Yemen remains one of the world’s most severe humanitarian crises, shaped not only by armed conflict but by fragmented governance, regional intervention, and the complex role of the Houthis as both governing authority and armed actor.

This week’s Dispatches from the Field examines how civilian protection is affected when governance, warfare, and humanitarian access become deeply intertwined.

The Genocide Report is a registered 501(c)(3) educational and humanitarian nonprofit dedicated to advancing education, legal literacy, and research related to atrocity prevention and international law.

For more than fifteen years, we have worked to make the world a witness to genocide and mass atrocity crimes. Today, our work focuses on translating international humanitarian law into accessible knowledge, examining patterns of mass violence and early warning indicators, and expanding public understanding of rights, protection, and accountability.

We produce educational reporting and analysis for students, researchers, journalists, and the public.

Civilian protection in Gaza is not just a legal question— it is a test of whether international law can function under extreme conditions.

In one of the most densely populated environments in the world, civilians face layered risks shaped by urban warfare, governance by an armed actor, and sustained military operations.

We agree! It’s our world and what we choose to do with it is a really big deal. We can choose to be responsible with our environmental choices… and we can choose peace instead of war… and we can choose humanity over being inhumane.

Armed groups like Hezbollah, Hamas, and Houthis are often described as “non-state actors.” But in reality, they govern.
They provide services. They control territory. They shape daily life for millions of civilians—while actively participating in armed conflict.
This dual role creates a critical challenge for civilian protection, international law, and policy response.

In our latest Dispatches from the Field, we examine:
– What happens when armed groups govern
– How civilians are affected
– Why current policy frameworks fall short

When governance and conflict merge, civilian protection becomes far more complex—and far more urgent.

Escalation along the Israel–Lebanon border is increasing—but the risks extend far beyond the immediate conflict zone.

Civilian populations in southern Lebanon face growing displacement, infrastructure damage, and exposure to ongoing hostilities. At the same time, regional dynamics raise the risk of wider conflict.

This Dispatch examines the escalation through the lenses of atrocity prevention and international law—focusing on civilian protection, regional spillover, and accountability.

Sudan’s conflict has moved beyond a power struggle—it now reflects a systemic collapse in civilian protection.

As violence continues between armed actors, emerging patterns of abuse, displacement, and humanitarian breakdown point to escalating atrocity risks. The absence of accountability and coordinated international response has created conditions in which violations of international law persist with limited consequence.

This latest Dispatch examines the crisis through an atrocity prevention and legal lens.

Environmental stressors are increasingly recognized as risk multipliers in conflict and atrocity environments. Resource scarcity, food insecurity, and climate-driven displacement can exacerbate existing tensions and weaken already fragile governance structures.

On Earth Day, it is critical to recognize that environmental protection is not separate from atrocity prevention — it is part of it.

Rest in power, Reverend Jesse Jackson. 🕊️

He was not just a leader; his presence was a moral anchor. He was a force. A poet. A preacher. A negotiator. A dreamer with his feet on the ground.

He marched with King. He built the Rainbow Coalition. He proved that a Black man could stand on a presidential debate stage and win that stage. He kept hope alive when hope was the hardest thing to hold.

84 years. A life so fully lived. The world is quieter today — and it will take all of us to keep making the noise he made.

"Our flag is red, white, and blue, but our nation is a rainbow." 🌈
— Rev. Jesse Jackson
