important update Regarding our Open Access Program:
At Carroll County Youth Service Bureau, our priority is to ensure our community has a clear, reliable path to mental health and substance use care. In response to recent changes in external program funding, CCYSB is proactively restructuring our Open Access model. By shifting our focus toward streamlined phone intakes and dedicated paperwork hours, we are optimizing our staff resources to ensure you still get connected to care quickly, efficiently, and reliably.

WHAT IS CHANGING & WHEN:

PHASE 1: Transition Period (June 15 – June 30, 2026)
• There will be no walk-in hours for referrals or assessments during these two weeks.
• We will continue to provide scheduled assessments. You can secure a slot by calling our referral line at 410-848-2500 (Option 1) or emailing [email protected].

PHASE 2: New Open Access Structure (Effective July 1, 2026) We are shifting from a "same-day walk-in assessment" model to an assessment being offered within 1 week of paperwork and referral completion.

Option 1: Call Us (Mon-Fri, 8:30 am – 4:00 pm) We have increased our staffing dedicated to answering your referral calls live. Our coordinators will help you complete your initial referral paperwork directly over the phone.

Option 2: Walk-In for Paperwork Support If you prefer in-person assistance with your initial paperwork, our doors are open during dedicated walk-in hours:
• Tuesdays: 8:30 am – 11:00 am & 2:00 pm – 4:00 pm
• Wednesdays: 12:00 pm – 2:00 pm

Our 1-Week Goal: Whether you choose to call or walk in, once your initial referral paperwork is completed, an appointment for you will be scheduled for a full clinical assessment slot within 1 week will be offered. (Please note: Same-day assessments will no longer be standard, but may be offered if openings are present due to cancellations.)
