Roughly one-third of Tennessee’s 95 counties lack an animal shelter, leaving animal welfare groups, neighboring counties, and rescue organizations struggling to handle abused, neglected, or abandoned animals. Because Tennessee law does not require counties to operate an animal shelter, advocates from the Animal Compassion Coalition of Tennessee are pushing state lawmakers for a new mandate during the upcoming legislative session starting in January 2027. The proposal would require every county to have guaranteed access to a functioning or regional shelter, animal-control services, and a reliable emergency response system. Advocates point out that only about 13 states require local governments to provide animal control or stray housing—often achieved by sharing regional facilities or contracting private organizations—and warn that gaps in the system force people to dump animals in neighboring counties, overwhelming existing shelters and complicating cruelty law enforcement.
