Detailed Discussion
An intense storm is expected to develop off the coast of Virginia on Sunday, and the track of that storm is beginning to come into focus. All week the question was between a more easterly track… that would limit significant impacts to the coastline, and a more westerly track… that would bring significant impacts into the Hudson Valley. Over the past 24 hours, we have seen a unanimous trend westward in the data.
As a result, we have increased our snowfall forecast for the Hudson Valley, to 12″ to 18″+. What this means, is that if the storm takes the current expected track… the majority of the Hudson Valley will see 12″ to 18″ of snow. The reason for the ‘+’ is because we are now beginning to track extreme convective signals in the data, that may cause the storm to be more intense than previously

Here is some food for thought on building half the new Highway garage without heat.

Also without heat you cannot preload trucks with road salt as it freezes and becomes a big block of solid salt that needs to be chiseled out of the body.

**UPDATE** Wanted to thank everyone for helping our crews during our Sunday/Monday storm.
Cars were kept off the roads and crews worked 33 hours to clear our roads.
This week we are now concentrating on getting them widened to allow normal traffic movement.
Many folks forgot what Mother Nature can unleash on us here in the Northeast. Especially when heavy snow is followed by frigid temps.

Remember the Blizzard of 1996?

Given the predicted enormity of the upcoming storm we very well may need to have vehicles towed.
Crews are planning on coming in at first snow early Sunday and will most likely work thru late Sunday night when the hospital & emergency workers head in on their shifts around 11-11:30. If the snow slows Crews will take respite and get a few hours sleep
and then be back at it between 4-5am to work thru till the snow ends Monday evening and roads are cleared for Tuesday mornings commute.
Personally I'm expecting at least 2 ft of snow.
I've lived and worked in the woods thru the 96 blizzard when we had over 4ft of snow and 2001 when the thermometer did not rise above 0° for over 3 weeks!
It was one way Mother Nature figured out how to keep me quiet, my mustache and beard froze together. :-)

I feel the need to repost this so all residents understand how difficult you make clearing the roads for the Highway Crews during/after snow events.

In some instances we weren't even able to get thru the road.

For the first time in 9 years as your Highway Superintendent I had to call the UC Sheriffs Office to have car owners alerted to move their vehicles or be towed. This was after repeated attempts to educate residents by leaving notices on their windshields which were ignored.

Please do not park on any town road when a winter storm is eminent.

We really don't want to tow anyone's car, but at some point it may become necessary for the safety of ALL Town Residents.

§ 200-8 Parking prohibited during snow removal operations.
Beginning one hour after the commencement of any snowfall or other precipitation causing hazardous or unsafe roadway conditions requiring attention and treatment by the Town of Hurley Highway Department personnel in the Town of Hurley in Ulster County, and continuing for one day after such snowfall or other precipitation has ended, no vehicles may be parked on Town highways or roads. In order to facilitate roadway treatment operations, any vehicle so parked during such period may be removed therefrom as provided herein.

§ 200-9 Removal of vehicles.
When any vehicle is parked or abandoned within the right-of-way of any street or highway under the jurisdiction of the Town of Hurley in such a way as to obstruct or impede the efficient removal of snow or the effective treatment of slippery conditions on such right-of-way, that vehicle may be removed therefrom. The Town of Hurley shall not be liable for any damage incurred by or during removal or storage of said vehicle.

§ 200-10 Authority to remove.
The Town of Hurley Superintendent of Highways and his or her agent are hereby authorized to arrange for the removal of any vehicles that, in his or her judgment, are in violation of this article. All expenses attendant to that removal shall be borne solely by the owner or owners of such vehicle. The Town of Hurley Highway Superintendent is hereby requested to document and provide to the Town of Hurley Town Clerk all arrangements and procedural agreements instituted with law enforcement agencies applicable to the removal of offending vehicles pursuant to the exercise of this authority.

§ 200-11 Notice of removal; responsibility for redemption.
The Town of Hurley Highway Superintendent shall report the removal of offending vehicles to the Town of Hurley Town Clerk during the first work day following removal. Such notification shall include location prior to removal, all available license information, color, make of removed vehicle and organization contacted to effect said removal. It shall be complete and total responsibility of the owner and/or person having charge of the offending vehicle to contact and make all arrangements, both logistical and financial, regarding the redemption of said vehicle from the organization and/or business currently in possession of same.

§ 200-12 Penalties for offenses.
The only penalties incurred as a result of violations of § 200-8 of this article are the financial impacts resulting from the consequences of such violation (i.e., costs associated with the removal, storage and recovery of offending vehicles).
