We filed our comments and study requests on the 14 Beaver and Black River hydropower dams last week. Along with the comments we previously filed on the Moose River in September, we are now involved with the relicensing of 19 dams in the Black River Basin. We now await the proposed study plans for these projects. Here are the links to our comments.

FERC relicensing on the Moose River begins this week with the kickoff meeting at the Moose and Lyonsdale projects. This meeting will begin the process of studying the impacts of these hydropower dams on aquatic habitat, recreation, and other uses. We will be there to make sure our interests are protected!

Next up in the relicensing of 21 hydropower dams in the Black River Basin is Gouldtown and Kosterville on the Moose River and Lyons Falls on the Black River. The FERC licensee for these developments, KEI Power Management, released its Notice of Intent/Pre-Application Document for these three hydropower dams. Flows into these projects are affected by upstream dams at Moose River and Lyonsdale that recently kicked off their relicensing processes. Unfortunately, we have seen no effort among these power companies to coordinate the relicensing efforts as part of a basin-scale relicensing.

Today marks the start of the formal relicensing process on the Moose River with EONY filing of it Notice of Intent (NOI) and Pre-application Document (PAD) with the Federal Energy Regulatory Commission (FERC) for the relicensing of the Moose River Hydroelectric Project. Simultaneously, Eagle Creek filed a NOI and PAD for the Lyonsdale Hydroelectric Project also located on the Moose River. Both EONY and Eagle Creek have applied to use the Traditional Licensing Process (TLP), a process that limits stakeholder consultation prior to its formal license application. We anticipate that there will be an initial public meetings regarding these relicensings on August 27th. The FERC relicencing of these two projects is part of a basin-wide relicensing of 21 hydropower dams on the Black, Beaver and Moose rivers.
