, paralegal services, and contract management equips her well for the role of Union Representative.

Our new Board members combine diverse public and private sector experience, with several members having direct involvement in union negotiations and representation—key areas where CSEA 9200 needs revitalization. We are committed to restoring strength within the county as dedicated workers and a robust bargaining unit.

The new site will not only feature the new branding but will be much easier to navigate so everyone can easily find what they need. HOWEVER, in order to change over to the new look, the cseany.org website may be unavailable beginning at 6:00 p.m. on Friday, June 27 through 7:00 a.m. on Tuesday, July 1.

State legislative session comes to a close
The New York State Legislature wrapped up its session last week. However, we expect legislators to return in the fall to address the impact of federal cuts. This session delivered several important victories for CSEA. We led the charge to regulate how artificial intelligence (AI) is used by local governments, school districts, community colleges, and SUNY, ensuring workers aren’t replaced by these new technologies. We were also successful in getting bills done to improve recruitment and retention in the public sector, improve conditions for home-based child care providers and much more. Here is a short summary of key legislation passed by both the state Assembly and state Senate. These bills still need to be signed by Gov. Kathy Hochul to take effect.
U.S. Senate nearing its budget
The U.S. Senate is nearing release of its final Reconciliation proposal, but many details remain unclear as key provisions are being struck down by the Senate Parliamentarian. We're still awaiting final language, especially regarding potential Medicaid and SNAP cuts. What we do know is the proposal includes deep cuts to essential state and local government programs, threatening to blow a massive hole in New York State’s financial plan. These cuts could cost the state billions of dollars. All members are strongly urged to take action now to help stop this harmful legislation. Take action here to become a CSEA Federal Advocate

DeStefano honored as Hudson Valley labor hero
SUNY New Paltz Local President Fred DeStefano, who also serves as 2nd vice president of the Southern Region, was recently honored at the Hudson Valley Area Labor Federation’s annual Labor Heroes Dinner. He received the HVALF’s Joe Hill Award, which is named for the Swedish-American labor activist and songwriter to whom the well-known union phrase, “Don’t Mourn. Organize,” is attributed. DeStefano has been active in the greater Hudson Valley labor community, serving as president of the Upper Catskill Central Labor Council. A contingent of leaders from our union were there to celebrate the honor.
Doyle honored for her service
Western Region member and Probation Officer Gina Doyle from Erie County will be recognized at the upcoming NYS Probation Officers Association Conference and given the 2025 Director’s Award for Outstanding Service by a Probation Officer. Gina helped negotiate a peaceful surrender of a probationer that involved extensive police presence in Cheektowaga.

Dear CSEA Family,

CSEA Calls for Action After Another Work Zone Crash
I’m furious to share news of another work zone incident involving CSEA members. Three of our DOT members were struck by a vehicle Wednesday morning while working in a clearly marked work zone on Route 36 in Hornell. Thankfully, all three will survive their injuries, and my heart goes out to them and their loved ones for a speedy recovery.

News of this incident is incredibly infuriating because it comes less than two weeks after we lost Robert Bornt, a DOT worker and CSEA Unit President, in a similar crash. These tragedies are happening far too often, and they must stop! We are demanding immediate action, including stronger enforcement and better protections for highway workers before another life is lost. This includes action on legislation CSEA strongly supports that is currently being considered by the New York State Legislature.

I encourage all members to take action by emailing their Senator and Assemblymember to demand they pass legislation that protects our members. Use this link to contact your legislators.

Blitz news: CSEA hearing every voice in Ulster!
CSEA volunteers held a major blitz in Ulster County to hear from as many members as possible. Early on, we were met with lots of sunshine and 90-degree days – letting everyone know CSEA is the hottest topic in town! We held worksite meetings in different locations throughout the week. Over 250 CSEA members attended and engaged in one-on-one conversations, mini group discussions and larger group meetings to share their thoughts and have their voices heard.

On Saturday, teams of blitzers were out before the rain and thunder hit the area to reach the highest attempt number of the week, knocking on 156 members’ doors, having 28 conversations, and collecting 11 contact update cards! Overwhelmingly, responses have been nothing but positive and show great appreciation for CSEA!

