This is the guy who helped bring horse racing back to Kansas. No tax incentive’s. Gilley’s contributions funds Eureka Downs and their volunteer Fairboard enough to bring the safety of the track and its grandstands back in operation.

The Las Vegas casino magnate and Wichita businessman Phil Ruffin outlined his vision for his Gilley's entertainment complex in Park City after recently securing the popular Country Stampede music festival. That still includes plans to build a 110-room hotel on the property.
