I'm a mom and a grandmother.
I've spent a lot of years paying attention to what children need — and what happens when they don't get it. You learn things raising six kids and homeschooling them through every season of life. You learn more when you add on your two nieces and nephew who came from Guatemala, navigating a new country and a new life. You learn that children are resilient — but resilience needs something solid to push against.
The federal government just published a proposed rule on unaccompanied children. It's serious work and addresses real failures. I read it carefully, and I appreciate what they've done.
But it still doesn't talk about her.
The infant with no name. The toddler with no documents. The foundling discovered during a law enforcement operation, who likely doesn't exist in any database anyone can search.
The rule makes things better for children who are already in the system.
These children are not in the system. They're in the gap between them.
That gap is exactly why Jay and I started PHIGS.
