Human Trafficking Coalition Of The Palm Beaches In 2021, HTCPB received 501 (c) (3) non-profit status from the Internal Revenue Service and is tax-exempt. There is no membership fee to join PBHTC.

The Human Trafficking Coalition of the Palm Beaches serves as a unifying force in Palm Beach County for human trafficking awareness and prevention through education, community collaboration, and survivor empowerment. Established in 2005, The Human Trafficking Coalition of the Palm Beaches (HTCPB) is a private/public partnership of county agencies, non-profit organizations, law enforcement, civic groups, and community members. The mission of the Human Trafficking Coalition of the Palm Beaches is to prevent human trafficking in the Palm Beaches by building partnerships, fostering collaborations, identifying resources, and providing education and outreach. The HTCPB membership is made up of people who have come together to further the HTCPB mission. Any person who wants to join the HTCPB will complete a membership application with contact information, attend regularly scheduled monthly meetings, volunteer to sit on one of the committees, and attend committee meetings as scheduled by the chair person. Each member makes a commitment to be active and contribute to the coalition through participation in scheduled events or to represent the HTCPB when collaborating with other community agencies or organizations. One not-for-profit agency may hold any self-proclaimed donations to the HTCPB and will report such as needed.

Noelle serves as the Community Development Director for the Junior League of Boca Raton, where she builds meaningful community and corporate partnerships that support the League’s mission and programs. Prior to joining the Junior League, she worked with ChildNet, supporting children and families in the foster care system.

With a strong background in child welfare, community engagement, and partnership development, Noelle brings a valuable perspective and a deep commitment to making a positive impact in our community.

We are excited to have her join the Human Trafficking Coalition of the Palm Beaches and look forward to the experience, connections, and passion she will bring to our work.

With 34+ years in child welfare, Selina is a nationally recognized expert in child trafficking prevention, trauma-informed care, and protecting vulnerable youth. She is also partnering with NYU on research into how digital platforms are used to facilitate the commercial s*xual exploitation of youth.

Thank you to everyone who joined us for Leading with a Purpose: How Leaders Can Recognize and Prevent Human Trafficking.

It was an important evening of education and conversation focused on recognizing the warning signs of human trafficking, understanding the realities facing our community, learning about available resources, and exploring how each of us can play a role in prevention and awareness.

We are especially grateful to our community collaborators—the Human Trafficking Coalition of the Palm Beaches , Town of Jupiter Police Department, and Florida Department of Children and Families—for sharing their expertise, resources, and commitment to protecting vulnerable individuals in our community.

Founder & CEO, HeartDance Foundation, Inc.

Dotti Groover-Skipper is a nationally recognized leader in the fight against human trafficking, exploitation, addiction, and the s*x trade. As founder of HeartDance Foundation, she has spent decades serving vulnerable men, women, and children while helping communities build stronger, more coordinated responses to trafficking and exploitation.

Her leadership has extended from local coalitions to statewide policy, including service on Florida’s Statewide Council on Human Trafficking and her current appointment to the Florida Board of Massage Therapy. Dotti has trained faith communities, schools, businesses, organizations, and community leaders across Florida and beyond.

Her many honors include Florida’s Human Trafficking Advocate of the Year, the Lifetime Achievement Award from the Hillsborough County Sheriff’s Office, and induction into the Florida Women’s Hall of Fame in 2025.

We are grateful to ReversaTatt Tattoo Removal Boca Raton for generously assisting a survivor with the rebranding of a trafficker’s tattoo.

For survivors of human trafficking, removing or transforming a trafficker’s mark can represent far more than a cosmetic change. It can be an important step in reclaiming identity, dignity, and freedom.

Through the Survivor Support Fund, HTCPB was honored to provide transportation to and from the survivor’s appointments so this service could be accessed without added burden.

We sincerely thank ReversaTatt Boca Raton, located inside Four Season Laser, for using its expertise and compassion to make a meaningful difference in the life of a survivor.

Partnerships like these remind us of the powerful impact our community can have when we work together to support survivors on their journey forward.
