CONTRACT EMPLOYMENT, 20-HOURS/WEEK
Hourly rate: $35.00-$45.00/hour depending on experience

The Nehalem Bay Health District (NBHD) seeks an independent contractor to provide project and operational leadership and support to its board of directors.

The NBHD is an Oregon Special District, a governmental entity, located in the city of Wheeler, Tillamook County, Oregon. The NBHD is directed by a five (5) member elected board.

The mission of the NBHD is: To facilitate the delivery of health and community services by encouraging collaborative partnerships and stewardship of public resources. The NBHD has a service area of 26 square miles in Tillamook County with an approximate population of 3,600 individuals. The NBHD annual operating budget in Fiscal Year 2025-26 was $196,000 and its construction budget was $6.3 million.

The NBHD owns two properties and the four buildings located on the properties, including the new 16,000 square-foot facility leased by the Nehalem Bay Health Center and Pharmacy which provides primary-care, dental and behavioral health services and a full service pharmacy; and the facility leased by the Nehalem Valley Care Center, an Oregon-licensed 50-bed skilled nursing and rehabilitation facility. The NBHD is currently working on a significant renovation of the Care Center facility. The NBHD also owns the unoccupied old Wheeler hospital and continues its plan to demolish the hospital and redevelop the site for workforce housing.

QUALIFICATIONS
• The successful candidate understands the importance of customer service, is financially savvy, adept at managing large amounts of data and information, curious and innovative, and able to work independently;
• A bachelor’s degree, or equivalent experience, in accounting, business, project administration or a related area;
• A minimum of five year's experience in non-profit, municipal, or small business financial
and operations management (example: treasury, financial reporting, and/or accounting);
• Possesses essential knowledge of QuickBooks, Microsoft Office Suite [Excel, Word, Access], Web-based project management programs, Google Product Suites;
• Exhibits exceptional attention to detail, has strong written and verbal communication skills;
• Can analyze data, identify key findings, and communicate these clearly and concisely;
• Can learn and work independently and apply ingenuity; and,
• Is a team player who takes initiative to ask questions, make suggestions, and offer innovative approaches contributing to the public service mission of the NBHD.

EXAMPLES of PROJECTS to be UNDERTAKEN (this list is not exhaustive):
• Prepare a desk manual of policies and procedures;
• Website monitoring and updating;
• Manage NBHD records;
• Draft agendas and take meeting minutes; and
• Assist in the annual financial audit and budget processes.

Update on Water Damage at Nehalem Bay Health Center and Pharmacy

This is an update for the community regarding an internal water line connection failure this week at the Nehalem Bay Health Center and Pharmacy in Wheeler.

Sometime late Monday or early Tuesday – May 11 or 12 – a water line connection in a ceiling area failed and a significant amount of clean water spread throughout the first floor of the facility. Health Center staff discovered the situation as they arrived to open the building early Tuesday morning. Nehalem Bay Fire and Rescue personnel responded quickly, as did Wheeler Public Works and water and power in the building was turned off.

Staff members quickly took up brooms and squeegees to direct water outside the building. There were no injuries and minimal damage to equipment and furnishings.

By late morning Tuesday water had been substantially moved out of the building and Servpro, a firm specializing in cleanup of such events, was onsite to begin efforts to dry the areas where water had penetrated baseboards or drywall. By Wednesday nearly all affected vinyl baseboards had been removed in order to facilitate drying that is being accomplished with dehumidifying equipment. Repairs to baseboard and sheetrock will begin when drying is complete, likely by the weekend.

The Health Center was able to operate the pharmacy and dental departments on Wednesday and those services are ongoing. It is hoped that full Health Center services will resume next week.

Health District president Marc C. Johnson said of the incident:

“While the Health District certainly regrets this unfortunate event we want to applaud the extremely quick and effective response from all who helped get water quickly out of the building. The quick response clearly minimized damage.

"Having said that no one expects a water line failure in a very new building, but unfortunately despite inspections and testing such events are not unheard of. The District, its contractor and subcontractors, have appropriate levels of insurance and facility equipment remains under warranty.

“The Health Center and Pharmacy will fully and quickly recover from this and will be back in full operation as soon as humanly possible.”

Both the board of the Health District that owns the facility and the Health Center leadership and staff who provide health care services thank our supportive community for their understanding.

We will continue to provide updates in the days ahead.

Unfortunately there was a significant water leak early today at the Nehalem Bay Health Center and Pharmacy in Wheeler impacting services on the first floor of the facility.

As a result the Health Center and Pharmacy did not open today, while the cause of the leak was being assessed and repaired.

By mid day today - thanks to Nehalem Bay Fire and Rescue, Phil Chick of Wheeler Public Works and the dedicated staff of the Health Center - the vast majority of the water had been cleaned up and a professional crew is now on site drying out effected areas.

