You’ve heard of foster care, but have you heard of Hidden Foster Care?

Each year, up to 300,000 children are separated by the government from their parents outside the foster care system, without court oversight, support for the relatives who take them in, or a clear plan for their safety and stability. No one knows how many children live in Hidden Foster Care because no one keeps track of what happens to these children.

This Foster Care Awareness Month, we join efforts to bring visibility to these experiences and to advocate for systems that center dignity, accountability, and families' and children’s rights.

Last week, DC KinCare Alliance was recognized at the Women’s Bar Association Foundation Grant Awards Ceremony 2026, an evening dedicated to uplifting the organizations working every day to support women and families across our community.

On March 2, our Community Board Leaders and our Executive Director testified before the Council on Access to Justice, sharing powerful lived experiences that showcase why ongoing legal support for kinship families is vital. Christy Webster talked about securing safety and stability for her granddaughters; Donte Massey explained how advocacy helped him keep his siblings together; Marcia Moore reflected on navigating custody and adoption with proper legal guidance; Stacey Brown testified about turning trauma into long-term stability for her goddaughter; and Executive Director Marla Spindel highlighted the crucial role that sustained Access to Justice funding plays in stabilizing kinship families across the District.

They had an opportunity to meet Mayor Bowser and Councilman Trayon White, and raise the importance of ongoing support for caregivers who help keep D.C. families united.
