BRIEFING 📣 New amendments to the Code on Administrative Offenses would allow Russian authorities to pursue a broader range of so-called "political" offenses committed abroad, including certain forms of online expression, advocacy related to the war in Ukraine, and activities linked to "foreign agents," "undesirable organizations," and "extremist materials."

The law also introduces a powerful new enforcement mechanism, allowing courts to freeze bank accounts and other assets located in Russia—even when the individual concerned is outside the country and not present at proceedings.
