⚠️ URGENT ACTION: Our country cannot withstand another sign of impunity.

The Government of Chile, led by President José Antonio Kast, could grant pardons to police officers and military personnel convicted of serious human rights violations during the 2019 protests. This would put justice for victims at risk and deepen impunity.

After nearly seven years, fewer than 2% of the more than 11,000 reported cases have resulted in a conviction—and now they want to grant pardons as well!

🚨 PERU: Alarming Trend Towards Authoritarian Practices
Peru is facing a troubling rise in authoritarian practices:

🔴 Anti-NGO Law (APCI Reform – 2025)
Congress amended the law governing the Peruvian Agency for International Cooperation (APCI), granting the state expanded oversight powers over civil society organizations receiving international funding. Amnesty International and other human rights groups warn that the reform threatens freedom of association, freedom of expression, and access to justice, and could be used to intimidate or sanction organizations that support victims of state abuses.

🔴 Shrinking Civic Space
Amnesty International’s 2024 report “Who Called the Shots?” finds that at least 50 civilians were killed and more than 1,400 injured during protests between December 2022 and March 2023. Evidence suggests that senior political and security officials, including the President, ministers, and high-ranking commanders, may bear responsibility under the chain of command for the lethal and excessive use of force.

🔴 Entrenching Impunity
Amnesty International rejects legislation that is incompatible with international human rights law:
• Law 32419 (2025) grants amnesty to members of the Armed Forces and police investigated or prosecuted for crimes committed during Peru’s 1980–2000 internal armed conflict.

• Law 32107 (2024) introduces statutes of limitation for war crimes and crimes against humanity committed before 2002

📰 PERU: 2025, THE DEADLIEST YEAR FOR JOURNALISTS 🇵🇪

A new annual report by the National Association of Journalists of Peru (ANP), supported by the International Federation of Journalists (IFJ), documents an alarming escalation of violence against the press in 2025. According to the report:

📊 458 attacks against journalists and media outlets were recorded nationwide during the year — more than one per day — making 2025 the most dangerous year to practice journalism so far this century.

⚠️ Four journalists were killed, including Gastón Medina, Raúl Célis, Fernando Núñez, and Mitzar Castillejos — the highest death toll in years — amid a persistent climate of impunity.

👮‍♂️ The report reveals that over 70% of the attacks were carried out by public officials and security forces, highlighting the growing use of state power as a tool of intimidation.

💻 Digital journalism was the most affected sector, followed by television, print, and radio. Journalists faced threats, harassment, physical attacks, and judicial pressure.

Today’s military action by the US Trump Administration in Venezuela, which resulted in the capture of Nicolás Maduro and Cilia Flores, raises grave concerns for the human rights of the Venezuelan population. It most likely constitutes a violation of international law, including the UN Charter, as does the stated US intention to run Venezuela and control its oil resources.

Amnesty International is particularly concerned about the risks of further escalation of human rights violations in the country, stemming either from additional US operations or from the Venezuelan government’s responses to the US attacks.

The organization urges the US government to abide by international humanitarian and human rights law, prioritize the protection of civilians, and uphold the human rights of all persons deprived of liberty, including due process and humane treatment.

It also calls on the Venezuelan authorities to refrain from further repression, reminding them they are bound by international law to respect and protect the human rights of all Venezuelans.

Those most immediately at risk include human rights defenders and political activists who have courageously opposed Maduro government’s human rights violations and crimes under international law for years. Amnesty International stands in solidarity with the Venezuelan people: the thousands of victims and survivors, and the millions who have fled after years of enduring grave violations and crimes against humanity.

Amnesty International reiterates its long-standing call for Maduro’s government to be investigated and, where evidence permits, individuals to be prosecuted before an independent and impartial court to ensure justice, reparation, and guarantees of non-repetition for the survivors and victims of violations in Venezuela.

Amnesty International is alarmed that the attack against Venezuela and capture of Nicolás Maduro and Cilia Flores by one of the five permanent members of the United Nations Security Council further deepen the breakdown of international law and the rules-based order. These actions signal an international system run by military force, threats, and intimidation, and they increase the risks of copycat actions by others.
