The emergency rules for the IL Medical Cannabis Program are on the agenda for the next Joint Committee on Administrative Rules (JCAR) meeting, September 6th, 2016. The proposed rules include requiring patients to pay 3 years in advance for a medical cannabis program ID card. If you have an opinion about this, please write the JCAR members below.

In May, a bill removing criminal penalties for the possession of up to 10 grams of ma*****na everywhere in Illinois was approved by the Illinois House.

Today, Governor Bruce Rauner has signed SB 2228, making Illinois the 21st state to decriminalize ma*****na. The change in the law is effective immediately!

SB10 has been signed into law by Governor Rauner! Thank you to all of the patients, advocates, legislators, and the industry in helping make it happen. A very special think you to Chief Sponsor, State Representative Lou Lang (D-Skokie)!

Some of the exciting elements of SB10 include:
-Extends the program 2020 (instead of expiring Dec. 31, 2017);
-Adds all forms of PTSD and terminal illnesses (terminal illnesses will have an expedited Department of Public Health approval);
-Changes patient registration renewal to every 3 years, with fingerprinting only required for new registrations;
-Allows doctors to simply certify a patient as having a qualifying medical condition; and
-Allows lawful gun ownership by medical cannabis patients.

Jim Champion, a military veteran and member of the state's Medical Cannabis Advisory Board, said the changes in the law would help not only veterans with PTSD but others who suffer from the condition, including victims of abuse, assaults and accidents. He welcomed the change even though the future of the board is uncertain because the new law would have the governor reconstitute the 16-member panel.
