Belmont County Enrichment Fund GIVE Belmont County is a family of funds of the Community Foundation for the Ohio Valley for the benefit of Belmont County.

The Smith-Goshen Landowners Group was formed to collectively negotiate a fair lease with a drilling company willing to view the landowner and the company as a partner in developing their oil and gas .In the true spirit of this partnership, the all volunteer committee and Rice Energy wanted to create together a way to give back to the community. In December of 2013 the Smith-Goshen Group, in partne

rship with Rice Energy, created the Smith-Goshen Rice Enrichment Fund as a affiliate of the Community Foundation for the Ohio Valley (CFOV). The CFOV has been growing philanthropy in the Ohio Valley since 1972, including Belmont County. The Community Foundation for the Ohio Valley (CFOV) and its affiliate, GIVE Belmont County, are pleased to announce the 2026 grant recipients of the Belmont County Enrichment Fund (BCEF). This year, 13 local organizations will receive grants totaling $66,463 to support projects that enhance the quality of life across Belmont County.