Overall, it was a successful blitz! Here it is by the numbers:
• 552 Lit Drops at members’ homes
• 250 Members attended worksite meetings
• 103 Conversations at members’ homes
• Over 350 Total Conversations
• Collected 153 Total contact update cards
• 45 Accidental Death Benefit forms updated
• 22 Members downloaded the MyCSEA App on their phones for the first time

Fed Update - Your activism works. Let’s keep it going!
The U.S. Senate continues working on federal budget proposals, and we expect to see more details in the coming two weeks. Late last week, reports suggested the Senate was considering cuts to Medicare as part of their effort to reduce federal spending. Thanks to strong public pushback, they are now backing away from that position.

New CSEA Branding Rollout – Begins July 1
CSEA’s updated logo officially rolls out July 1 as part of a broader effort to modernize our image. To help guide this process, I appointed a branding team comprised of a diverse mix of leadership, members, retirees, and staff from various regions and departments. This transition will happen in three phases:
• Phase 1 (by July 1, 2025): Digital platforms, website, and publications updated.
• Phase 2 (by July 1, 2026): Printed materials phased in as supplies run out.
• Phase 3 (ongoing): Permanent signage updated following further planning.

Did you know since 2002, June 12 is World Day Against Child Labor? Labor unions including CSEA have long played a critical role in fighting for workers’ rights and protecting vulnerable populations. Western Region Executive Board
Western Region leaders held their Executive Board meeting this past Saturday. It focused on empowering members through political action, leadership development, and upcoming outreach efforts like the newly announced Monroe County Blitz. Leaders also celebrated retiring Erie County Local 815 President Denise Szymura and reinforced the importance of training, engagement, and voting for union-endorsed candidates.

Scholarship Fund Information
Long Island Region One is accepting applications for the CSEA Long Island Region One Scholarship Fund. The region will be awarding three $2,000 college scholarships to graduating high school seniors of CSEA members or CSEA retirees (who are legal guardians) in good standing. The winners will be selected by the Region One Scholarship Committee. Winners will be announced at the CSEA Long Island Region One International Day Festival on June 28, 2025.

County Local supports Seneca County Su***de Prevention Coalition
Members from the Seneca County Local participated in Walking with Hope in the Heart of the Finger Lakes, a fundraiser to support the Seneca County Su***de Prevention Coalition which raises awareness about mental health and su***de at Sampson State Park on Sunday, June 1.
Local leaders created an event team, made a donation to the coalition, and invited members and their families to join the team. Members supported the event by making personal donations, purchasing 50/50 raffle tickets, walking a 1- or 2-mile loop at the park, or by supporting their fellow members along the walk.

Brothers and Sisters:

It is with great sadness that I report the passing of a CSEA Southern Region union brother due to complications from coronavirus. Keith Phillip was a CSEA member for over 30 years. As a member of our Rockland Psychiatric Center Local, he was a secure care treatment aide 1 working for the state, and was loved by both patients and staff.

Please join us in keeping our his family and friends, and fellow Local 421 members, in your thoughts and prayers during this difficult time. May our union brother Keith Phillip rest in peace.

Dear CSEA Family,

CSEA mourns tragic loss

We are heartbroken over the tragic death of CSEA member Robert Bornt, a DOT highway maintenance supervisor and Unit President for Local 676, who passed away following a May 29 work zone intrusion. Robert was a dedicated leader and public servant. On behalf of CSEA, I extend our deepest condolences to his family, loved ones, and co-workers. This tragedy underscores the urgent need for stronger work zone safety enforcement and greater public awareness. CSEA successfully fought for expanded speed camera enforcement in this year’s state budget, but more must be done. Work zones are workplaces and our members deserve to come home safe. Please respect the cones, obey speed limits, and remember lives are on the line every day.
Understanding the Reconciliation Bill and What’s at Stake for CSEA
As the federal Reconciliation bill moves through Congress, it can be difficult to track exactly what’s in it and what it means for CSEA members and New York State. That’s why it’s so important to stay informed.

I urge you to reach out to your Region Political Action Coordinator and invite them to present to the membership. These presentations are designed to break down what’s in the bill, how it’s changed in the House, and what’s at stake for our members. This latest version of the presentation includes important updates, so even if you’ve attended a previous session, it’s worth bringing your members up to speed.

