Stephen Joseph Fay Memorial Fund, Inc. What does the Stephen Joseph Fay Memorial Fund do? We have two short-term goals and two long-term goals.

The first short-term goal is to have Stephen’s Law passed here in New York, with a related long-term goal to have this legislation become nation-wide, and have every state DMV be electronically connected so that people with suspended licenses cannot go to another state to legally obtain a license to drive in that state, only to drive in other states where they have been suspended. Our other short-

term goal is to provide both a senior academic scholarship and a wrestling camp scholarship, with our long-term goal to keep those scholarships going year after year, and continue expanding beyond them! Stephen’s Law: Saving Lives, Upholding Justice

We are working to pass a law that states:

Any person operating a motor vehicle with a suspended license and/or is unlicensed and is involved in a motor vehicle accident where bodily injury or fatality is caused shall be charged with a felony offense (in lieu of a misdemeanor). We are fighting for this law to deter people from driving when they should not be driving. While enacting this law will not save our Stephen, it will preserve the lives of many others who would suffer from a similar incident. Annual SJF “Say NO to Bullying” Scholarship

Each year, the Stephen Joseph Fay Memorial Fund will allocate $300-$500 for one high school senior who has taken a stand against bullying. The only requirement is that the senior student submit an essay detailing what they have done about bullying: If they had ever been bullied; whatever they have done to prevent bullying; or any public action they’ve taken to raise awareness of the very real damage caused by bullying. Bullying can happen not only in school, but also in neighborhoods, around town, during a game, or even through the internet and social media, which is now known as cyber-bullying. Each year, the Stephen Joseph Fay Memorial Fund will work with the Carle Place High School wrestling coach to choose one wrestling student to be the recipient of a paid-in-full scholarship for the Hofstra wrestling camp.

Vote YES for Stephen's Law! Stephen was on his way to school when he was killed by a truck driver with a suspended license. It's a misdemeanor to kill, hurt or mame someone when you operate a motor vehicle with a suspended license and/or unlicensed.

Senator Jack Martins wrote Stephen's Law. Stephen's Law: Any motor vehicle operator, operating any motor vehicle, who is unlicensed and/or has a suspended license, that is in a motor vehicle accident, causes injury or fatality, shall be charged with a felony in lieu of a misdemeanor.

In addition, the DMV must have a national data base. The DMV must be accountable to protect innocent persons accidentally suspended or follow a check list to notify the motor vehicle operator of license suspension.

It is the responsibility of the motor vehicle operator to notify the DMV of address changes and to have current active motor vehicle insurance.

The DMV checklist will protect motorists of their civil rights and will protect their amendment rights.
Education is a MUST!

Stephen's Law must be changed in all 50 States. It's local government changes. However, federal law needs to enact the changes for all Department of Motor Vehicle Agencies as to where they are streamlined.

Persons cannot obtain licenses in other states while suspended in an other. They will be responsible for accountability, notification, education via license renewal, registration renewal, permit testing books, applications for drivers license, application for registration, adding Stephen's Law to all text, media and notification.


Every Drivers Education Curriculum and High School Safety Curriculum will need to teach Stephen's Law.


We are rasing funds to film Stephen's Story, The Documentary as well as Public Service Announcements spreading the word and educating all on Stephen's Law.


We have a 10 year business plan to not only pass Stephen's Law in every State, but to financially assist victims of motor vehicle accidents with prehospital care, hospital care, post hospital care both medically and emotionally.

We also hope to financially assist with funeral expenses, if need be as well as bereavement counseling for family members.

Our business plan will take lots of time, lobbying, money, grants, Grantwriters, Angel Investors and forever fundraising. This is a huge task.

Please help us SAVE LIVES TOGETHER!!! Not one more child, not one more elder, not one more innocent!!! STOP this useless KILLING!!!
