RISE Peer Recovery Certified Recovery Community Organization that Promotes, Educates, and Supports Recovery for All RISE Peer Recovery is a non-profit 501c3.

A community-based recovery service which offers a no barrier point of access to peer and other recovery support services. Mission:
The Mission of Daviess County Peer Recovery Services is to put a positive face on recovery and reduce the impact of mental health and substance use disorders in our community. Our goal is to accomplish this by:
• establishing an environment of acceptance and inclusion

• by linking peers to existing community resources
• by utilizing the success, skills, and support of Peer Recovery Specialist who have lived experience with mental health and substance use disorders to deliver peer-led and peer-delivered services, and
• by being an advocate in our community that educates and reduces the stigma surrounding mental health and substance use issues. Vision:
The Daviess County Peer Recovery Services Vision is to connect individuals struggling with mental health and substance use disorders to peer recovery services that will empower them throughout their journey by embracing all pathways to recovery that establish relationships, community engagement and personal growth.

Celebrating 4 Years of Dedication, Growth, and Impact! 🎉

Today we recognize three incredible leaders who have each dedicated four years to serving our community through RISE Peer Recovery.

💜 Brian Peek, Executive Director & Founder
Brian's vision and lived experience helped create RISE Peer Recovery from the ground up. His leadership, advocacy, and commitment to recovery have transformed countless lives while building an organization that continues to grow and serve those most in need.

💜 Vanessa Phillips, Director of Forensic Services
Vanessa began her journey with RISE through the IRACS program and has grown into a leadership role overseeing our programs and supervisors. Her passion for service, attention to detail, and commitment to excellence have helped strengthen and expand our impact across multiple communities.

💜 Heather Racey, Daviess IRACS Supervisor
Heather started her career with RISE serving individuals directly inside the jail. Through her dedication, compassion, and leadership, she advanced into her current role as Daviess IRACS Supervisor, where she continues to guide both staff and participants toward success.

Over the past four years, these three individuals have helped shape RISE into what it is today. Their commitment to recovery, hope, and community support has made a lasting difference in the lives of hundreds of individuals and families.

Today we celebrate Samantha Davis on her ONE YEAR work anniversary with RISE Peer Recovery AND her birthday! 🎉

We’re also celebrating Chelsea Baker on 8 YEARS in recovery — eight years of strength, healing, perseverance, and choosing a different path one day at a time. ✨

These women remind us what resilience looks like. Their stories, compassion, and dedication make an impact far beyond what words can describe.

One of the individuals we support has recently moved into his own apartment and is doing incredibly well in his recovery journey. This is a huge milestone, and we’re hoping to help make his new place feel a little more like home.

We are currently seeking a gently used loveseat donation. Nothing fancy — just something clean and comfortable to help him continue building stability, connection, and success in this new chapter of life.

This Thursday, we had the opportunity to recognize individuals who completed the 17-week Matrix Program inside the Daviess County Jail. 💜

The focus of this moment was growth, accountability, and the importance of human connection. Recovery and change begin with people being willing to show up, do the work, and take steps toward a healthier future.

While each person’s journey and circumstances are different, we believe positive change is possible when individuals are given support, structure, and connection.

Today, the team at RISE Peer Recovery was honored to participate in the annual United Way Day of Caring!

We are incredibly grateful to play even a small part in being part of the solution in our community. Opportunities like today remind us how powerful it is when organizations, volunteers, and community members come together to give back and support one another.

Service has always been at the heart of what we do, and we love being able to pour back into the communities that continue to support our mission every day. 💜

Congratulations to our first round of 2026 Matrix graduates in Daviess County! 🎉

These individuals have successfully completed 17 weeks of Matrix groups and have worked hard to build new skills, strengthen their recovery, and invest in positive change for their future.

Recovery is not always easy, but showing up week after week, being willing to learn, and continuing to grow takes real strength and commitment. We are incredibly proud of each participant for the work they have put into their journey.

The Daviess County IRACS Team is honored to walk alongside these individuals as they continue building healthy foundations for lasting recovery.

HEA 1296 is officially signed ✍️💜

RISE Peer Recovery is proud and excited to have been part of the process that helped make this important step forward for recovery in Indiana possible.

This legislation is a major win for mental health, recovery, and reentry services across our state. HEA 1296 strengthens support through IRACS and begins the creation of a statewide recovery residence registry—expanding opportunities, accountability, and hope for individuals rebuilding their lives.

We are grateful to the legislators and leaders who championed this effort, and we appreciate Governor Braun for officially signing HEA 1296 into law.

At RISE Peer Recovery, we believe recovery happens when people are given support, dignity, and a real chance to succeed.
