📢 HCAOA is advocating for a more balanced and practical approach to Home and Community-Based Services (HCBS) quality reporting.

As CMS develops its proposed 2028 HCBS Quality Measure Set, HCAOA has submitted comments urging policymakers to ensure that quality measurement reflects the real-world challenges providers face every day—including workforce shortages, administrative burden, and reimbursement constraints.
