Alaska Spruce Beetle Bark Remediation This page is created for the remediation of Spruce Beetle infested trees in the MatSu and Kenai boroughs, and the nursery/re-planting of our native conifers.

The plan is to use prison labor.

The Plan Outline

The Point Mackenzie Correctional Farm has the workforce needed for this project, and the ability (space) to house more prisoners if needed. The correctional farm also has a full small engine repair shop that will be needed for chainsaw maintenance and repair.

The Point Mackenzie Correctional Farm is one of the most coveted facilities to be assigned to, where inmates must be a low/min security level. It is a 640-acre farm outside of Wasilla. There is no fence around the farm, so the prisoner population there is the correct type for this project.

Here are the intended steps for this project:

Step 1) Create a Non-Profit Organization in Alaska for this project. This hasn't been created as of this posting. I am a paralegal and am fully capable of filing the correct paper work for this project, which in Alaska is only a $50 filing fee.

Step 2) Create a detailed "White Paper" for the program outline. This is a very detailed outline that will be used to get the program approved through the various State Departments, State Agencies, and Local Municipalities.

Step 3) Contact local private businesses in the Mat-Su Borough area, and the Kenai Borough area for interest in which companies would be willing to create and implement a training program for prisoners for Chainsaw use safety, Chainsaw repair and maintenance, tree infestation identification and marking, tree climbing safety, pesticide use, tree nursery and planting.

Step 4) Contact the Alaska Department of Corrections, the Department of Workforce Development, the Mat-Su Borough, and the Kenai Borough and submit the White Paper for approval, and the creation of the program.

Step 5) Contact the Alaska Department of Natural Resources for a land grant for the specific purpose of nursery of native conifers.

Step 6) Implement the training programs from Step 3. Depending upon what time of year this program gets started. Removal of trees should be done at specific times, as well as pesticide application. And as everyone in the 907 knows, the time of year also determines access to land.