We'll have more updates as developments warrant. Check with the Health Center for updates on when services will be back online.

Gail Nelson, the CEO of the Nehalem Bay Health Center and Pharmacy, and Marc Johnson, president of the Nehalem Bay Health District, were recently invited to discuss rural health care issues with the Oregon Health Policy Board.

The board is the policy-making oversight body for the Oregon Health Authority and its departmental divisions. The board met in Tillamook.

Ms. Nelson provided an update on the creation of a full service dental department at the new Health Center in Wheeler, Oregon.

Mr. Johnson discussed the Health District’s ongoing renovation of the Nehalem Valley Care Center, a regional skilled nursing and rehabilitation facility in Wheeler, as well as the District’s plan to develop workforce housing.

It was a great opportunity to showcase efforts to improve health and senior care on Oregon’s north coast.

Former Administrator Returns after 30 Years

WHEELER, OR, April 1, 2026 – Rob Hays has accepted the position as Nehalem Valley Care Center’s Administrator, returning to the place where he started his administrative career. Rob fell
in love with this community and those who live here all those years ago and is extremely excited to return home in a truly poetic full-circle moment.

Passionate in his mission to enhance the lives of vulnerable populations, Rob explains, “My life’s work has been dedicated to ensuring frail and at-risk individuals in our society are venerated,
honored, and cared for in a manner which recognizes individual needs and empowers the aging individual.”

Rob previously served as Executive Director of Bailey Boushay House Programs (BBHP),
a Virginia Mason Franciscan Health human service organization that offers many different care, case management, housing, rental assistance, outpatient clinic and inpatient palliative care
programs.

Prior to BBHP, Rob’s impressive history includes executive positions at facilities of various capacities and care program offerings, and includes being the senior administrator at
Mennonite Village, the largest Continuing Care Retirement Community in Oregon for many years.

Having served both the public and non-profit sectors, Rob has been a board member of the Alzheimer Association, The Rinehart Clinic, The North American Division of Adventist Senior
Services, two Hospice chapters and LeadingAge Oregon.

Throughout the Northwest, he taught classes on aging to professional, academic and lay-person groups and has provided consulting services for the Alzheimer’s Research Alliance, Milo Academy and Holy Rosary Academy.

Rob has supported the academic and legislative communities by serving on advisory boards at both Blue Mountain Community College and Linn Benton Community College. In 2003 and 2006,
the Governor of Oregon appointed Rob to consecutive terms on the Oregon Long Term Care Administrators Licensing Board, serving two years as Chairman.

His own academic accomplishments include degrees in gerontology, social work and Alaska Native Studies. He has
completed a Leadership Fellowship with LeadingAge, and a Fellowship with The European Eden Institute.

Canyon Wren Consulting’s Erica Knepper points out, “Before leading Continuing Care Retirement Community organizations, Rob had first-hand experience working in long-term care
in a multitude of positions, ranging from a nurse’s aide to administration. He has received many regional and state awards for innovative practices and programs in his field, and his state and federal compliance history is exemplary. Pat Arcady appointed to Nehalem Bay Health District board

(Wheeler) – Pat Arcady of Nehalem has been appointed to fill a vacancy on the board of the Nehalem Bay Health District.

The March 18 appointment was by unanimous vote of the board of directors the Health District and follows the February resignation of board member Anupam Narayan of Manzanita. Board members expressed appreciation to Narayan for his service on the board and his extensive involvement during construction of the new Nehalem Bay Health Center and Pharmacy in Wheeler.

Arcady has been a full-time residence of Nehalem since 2019 and has regularly attended Health District board meetings as a member of the public since early 2022. Arcady said she was motivated to serve to assist the District in the next phase of its strategy to improve local health and senior care on the north coast.

“Now three major construction projects are next on the agenda,” Arcady said, “renovating the Nehalem Valley Care Center, demolishing the old Wheeler hospital, and developing workforce housing on that property. I am raising my hand to commit significant time to attending meetings, finding solutions, and bringing my best thinking to the myriad of challenges ahead.”

Arcady’s professional work background includes ten years in higher education administration; four years in management roles in community nonprofits; thirteen years in management at a Fortune 100 corporation; followed by eight years work coaching teams and mid-level managers in leadership and teamwork. Locally, she was instrumental in launching Rainy Day Village – moving it from a concept paper to a functioning organization.

The Nehalem Bay Health District owns the new Health Center and Pharmacy facility; owns and operates the Care Center, a skilled nursing and rehabilitation facility, under a management agreement with an Oregon nursing home management firm; and owns the old Rinehart Memorial Hospital.

Arcady will serve until the next regular election of Health District board members in May 2027.
