Chairman of Yemen’s Presidential Leadership Council Rashad al-Alimi called on the United States and the international community to move beyond the policy of “managing the Houthi threat” and instead address its root causes and sources of strength while strengthening the capabilities of the Yemeni government and its institutions. He stressed that peace and deterrence “are not mutually exclusive options,” and that any understandings that fail to sustainably address the capabilities, financing, and regional threats of Iran-backed armed groups will not resolve the crisis but merely postpone it.
During a meeting in Riyadh with Neil Hope, the new Chargé d’Affaires of the U.S. Embassy to Yemen, al-Alimi said the Houthi missile and drone attack on the Port of —coming days after attacks on government forces’ positions, displacement camps, and civilian sites in Marib and Hadramout—showed that the group was pursuing a “systematic war targeting the Yemeni people’s resources, lifelines, and economic gateways.” He warned of the dangers posed by missiles, drones, and advanced weapons remaining outside state control.
Al-Alimi called for continued political, economic, and diplomatic pressure on the Houthi group and its backers, alongside support for the government in protecting the country’s territory, territorial waters, ports, airports, and the interests of its citizens. He emphasized that building sustainable security in Yemen and the wider region requires a state that holds a monopoly over the legitimate use of force, rather than armed groups retaining the ability to decide on war and threaten maritime routes independently of state institutions and sovereignty.

دعا رئيس مجلس القيادة الرئاسي رشاد العليمي الولايات المتحدة والمجتمع الدولي إلى تجاوز سياسة "إدارة التهديد الحوثي"، والانتقال نحو معالجة أسبابه ومصادر قوته، وتعزيز قدرات الحكومة اليمنية ومؤسساتها، مؤكداً أن السلام والردع "ليسا خيارين متناقضين"، وأن أي تفاهمات لا تعالج بصورة مستدامة قدرات الجماعات المسلحة المدعومة من #إيران وتمويلها وتهديداتها الإقليمية لن تحل الأزمة، بل ستؤجلها.
وخلال استقباله في الرياض القائم الجديد بأعمال السفارة الأمريكية لدى اليمن نيل هوب، قال العليمي إن الهجوم الحوثي بالصواريخ والطائرات المسيّرة على ميناء المخا، بعد أيام من استهداف مواقع للقوات الحكومية ومخيمات للنازحين وأعيان مدنية في مأرب وحضرموت، يكشف أن الجماعة تمضي في "حرب ممنهجة تستهدف مقدرات الشعب اليمني وشرايين حياته ومنافذه الاقتصادية"، محذراً من خطورة بقاء الصواريخ والطائرات المسيّرة والأسلحة النوعية خارج سلطة الدولة.
وطالب العليمي بمواصلة الضغط السياسي والاقتصادي والدبلوماسي على جماعة الحوثي وداعميها، بالتوازي مع دعم الحكومة لحماية أراضي البلاد ومياهها وموانئها ومطاراتها ومصالح مواطنيها، مشدداً على أن بناء أمن مستدام في #اليمن والمنطقة يتطلب وجود دولة تحتكر أدوات القوة المشروعة، وألا تبقى جماعات مسلحة قادرة على اتخاذ قرار الحرب وتهديد الممرات البحرية بمعزل عن مؤسسات الدول وسيادتها.