The Senate is expected to finalize its work on these deep and damaging cuts by July 4, so time is critical. Please also encourage your members to sign up as CSEA Federal Activists. This is the best way for them to stay engaged and take action as we push back against harmful provisions in this bill.

To help guide this process, I appointed a branding team comprised of a diverse mix of leadership, members, retirees, and staff from various regions and departments, including Stacey Baldwin-Deyo, Jarvis Brown, Shana Davis, Hattie Adams, Lovy Mootry, Bernadette Giambra, Jennifer Nagy, Neil Kelly, Rob Scholz, Dan Ventresca, Elizabeth King, Eric Wilke, and Bryan Miller.

This plan will occur in three phases:
• Phase 1 (by July 1, 2025): updated digital platforms, social media, website, and publications.
• Phase 2 (through July 1, 2026): Printed materials phased in as supplies run out.
• Phase 3 (ongoing): Permanent signage updated following further planning.

The CSEA Communications Department will lead this transition, with support needed from all departments, partners and members. A branding kit and digital assets are being developed to help with the transition and will be available by July 1. More details coming soon. While we anticipate some challenges along the way, we are confident that this transition will be a success and will help move CSEA forward into an exciting future.

Ulster County Member Engagement Blitz kicks off!
The blitz kicked off Tuesday with a worksite visit at the Ulster County Department of Social Services, where over 100 CSEA members engaged in meaningful conversations and received valuable information on CSEA's member-only benefits. That’s just the beginning, though! There’s lots of energy and excitement in the air this week. The Member Engagement team is leading the effort with support from local volunteers. The blitz runs through Saturday, with home visits ramping up on Friday and Saturday.

Summer break is almost upon us, but maintaining a safe & healthy school workplace happens all year-round at CSEA!

The New York State Workplace Violence Law covers all public schools and requires every school district to maintain forms for reporting incidents of workplace violence and to maintain an annual log of those incidents that is reviewable by CSEA. Be sure to have a Workplace Violence Prevention program and plan in place, and train all staff to follow the plan. In every school year, each school district and union in NYS must:
• Meet to review & analyze all incident report forms to identify trends and to determine if existing control measures have been effective during the current school year
• Meet to review and update (as needed) the written Workplace Violence Prevention program to reflect changes or updated controls based on the incidents
• Meet to review and update the school’s Workplace Violence Prevention training program & plan (if needed)
• Plan for providing the required annual Workplace Violence Prevention training for all school employees at the start of the 2025-2026 school year
June is the month to plan for a safer school year in 2025-2026, and CSEA can help. CSEA’s Office of Safety & Health has Specialists who can assist any CSEA unit in enforcing our rights to a healthy workplace. For more information go to:

Wildfires may threaten air quality

Unfortunately, we’re once again seeing wildfires in Canada that could impact air quality here in New York. While recent wind and rain have helped, conditions may change. If air quality worsens, limit strenuous outdoor activity, keep car windows closed, and run A/C on recirculate. Use home air filtration units if available. If you must be outdoors, wear an N95 or P100 respirator for better protection and take frequent breaks. You can monitor air quality at airnow.gov, which updates throughout the day. Please stay informed and take precautions to stay safe.

Did you know June marks the anniversary of the Wagner Act? Officially known as the National Labor Relations Act, the Wagner Act was signed into law on June 27, 1935. This landmark legislation gave workers the legal right to form unions, bargain collectively, and take collective action. It laid the foundation for the modern labor movement and protections we still rely on today. Without the Wagner Act, many of the rights we enjoy as union members might not exist.

Southern Region members enjoy Renegades outing for Member

Appreciation Month

During Member Appreciation Month, members in the Southern Region were invited to enter a ticket contest for an evening at the Hudson Valley Renegades minor league baseball game. Those tickets winners turned out to the game last Friday and enjoyed an evening of baseball (along with a Taylor Swift theme night!) courtesy of CSEA. Later this summer, the Southern Region will host a picnic night at the New York Boulders, another local minor league team. Details for that game will be sent very soon.

Appreciation Continues!
Member Appreciation Month may be over, but the celebration continues across the region! Last week, Local 828 Monroe County held two great events at Monroe Community Hospital, where members enjoyed meals and connected with union benefit vendors. This week, Local 436 Finger Lakes DDSO hosted an Info Day that was well attended. View Facebook photos here.
