Partners of the Americas Legislative Fellows Program The Legislative Fellows Program bridges the gap between civil society and government. The Legislative Fellows Program is sponsored by the U.S.

It creates an international exchange among professional leaders with a focus on democracy and good governance. Partners of the Americas’ Legislative Fellows Program builds on decades of sustained programs that connect people, institutions and communities to serve and change lives throughout the Western Hemisphere. The program facilitates approximately 75 reciprocal professional exchanges that prov

ide the opportunity for participants to examine the relationship between civil society and government and the issue of public corruption and accountability. Participants are hosted by organizations who are actively engaged in issues of transparency and legislative processes. They work closely with colleagues on related projects and build their professional capacity through site visits, volunteer projects, and on-the-job training. Department of State, Bureau of Educational and Cultural Affairs and U.S. Embassies and Consulates in participating countries.

Luis was nominated for an project he developed during his fellowship in 2014 called re-Blood, which aims to address the shortage of donations in blood banks. The issue personally affected him when a very close family member suffered from an illness that required a blood transfusion yet supply was lacking. This spurred Luis to take initiative and develop a mobile platform that monitors current inventory at participating blood banks and letting registered/potential donors know when supply is low and needed.

"Exchange and fellowship programs help people to serve both their own communities, and the communities which hosted them. They bring people together to jointly implement projects... allow for cross-cultural workshops and trainings, and permit in-depth sharing of knowledge among people and organizations. While activities often take place in a host community, individuals who participate in exchange and fellowship programs often continue to serve their home communities, using the new knowledge and information from their exchange experience." And THIS is what Partners of the Americas strives to do through our many exchange programs.
